1. / SUBJECT: / DISTRICT ATTORNEY – GRANT FUNDING (GOVERNOR’S OFFICE OF EMERGENCY SERVICES) (DISTRICTS: ALL)
OVERVIEW:
This is a request to ratify the submission and approve the acceptance of three grant applications from the Governor’s Office of Emergency Services (OES) totaling $1,067,008. The Vertical Prosecution Block Grant Program ($747,008) and Domestic Violence Stalking Program ($180,000) are grants for the period July 1, 2008 through June 30, 2009. The Elder Abuse Advocacy and Outreach Program ($140,000) is a grant for the period October 1, 2008 through September 30, 2009.
FISCAL IMPACT:
Funds for this request are included in the CAO’s Proposed Fiscal Year 2008-10 Operational Plan for the District Attorney’s Office. The funding source is grant revenue from the Governor’s Office of Emergency Services and general purpose revenues allocated to the District Attorney’s Office. No additional staff years are required.
District Attorney – Vertical Prosecution Block Grant Program
If approved, this request will result in direct costs of $918,169, which will be partially offset by revenue of $747,008. The amount awarded by the State for the Vertical Prosecution Block Grant is $83,001 less than the amount included in the CAO’s Proposed Fiscal Year 2008-10 Operational Plan and reflects the 10% reduction included in the Governor’s May Revision to the Proposed State Budget. The reduction of appropriations for this program and for any other programs affected by the final State Budget will be included in a single adjustment letter following the adoption of the Fiscal Year 2008-10 Operational Plan.
District Attorney – Domestic Violence Stalking
If approved, this request will result in direct costs of $335,430 and revenue of $180,000. A legislatively required match of 25% or $60,000 will be satisfied through in-kind contributions from the District Attorney’s Office.
District Attorney – Elder Abuse Advocacy and Outreach Program
If approved, this request will result in direct costs of $268,263 and revenue of $140,000. A legislatively required match of $35,000 will be satisfied through in-kind resources from the District Attorney’s Office.
RECOMMENDATION:
DISTRICT ATTORNEY
1.  Waive Board Policy B-29, Fees, Grants, Revenue Contracts – Department responsibility for cost recovery, which requires full cost recovery for grants.
2.  Ratify the submission and approve the acceptance of the Vertical Prosecution Block Grant Program grant in the amount of $747,008 for the period July 1, 2008 through June 30, 2009.
3.  Adopt a resolution entitled “A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO RELATING TO THE VERTICAL PROSECUTION BLOCK GRANT PROGRAM,” and authorize the execution of the grant agreement and other grant documents by the Clerk of the Board of Supervisors including extensions and amendments thereof that do not materially impact or alter either the grant program or funding level.
4.  Ratify the submission and approve the acceptance of the Domestic Violence Stalking Program grant in the amount of $180,000 for the period July 1, 2008 through June 30, 2009.

ACTION:
ON MOTION of Supervisor Horn, seconded by Supervisor Slater-Price, the Board took action as recommended, on Consent, adopting Resolution No. 08-099, entitled: A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO RELATING TO THE VERTICAL PROSECUTION BLOCK GRANT PROGRAM; Resolution No. 08-100, entitled: A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO RELATING TO THE DOMESTIC VIOLENCE STALKING PROGRAM, and Resolution No. 08-101, entitled: A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO RELATING TO THE ELDER ABUSE ADVOCACY AND OUTREACH PROGRAM.

