Council Meeting – May 7, 2015

Mayor Thomas L. Hardesty called the regular meeting to order at 6:30 p.m. with the following council members present: Bobby Andriot, Mike Zoeller, Donna Eaton, Shane Suttor, Jon Swindler, and Frank Page.

City Employees Present: Jennifer Herrell, Inez Harris, Judy Smith, Mary Smith, Brandon Pennington, Kevin Baker, and Fred Rogers.

City Attorney: Steven Gregory

Invocation: Rev. Leslie Harris, Pastor, Greater Tabernacle

All present pledged allegiance to the flag.

Minutes/April 16, 2015

Councilmember Page moved to approve the minutes of the April 16, 2015 meeting as read by council members prior to the meeting. Seconded by Councilmember Zoeller.

All voted “aye” and motion carried.

Budget Message

Mayor Hardesty thanked the office staff and the budget committee for work on the 2015-2016 budget. We will continue to recruit and retain businesses. We will work with Shelby Development Corporation, Tourism, and the Chamber of Commerce to help retain and grow business. We will fund public safety first. We have capital projects pertaining to those departments to maintain. We will purchase police cars, a dump truck, salt bin along with street paving and repair. We will purchase an administrative car, along with expanding the MS-4 Storm Management Program. We still have 2 bond payments we have to make – the Family Activity Center and the golf course. We will continue to fund community projects. Hopefully, we will have no increase in property taxes again this year.

Ordinance No. 2015-05-21 – Adopting the City of Shelbyville Annual Budget for the Fiscal Year July 1, 2015 – June 30, 2016 – 1st Reading – Judith Smith

Judith Smith, Office Administrator read an ordinance of the City of Shelbyville estimating revenues and expenditures for the July 1, 2015 – June 30, 2016 fiscal year.

It was introduced for first reading by Councilmember Zoeller. Seconded by Councilmember Suttor.

Ordinance No. 2015-05-21(A) – Amending the Position Description of Fire Chief – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending the position description of Fire Chief. This ordinance has been updated to include changes made by the Kentucky Board of Emergency Medical Services and requirements made by the Kentucky Fire Commission.

It was introduced for first reading by Councilmember Eaton, Seconded by Councilmember Zoeller.

Ordinance No. 2015-5-21(B) – Amending the Position Description of Assistant Fire Chief – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending the position description of Assistant Fire Chief. This position has been updated to include the duties of Administrative Chief Officer and to include changes made by the Kentucky Board of Emergency Medical Services and requirements made by the Kentucky Fire Commission.

Ordinance No. 2015-5-21(C) – Amending the Position Description of Fire Captain – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending the position description of Fire Captain. This position is the First Line Supervisor of the Platoon or shift personnel, part-time and volunteer firefighters, including public relations, emergency and non-emergency calls for service. This includes changes made by the Kentucky Board of Emergency Medical Services and requirements made by the Kentucky Fire Commission.

Ordinance No. 2015-05-21(D) – Amending the Position Description of Fire Sergeant – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending the position of Fire Sergeant. This position assumes the responsibility for the proper operation of all fire apparatus along with supervising shifts in the absence of Captain or higher authority. This includes changes made by the Kentucky Board of Emergency Medical Services and requirements made by the Kentucky Fire Commission.

Ordinance No. 2015-05-21(E) – Amending the Position Description of Fire Fighter I – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville amending the position description of Fire Fighter I. This position is responsible for the proper operation of all fire apparatus and must be able to use all communication equipment assigned to the department. This includes certification made by the Kentucky Fire Commission, Certified EMT or Kentucky Board of Emergency Medical Services and must possess a valid CPAT card as certified by the Kentucky Fire Commission.

Ordinance No. 2015-05-21(F) – Creating the Position of Part-Time Firefighter – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville creating the position of part-time Firefighter. This position is responsible for proper operation of all fire apparatus, transport of personnel and equipment to fires. This includes all other related duties associated with fire disasters. This includes certification by the Kentucky Fire Commission, Certified EMT or Kentucky Board of Emergency Medical Services and must possess a valid CPAT card as certified by the Kentucky Fire Commission.

Re-Appointment – Lisa Bolin to the Code Enforcement Board for a 3-year term ending May 30, 2018

Mayor Hardesty recommended Lisa Bolin be re-appointed to the Code Enforcement Board for a 3 year term ending May 30, 2018.

Councilmember Swindler moved to approve the re-appointment. Seconded by Councilmember Eaton.

All “ayes” and motion carried.

Proclamation – May 2015 as Building Safety Month

Mayor Hardesty declared May 2015 as Building Safety Month in the City of Shelbyville.

Proclamation – Public Service Recognition Week

Mayor Hardesty declared the week of May 4-8, 2015 as Public Service Recognition Week and thanked all government employees at all levels.

Department Reports

Judy Smith, Office Administrator, reported we are finishing the collection of net profits and occupational taxes. We got a good response on collecting delinquent taxes after posting them on the city’s website.

Eilene Collins, Executive Director, Shelby Development Corporation, reported working with Bob Hillbom of www.shopmainstreets.tours. They are working on “Virtual Main Street” to add new businesses to the tour. Main Street Tech is a new business opening this month. Other new businesses are scheduled to open in August.

Jennifer Herrell, Public Works/City Engineer, reported Spring Clean-up was a success. They have demolished the old salt bin and have started on the new bin. They are working on a new master plan for MS4 in the next budget. We will be doing some stripping on the streets tomorrow.

Fire Chief Baker reported several citizens were burning debris in their backyard. The city has a no burning ordinance. The department responded to an incident at the Moser House.

Fred Rogers, Historic District Commission Coordinator, reported the matching fund program was a success this year. All awardees made good on their commitments. We have been awarded a grant for $6,000 to construct a Historic District Commission website. Several projects are making an impact on the downtown landscape.

Mayor’s Report

Mayor Hardesty informed everyone of a Public Hearing on the Municipal Road Aid on May 21 at 6:20 p.m. The golf course looks great. The No. 16 has been repaired. May 15th is the first fish fry at Lake Shelby at 6:00 p.m. The local National Guard Unit 1163 shipped out to Afghanistan for a year.

Council Reports

Bob Andriot encouraged citizens to support local retail merchants. Local businesses are not just in business to make money. They are passionate about what they do. Thanks to Torrey Smith for the work he is doing in the downtown.

Councilmember Swindler moved to adjourn at 7:25 p.m. Seconded by Councilmember Zoeller.
