Diwali Arrangements

Elaborate arrangements were made during Diwali festival addressing both law & order and security requirements. This year, for better public convenience, wide publicity through advertisements in Press and FM Channel listing out conditions to be fulfilled by the applicants were given well in advance for grant of temporary license for sale of fire crackers during Diwali. Licenses were also granted strictly on merit to those who fulfilled all the requirements, ensuring that there was no compromise on the safety and security of citizens.

The police ensured close monitoring of security arrangements through CCTVs, access control, checking and frisking of visitors, parking of vehicles after thorough security checks and adequate fire-fighting arrangements.

Anti-terrorist measures were taken in full vigour during this period, and included mock drills, checking of guest houses & cyber cafes, meetings with all stake-holders of Eyes & Ears Scheme including MTAs & RWAs, anti-sabotage checks, deployment of QRTs, Hit Teams, Morchas, and Machaans. Due to all necessary efforts and hard work by the field officers, the festivals of Dhanteras and Diwali have gone off smoothly.

Delhi Police will continue these arrangements in the same intensity in the next fortnight in view of the ensuing festivals of Chhat Pooja, Guru Nanak Birthday etc.

Important Detections

Ø  Robberies and Snatchings

On 3.10.2009, North-West District, with the arrest of four criminals including one receiver namely Joginder @ Jogi, Ishwar Parsad @ Ishu, Rajender @ Kallu and Madan Lal (receiver), busted a gang of robbers. A case of robbery of P.S Ashok Vihar has been solved and two mobile phones, one Motorcycle No. DL-8SAH-8559 and 9 Brass Diesapproximately Rs.90,000/- were recovered from their possession.

On 7.10.09 Crime Branch arrested a notorious dacoit namely Shaan-E-Alam and solved a sensational house dacoity case of PS Seema Puri in which the accused along with his associates had robbed Rs. 6.5 lakhs.

On 7.10.2009, Central District apprehended one dreaded criminal namely Nitin @ Chela, involved in several cases of snatching/theft using stolen vehicles, after a brief encounter.One country made pistol, two live cartridges, one fired/empty cartridge and one stolen Bajaj Discover motor-cycle have been recovered from his possession.

On 8.10.2009, Crime Branch arrested nine criminals including two receivers, namely, Guljar Khan, Bhura, Mohd Aarif, Rashid Hussain, Mohd Sajid, Mohd. Ali @ Kalua, Mohd. Kamil Siddiqui, Pradeeep Gupta (a receiver) and Mukesh Gupta @ Raju (a receiver) and busted a gang of inter-state highway robbers. 16 cases of murder, dacoity, robbery & M.V. Theft committed in the area of Police Stations Okhla Industrial Area, Alipur, Nangloi, Dwarka, Delhi, Simbhawali, U.P., Sahibabad, U.P., Badalpur (G.B. Nagar, U.P.), Aurangabad (Bulandshahar, U.P.) have been solved. All the arrested persons are previously involved in more than 50 criminal cases. The gang is activein Delhi, U.P., Rajasthan, Kolkata and Nepal.

On 10.10.2009, South District Police busted a desperate gang of carjackers with the arrest of three criminals, namely, Chander Sekhar @ Manglu, Monu and Pardeep @ Chotu, who were involved in several cases of carjacking in Delhi & NCR and had committed a series of serious incidents. One Innova Car and mobile phone have been recovered.

On 12.10.2009 North District police arrested three Bangladeshi criminals namely Mohd. Mustafa, Mohd. Tara and Mohd. Yasin and busted a gang of Bangladeshi robbers/burglars. Nine cases of robbery/burglary of North and North-West Districts have been solved. One Diamond studded Wrist watch, Gold Jewellery, Silver glasses and one dagger recovered.

On 13.10.09 crime Branch arrested a notorious robber Shad Mohd. @ Shadu who had specialized in looting copper merchants. Two sensational cases of robbery of PS Vivek Vihar and Dilshad Garden of the year 2008 were solved.

On 13.10.2009, South District arrested one notorious robber of “Kamaljeet @ Bittoo Gang”, namely, Dinesh Kumar @ Daboo. 12 cases of snatching/robbery have been solved. He used to sell the gold jewellery and other valuables to one Ashok @ Mama, resident of Mauj Pur, Delhi, who supplied secret information to the gang members regarding movement of cash.

