2. PUBLIC ATTENDANCE AT ORDINARY COUNCIL MEETINGS

PERSONS WISHING TO SPEAK

Members of the public are invited to address the Council on any item that appears on the agenda. This item is time limited to 5 minutes, with the Mayor having discretion to extend to 10 minutes, depending on the issue and the number of people attending the meeting.

3. CODE OF CONDUCT – DECLARATION OF INTEREST

Members are reminded of their responsibility to declare any personal interest or prejudicial interest which they have in any item of business on the agenda no later than when that item is reached.

4. MINUTES

The Minutes of the meeting of the Council held on 14 September, 2011 to be confirmed as a correct record. (Copy attached).

5. MAYOR’S COMMUNICATIONS

To receive such communications as The Mayor may wish to lay before the Council.

6. POLICE MATTERS

A representative of the Police may attend, if available, for a short updating session.

7. COMPLAINT TO THE OMBUDSMAN RE CLLR A V MORAN

Further to Minute 142 the Town Clerk will report the receipt of a letter from the Public Service Ombudsman for Wales informing the Town Council that he has decided not to investigate the Town Council’s complaint against Councillor Moran. (Copy letter attached).

8.TOWN COUNCIL ELECTIONS 2012

To receive a copy of the election timetable for the elections to be held on Thursday 3 May, 2012 and to note that the moratorium for any casual vacancies will begin on 3 November, 2011. (copy attached)

9. STREET LIGHTING – SALTNEY FERRY ROAD

The Town Clerk will report on any progress with regards to the lamp standards that are causing an obstruction on the pavement in Saltney Ferry Road.

10.LAMP STANDARD – FLINT ROAD, SALTNEY FERRY

Members will recall that the lamp standard on the corner of Flint Road adjacent to the footbridge over the river was demolished twice during 2010; the Town Clerk will report that the Council’s Insurers, Zurich Municipal, have now successfully recovered the second £100.00 policy excess from the third party insurers.

11. ROAD TRAFFIC REGULATION ACT 1984

A5104 and B5125 Broughton to Saltney Speed Limit Order 201

To receive a copy of the Notice in connection with the above proposal. The reason given for proposing to make the Order is to reduce the risk of traffic accidents and improve the road safety for all road users. (copy attached)

Members are invited to give any observations or objections to the Order which must be submitted by 27 October, 2011.

13. WINTER PREPARATIONS

(1) The County Council are asking the Town Council if they wish to nominate someone to receive daily details of the proposed gritting actions together with an accurate weather forecast for the area. This would allow the nominee to pass this important information onto other interested parties within the community.

(2) In an attempt to assist the local community to help themselves during any periods of heavy snow, the County Council will be offering basic equipment in order that the community can take on some localised footway snow clearing work to supplement the County Council’s own snow clearing operations.

If the Town Council or any other groups nominated by them, request equipment, they will receive:

8 bags of rock salt and applicators;

Shovels for snow clearing;

Instructions and indemnity notices for those people carrying out the work.

Storage for the equipment will be required.

14. VISIT OF THE COUNTY COUNCIL’S CHIEF EXECUTIVE

The Town Clerk will report the receipt of a letter from the Chief Executive of the County Council asking for the opportunity to visit a Council meeting. The purpose of his attendance would be to discuss the priorities of the Council and hear member’s views on priorities and issues and members thoughts on improving further the working relationships with the County Council.

15. FLINTSHIRE COUNTY SUMMER PLAY SCHEME PROGRAMME 2011

To receive a report on the Summer Play Scheme run by the County Council at Billy’s Park, Saltney Ferry during the school holidays. (copy attached)

16. CHRISTMAS LIGHTS – SALTNEY FERRY – EWART ST AND NORTH STREET

The Town Clerk will report on the replacement of the Christmas lighting in Saltney Ferry.

17. SCULPTURE

The Town Clerk will report that the offending tiles have now been replaced and will ask the Town Council to formally adopt the sculpture.

18. AUDIT OF ACCOUNTS

The Town Clerk will report that he has been in correspondence with the Town Council’s external auditors about the outstanding audits for 2009; 2010 and 2011. The Auditor cannot report on them until the matter of Councillor Armstrong-Braun’s mayoral allowance has been settled following the Ombudsman’s report and the referral to the Adjudication Panel for Wales. If the matter is not settled before the 31 December, 2011 the Town Council will have to issue a Notice to the effect that the Audit has not been completed within the statutory time limit and publicise the reasons for the non-compliance.

19. QUESTIONS

In accordance with Standing Order 23; to consider questions,from Members, to the Mayor or the Town Clerk, of which due notice has been given. (Members are reminded that the question must be connected with the business under discussion at the meeting.)

20. NOTICE OF MOTION

To consider a Notice of Motion in the name of Councillor Elliott: to consider sponsoring candidate debates for both the town and county council candidates. I would propose they be held after the closing date for withdrawal of candidates (11 April, 2012) on 2 or 3 nights at the Community Centre as a central base, withall candidates invited to discuss the different aspects of their roles including a Q and A evening so that the electorate can engage more with those who represent them.

Not only would it give candidates a chance to put across their proposed policies, agenda and opinions, it would also give the local electorate an opportunity to question those who may represent them after May 2012 elections.
21. INFORMATION FROM THE LOCAL COUNTY COUNCIL MEMBERS

Further to Minute 210 Local County Council members, Councillor Armstrong-Braun and Councillor Gay are invited to give any feedback they might have received from County Council meetings that may or will affect Saltney.
