Council Meeting – December 18, 2014

Mayor Thomas L. Hardesty called the regular meeting to orderat 6:30 p.m. with the following council members present:Bobby Andriot, Mike Zoeller, Donna Eaton,Shane Suttor,Jon Swindler, and Frank Page.

City Employees Present: Kevin Baker, Inez Harris, Tom Doyle, Bryan Slone, and Frank Willoughby.

City Attorney: Steven Gregory

Invocation: Jeremy Cloninger, Youth Minister, Living Waters Church

All present pledged allegiance to the flag.

Minutes/December 4, 2014

Councilmember Suttormoved to approve the minutes of the December 4, 2014 meetingas read by council members prior to the meeting. Seconded by Councilmember Page.

All voted “aye” and motion carried.

Ordinance No. 2014-12-18 - Establishing a Revised Schedule of Charges for the use of the Consolidated Municipal Waterworks and Sewer System of the Shelbyville Water and Sewer Commission – 2ndReading – Steven Gregory

Steven Gregory, City Attorney, read the summary of an ordinance of the City of Shelbyville revising the rates and charges of the Municipal Waterworks and Sewer System. The new rate increases will take effect on March 1, 2015. The rate increase amounts to a 3.5% increase. The last increase was 2 years ago.

It was introduced for second reading by Councilmember Swindler. Seconded by Councilmember Andriot.

Upon roll call, the following council members voted “aye”: Andriot, Zoeller, Eaton, Suttor, Swindler, and Page.

Ordinance/Enacting and Adopting a Supplement to the Code of Ordinances of the City of Shelbyville – 1st Reading – Steven Gregory

Steven Gregory, City Attorney, read an ordinance of the City of Shelbyville whereas American Legal Publishing Corporation has completed the 2014-S17 Supplement to the Code of Ordinances of the City of Shelbyville. The supplement contains all ordinances of a general nature enacted since the prior supplement to the Code of Ordinances.

It was introduced for first reading by Councilmember Page. Seconded by Councilmember Swindler.

Public Comments

Greg Butler, Municipal Relationship Manager, with Republic Services reported the carts have been delivered to residents along with brochures. There will be an ad in Wednesday’s Sentinel News along with a letter sent to all city citizens announcing the start of the garbage franchise. Service will start on January 5, 2015.

Department Reports

Bryan Slone, Golf Pro, Weissinger Hills, reported working on new programs for next season. They have interviewed for the golf superintendent’s position.

Shawn Pickens, Park Director, reported winter sports are in full swing. The capital campaign is underway through the Parks Foundation. The goal is $2-4 million dollars for several projects. Working to achieve CAPRA accreditation through the National Park Association. We will be offering 20% off membership fees in January.

Mayor’s Report

Mayor Hardesty announced City Hall will be closed December 24th, December 25th, and January 1st for the holidays.

Councilmember Zoeller moved to go into closed session at 7:00 p.m. for the purpose to discuss possible litigation against or on behalf of the City of Shelbyville. Seconded by Councilmember Page.

All voted “aye” and motion carried.