Ø  Murder Cases Solved

On 1.10.2009, North-West District arrested five desperate robbers Bunty, Inderjeet, Pawan Kumar @ Bichhu, Chandan and Ravi @ Khokha for killing one Shiv Kumar Pandey, palledaar in Subzi Mandi, Azad Pur, Delhi. Accused were also planning and preparing to loot an apple merchant in the area of Fruit Mandi, Azad Pur, Delhi.

On 5.10.2009, East District solved the murder of one Chand Babu Sharma who ran a Pan Shop at D-5, Gali No.1, Awadh Complex, Laxmi Nagar, Delhi and arrested two robbers Mohd. Anees @ Sonu and ShahjadAli @ Danish @ Dhannu. The criminals demanded to hand over the entire sales of the day, and when Chand Babu resisted, they opened fire on him.

Ø  Inter-state Gangs of Auto-lifters Nabbed

On 3.10.2009, South District arrested three notorious criminals, namely, Nitin Thakral @ Rinku, Umed Khan andNarender Tanwar @ Neeru and busted a gang of inter-state auto-lifters, who were active in South, South-West, South, North-West and Outer Districts, Delhi. 14 cars, 5 Iron Kantas (instrument used for opening window locks), 5 Master keys and one CNG kit recovered.

On 5.10.2009, Outer District arrested three accused persons namely Satya Pal @ Bholu, Khem Chand and Anand and busted a gang of auto lifters, who were involved in stealing/receiving of stolen motor-cycles and their parts. 25 cases of motor vehicle thefts have been solved and sixteen motor cycles stolen from the different parts of Delhi recovered.

On 10.10.2009, North-West District busted a gang of auto-lifters operating in Delhi with the arrest of five accused persons of “Deepak @ Kale Gang” namely Deepak @ Kale, Bhupender @ Lucky, Bunty Sharma, Hari Om Sharma, Pappu Dass and Ashwani @ Kaka. Twelve cases of M.V Theft of various police stations have been solved.

On 11.10.2009, North-West District busted a gang of auto-lifters, namely, Brijpal @ Birju and Tejpal. Twelve vehicles (One Maruti Car and 11 Motor-cycles) stolen from the area of Police Stations Mahendra Park, Jahangir Puri, Model Town, Shalimar Bagh and Adarsh Nagar, Delhi have been recovered.

Ø  Drug-Peddler Arrested

On 1.10.2009, Crime Branch arrested a notorious drug-peddler Sabir Ali who was wanted by Custom Department in the recovery of 14.500 Kgs. Heroin and Red Corner Notice issued against him.

Ø  Fake Currency Seized

On 7.10.2009, East District arrested one Alok Kumar Singh and unearthed a racket of fake currency. Fake currency of Rs.44,350/- has been recovered from his possession. He used to procure a 100 rupee note for Rs.30/- only and sell it off for Rs.50/-.

Ø  Special Preventive Measures for Robberies & Snatchings

v  142 persons with criminal background.

ü  Regular Monitoring/analysis of crime trends and identification of vulnerable areas and time for suitable preventive measures.

ü  Regular surveillance on the activities of desperate criminals and other active robbers and snatchers.

ü  Community policing – regular interaction with RWAs/MTAs/Thana & Distt. Level Committees.

v  This Cell has received a tremendous response and so far 11207 calls have been received.

v  Out of this, action has been taken to the satisfaction of the callers in 10130 of the calls.

The Commemoration Day will be observed on October 21, 2009 by various police organizations throughout the country. A special ceremony will be organized in Delhi. It will be attended by the heads and senior officer of central police organization like Intelligence Bureau, CBI and the Delhi Police. They will place wreath at the Police Memorial.

A Commemoration Parade will be held at New Police Lines, Kingsway Camp. The Commissioner of Police, Delhi will read out names of police officers belonging to various states and central police organizations who lost their lives while on duty this year.

Transport will be available at Police Headquarters, I.P. Estate, New Delhi. It will leave PHQ at 8.00 AM sharp and return after function to witness the Commemoration Parade.

The Special Operations Squad of Crime Branch has busted a gang of interstate car robbers and arrested 2 accused persons. 3 cases of car robbery from Delhi & Gurgaon have been worked out and the three robbed vehicles, Scorpio, Hyundai Accent & Hyundai Verna have been recovered from their possession.

ACCUSED PERSONS ARRESTED

1.  Jaswant @ Jassu @ Jassa s/o Jeet Singh r/o Palam Vihar, Gurgaon. Age 28 Yrs. He is employed as Area Manager (Insurance) in a leading bank in Gurgaon.

2.  Jagdeep @ Pappu s/o Surender r/o Vill Ruddal, Bhiwani, HR. He runs a automobile repair shop and helps in the disposal of the robbed vehicles.

