SUMMARY REPORT OF RCC-CEPT MEETING

(5-6 July 2011)

The representatives from RCC and CEPT discussed some WRC-12 agenda items which were included in the agenda of the meeting following a request from both sides and issues of the preparation to WRC-12 and RA-12.

Agenda Item 1.2

After presentation of the CEPT and RCC positions on the issues related to the agenda item 1.2 and some discussion it was stated that CEPT and RCC has a common view on the satellite convergence and on the future of Resolution 951.

At the same time the views of CEPT and RCC on the possible solution to meet the challenges of fixed and mobile convergence and establishment principles for frequency band allocations are not the same.

Agenda Item 1.3

RCC and CEPT agreed that frequency band 5030-5091 MHz may be used for operation by UAS CNPC links.

Agenda Item 1.4

RCC and CEPT agreed that their positions on this agenda item are very close for all considered frequency bands.

Agenda Item 1.7

RCC and CEPT have a different position on this agenda item.

RCC is in favor of method C of the CPM Report.

CEPT is considering a compromise solution between the two options corresponding to the CPM methods A and B.

Agenda Item 1.10

RCC and CEPT concluded that their positions on this agenda item are similar for all issues which have been considered.

Agenda Item 1.13

RCC and CEPT concluded that their positions on this agenda item are very close for issues related feeder-link bands, sharing between Regions 1 3 BSS and Region 2 terrestrial services and sharing between Regions 1 3 BSS and Regions 1 & 3 terrestrial services.

For the BSS intra-service sharingRCC and CEPT have different positions but these positions could be considered as supplement to each other during WRC.

Agenda Item 1.14

RCC and CEPT agreed that sharing of the space surveillance radars that operate in the band 154-156 MHz with systems of services that have allocations in the same and adjacent frequency bands is feasible under certain conditions.

Agenda Item 1.17

CEPT and RCC confirmed that the ARNS/mobile issue of WRC-12 AI 1.17 could be satisfied by the signing of bilateral/multilateral agreements based on the framework Agreement developed by CEPT and RCC during CPM-11-2.

Both regional organizations recognize that signing of these agreements between relevant RCC and CEPT Administrations would remove the need to change the current allocation conditions of frequency band 790-862 MHz.

The concerned RCC and CEPT Administrations are invited to take maximum possible efforts for signing Agreements mentioned above.

In case of CEPT (ie “mobile service” side) concerned administration not taking the necessary steps to get such Agreement signed, this situation will not be taken into account in working towards the overall solution.

Agenda Item 1.18

RCC and CEPT agreed that it is possible to allocate frequency band 2483.5-2500 MHz for RDSS under provision that protection of the services that have allocations in this frequency band is ensured.

Agenda Item 1.19

CEPT and RCC stated that the views and proposal of the organizations on SDR issues are identical.

At the same time with respect to CRS issues preference for CEPT is ITU-R Resolution while RCC preference is WRC-12 Resolution. CEPT and RCC also agreed that there is a lot of common elements in the proposed draft Resolutionfrom each organization.

Agenda Item 1.21

RCC and CEPT agreed that for final decision on this agenda item it is necessary to consider additional contributions that permit to explain requirements of radiolocation service in the frequency band 15.4-15.7 GHz.

Agenda Item 1.23

RCC and CEPT have a different position on this agenda item. CEPT is of the view that
an 8kHz segment is considered sufficient to satisfy the requirements of the amateur services. RCC considers method C of the CPM Report to be appropriate for the further discussion on this agenda item.

Agenda Item 1.25

RCC and CEPT agreed that new MSS allocation in the 7/8 GHz could not be supported.

CEPT is still investigating sharing possibilities in the 5 GHz, 10 GHz, 13 GHz and 15 GHz frequency bands notconsidering anymore allocations to the MSS on a primary basis for the 15 GHz band.

RCC does not support allocation in the 10 GHz, 13 GHz and 15 GHz frequency bands and also believes that it isnot advisable to allocate other bands in the range 4 GHz to 16 GHz to the MSS.

Agenda Item 7

RCC and CEPT concluded that their positions on this agenda item are similar for issues 4C, 1D, 2C, 2E, 1B, 1A, 2D, 1C and 1E of the CPM Report.

At the same time the positions on the issues 4A, 4B, 4D, 2A, 2B, 3B and 3A are different.

Agenda Item 8.2

CEPT presented the proposed agenda items for the future Conference.

RCC stated that agenda item 8.2 is still under consideration and the CEPT proposalswill be considered on the next RCC meeting in September.

Proposed structure of WRC-12 and candidatures for the Conference officers

CEPT and RCC informed each other about the proposed candidatures for the Conference officers.

CEPT statedthat the candidature of V.Timofeev (RCC) for the Chairman of WRC-12will bepositively considered.

Exchange of views on the RA-12 matters

CEPT and RCC exchanged of views on the RA-12 matters, including the structure andthe proposed candidatures for the Chairmen and Vice-Chairmen ofthe ITU-R Study Groups.

Next meeting (if any)

It was proposed that the next meeting between RCC and CEPT should be held during 3rd ITU information meeting on WRC-12 Preparation (7-8 November 2011 (Geneva)).

Also short meeting during RA-12 and/or WRC-12 is possible if necessary.