2. / SUBJECT: / READY, SET, WORK! CalWORKs DIVERSION DEMONSTRATION PROJECT (DISTRICTS: ALL)
OVERVIEW:
In recent years, the Board of Supervisors has adopted a “work first” approach toward local welfare reform efforts and has implemented strategies to effectively move clients from welfare to work. The State’s CalWORKs (California Work Opportunity and Responsibility to Kids) program provides monthly cash payments to families with children for up to 60 months. Able-bodied parents are required to comply with work requirements, including an individual assessment of learning capacity and development of a Welfare to Work plan. Parents can receive supportive services such as child care and transportation to participate.
Currently, CalWORKs allows one-time lump sum payments for certain applicants to divert them from welfare dependence, solely relying on the individual’s use of this cash payment to divert them from welfare dependency. Today, Board authority is requested to test an alternative CalWORKs diversion component, Ready, Set, WORK! that furthers the Board’s goal of promoting personal responsibility. Ready, Set, WORK! will require upfront employment-related activities as a condition of payment. The one-time lump sum payment would be replaced by incremental payments, along with support services, based on the individual’s achievement of specific goals.
Today’s item requests the Board to authorize the Director of Health and Human Services Agency to sign and submit a request for waiver and a State application in order to implement the three-year Ready, Set, WORK! CalWORKs Diversion Demonstration Project in San Diego County.
FISCAL IMPACT:
Funds for this proposal are included in the CAO’s Proposed Operational Plan for Fiscal Years 2008-09 and 2009-10 for the Health and Human Services Agency. The administration of the Ready, Set Work! CalWORKs Diversion Demonstration Project would be cost-neutral. The Demonstration Project is expected to result in an as yet undetermined amount of cost savings in CalWORKs cash assistance payments. If successful, the State has indicated San Diego’s diversion strategy may be adopted statewide as a best practice for other counties.
RECOMMENDATION:
CHIEF ADMINISTRATIVE OFFICER
1.  In accordance with Welfare & Institutions Code §18230-18235, authorize the Director of Health and Human Services Agency to sign and submit a State application, which includes a State waiver, to demonstrate an alternative method of CalWORKs service delivery through a three-year demonstration project to the California Department of Social Services (Attachment A).
2.  Adopt a Resolution titled A Resolution Authorizing the Submission of the Ready, Set, WORK! CalWORKs Diversion Demonstration Project Application to the California Department of Social Services and Requesting a State Waiver to Administer the CalWORKs Diversion Demonstration Project in San Diego County.

ON MOTION of Supervisor Horn, seconded by Supervisor Slater-Price, the Board took action as recommended, on Consent, adopting Resolution No. 08-102, entitled: A RESOLUTION AUTHORIZING THE SUBMISSION OF THE READY, SET, WORK! CALWORKS DIVERSION DEMONSTRATION PROJECT APPLICATION TO THE CALIFORNIA DEPARTMENT OF SOCIAL SERVICES AND REQUESTING A STATE WAIVER TO ADMINISTER THE DEMONSTRATION PROJECT IN SAN DIEGO COUNTY.

3. / SUBJECT: / MENTAL HEALTH SERVICES – COMPETITIVE PROCUREMENTS FOR NORTH COASTAL AND NORTH INLAND REGIONS (DISTRICTS: 2, 3, 5)
OVERVIEW:
Ten years ago, based on Board actions on March 17, 1998 (3) and August 10, 1999 (9), the County redesigned mental health services in all Health and Human Services Agency regions to better serve adults and older adults, including the North Coastal and North Inland regions. Since then, services in all regions, including North County, have been expanded and enhanced using new funding from the Mental Health Services Act (MHSA), which became effective in January 2005.
Today’s action would authorize a competitive reprocurement of services in North County, based on an enhanced model developed with community and stakeholder input. This model would increase access to care and improve quality of care. The proposed competitive procurement will restructure North County service needs into six separate contracts that would allow the County to more efficiently and effectively secure provider services for this changing service population. This process promotes increased competition among all interested contractors and would result in the best value to the County. New contracts would be effective in early 2009.
FISCAL IMPACT:
Funds for this request are included in the CAO Proposed FY 2008-10 Operational Plan for the Health and Human Services Agency. If approved, this request will result in Fiscal Year 2008-09 and subsequent year costs and revenues of $6,733,847. Funding sources are Mental Health Services Act, Short/Doyle Medi-Cal Federal Financial Participation (FFP) and Mental Health Realignment. There will be no change in net General Fund cost and no additional staff years.
RECOMMENDATION:
CHIEF ADMINISTRATIVE OFFICER
In accordance with Section 401 et seq. of the County Administrative Code, authorize the Director, Department of Purchasing and Contracting, to issue competitive solicitations for the Adult/Older Adult North Coastal and North Inland Mental Health Services programs, and upon successful negotiations and determination of a fair and reasonable price, award various contracts for a term not to exceed eighteen (18) months with three (3) option years and up to an additional six months if needed, and to amend the contracts as needed to reflect changes to services and availabilty of funds, subject to the approval of the Director, Health and Human Services Agency.