RECOVERY

1.  One Country made pistol .315 bore & 2 Cartridges recovered from accused Jaswant @ Jassu, used for robbing these vehicles.

2.  One Stolen Hyundai Accent Car No-DL-2CAE-3785 robbed from PS Dwarka vide FIR No 361/09 Delhi.

3.  One Scorpio Car No. HR 26 AM 5656 (Fake number), HR 26 AT 5322 robbed from PS Palam Vihar, Gurgaon, vide FIR No. 287/09 u/s 392/34 IPC & 25/27/54/59 Arms Acts, Haryana.

4.  One Hyundai Verna No. HR 26 AT 5322 robbed from PS- Sector- 40, Gurgaon, Haryana vide FIR NO. 287/09 dt 21/09/09 u/s 392/34 IPC & 25 A Acts PS Palam Vihar, Gurgaon.

THE TEAM

A team led by SI Devender Kumar consisting of SIs Rajesh Kumar, Virender Singh, HC Mohan Lal, Ct. Surinder, Virendra, Ct Sushil, Ct Ramesh and under the overall supervision of Sh. Udai Vir Singh Rathi, ACP/SOS, Crime Branch is responsible for these arrests.

OPERATION

On 15/10/09 SI Devendra Kumar received information that one Jaswant @ Jassu would be coming to Zakir Hussain College to sell a stolen car. On this information, a trap was laid at Zakir Hussain College. During the evening hours, one white Hyundai Accent Car No. DL2CAE- 3785 came from Delhi Gate side and stopped near the College. One person, later on identified as Jaswant @ Jassu was sitting in the car. Sensing the police presence, Jaswant try to run away after whipping out one country made pistol of .315 bore but he was overpowered by the police party. The Hyundai Accent car was found to be robbed from Sec-20, Dwarka, vide FIR No. 361/09 PS Dwarka.

PROFILE

Accused Jaswant @ Jassu is a graduate from Sampurnanand University Banaras and is the leader of this gang. He is previously involved in several cases of vehicle theft & car jacking and had been previously arrested in the following cases:-

1.  Case FIR No. 584/2004 Dated 06/08/2004 u/s 379/411 IPC PS Lajpat Nagar, Delhi.

2.  FIR No. 312 Dated 02/08/2004 u/s 379 IPC PS DLF, Gurgaon, Haryana.

3.  FIR No. 340 Dated 13/08/2004 u/s 379 IPC PS- , Gurgaon, Haryana.

4.  FIR No. 726/04 u/s 379 IPC PS City Gurgaon, Haryana.

After being released on bail by the trial Court, he never turns up in the Court for facing trial and has been declared Proclaimed Offender in 3 cases from Gurgaon Courts Proceedings to got him declared a Proclaimed Offender are also underway in a case PS Lajpat Nagar of the year 2004. He has been working in IDBI Bank in Sector -14 Gurgaon as Area Manager in the insurance wing of the bank. Earlier, he had been working in HDFC Bank Sector 53 Gurgaon as Business Development Manager and before that he also worked for ICICI Bank Vasant Vihar, New Delhi.

The modus operandi of the gang was to look for a stationery vehicle near a school, petrol pump etc. during the day time. They would force the driver to get down at gun point. They would then drive away with the car. Jagdeep, who runs a workshop in Gurgaon, would sell the car pretending that the owner of the vehicle had defaulted in paying his loan to the bank/finance company.

FOLLOWING CASES HAVE BEEN SOLVED WITH THESE ARRESTS :

1.  On 18/08/09, one Sandeep Satrawla r/o 538/13 B, Dwarka, Delhi, was taking some food from a road side eatery near the CNG pump, Sec-20, Dwarka. The three robbers came in a TATA Indigo Car and robbed the car at gun point.

2.  On 21/09/09, driver Uttam Singh r/o 331/D- block, Defence Colony, Delhi parked one Hyundai Verna No. HR 26 AP 9470 in front of H. No. J-1137, Palam Vihar, Gurgaon, Haryana, while his employer was inside the house. All of a sudden, two boys came near the driver and threatened him at gun point. They robbed the car and escaped.

3.  On dated 08/10/09 at about 11.30 AM, one Hitesh Singh, went to DPS School, Sec 45, Gurgaon to drop the child of his employer in Scorpio car No. HR 26 AT 5322. When he was walking back to the car suddenly three young boys came near him. One of them, threatened him at gun point & demand the keys of the vehicle. Hitesh Singh handed over the keys and the robbers fled away with the vehicle.
