Meeting Notes/Minutes

Mario Betto called the meeting to order. Minutes reviewed and approved from the October 29, 2007 meeting.

Curriculum framework: Instructional materials, Credit hours versus clock hours. This change is expected to take place in 2009-2010. Course numbers will change and tuition may change. Curriculum will not be affected; students will be able to transfer credits to other schools.

Method of Evaluation: Only one student eave of absence is permitted – withdrawn on the sixth absence. Mrs. Guardarramas spoke regarding testing under assignment, likes Sheridan Technical Center procedure. The Standards of Progress includes Attendance, Professional Ethics, Professional Image, Clean-up Safety/Sanitation, Assignments, and Competencies. ATC uses a method similar to STC. Mrs. Guardarramas recommends gradebook assignment and categories must be the same for both Atlantic Technical and Sheridan Technical Center.

Skills and/or Proficiency required for completion: The student must complete the Florida Department of Education Curriculum Framework, minimum required services by Department of Business and Professional Regulation, and all required tests. Mrs. Lockett indicated that the scores for the basic skills test are as follows: 9 for Reading, 8 for Math, 8 for Language. Barber requires a score of 9 across the board. Skin Care and Nails is under 450 hours and does not require basic skills.

Mr. Boegli is allowing the students to take the State Board exam two times without passing the Test of Adult Basic Education (TABE). By passing the State Board, the student is exempt from having to pass the TABE. The problem is that some students are going to a private school to have their State Board application processed.

Facilities and Construction: Mrs. Lockett said that by 2010 Cosmetology (building 3) will be renovated. Mrs. Guardarramas spoke of new furniture and new dryers. The quality of salon equipment and furniture is poorly made by some companies. Members feel that furniture lasts only two years. Mrs. Lockett indicated $22,000.00 for 27 all-purpose chairs and 15 dryers was spent at STC.

Equipment list/wish list: Mr. Usefof said that Atlantic Technical Center and Sheridan Technical Center should get together for a unified equipment list. Mrs. Lockett said we need to have the same type of equipment. Belvedere sells quality furniture and equipment for salons and schools. Compared to other vendors, they gave us a better deal. Michael Moore recommended a tour of the facilities at the next meeting.

E-learning Components: Jillian Ul Salaam is the Pilot teacher for e-Learning for Groups 1 and 2 for Cosmetology. The students will complete 75 hours online training for CORE. They will have a more flexible schedule at home. This gives the students more free time which results in better attendance in the classroom. Mrs. Guardarramas agrees. Sheridan Technical Center is testing online. Atlantic Technical is not.

Mrs. Lockett spoke of Milady’s Web Tutor and Blackboard. She is hoping to implement Blackboard by August 2008 for all of Cosmetology at STC. Mrs. Guardarramas would like to be involved in the process. Atlantic Technical Center does not have the budget for laptops for all the students – only five laptops are presently available to students. Ken Bergmann has requested a wireless cart, but because of the budget cuts has been denied.

Sheridan Technical Center has a wireless cart with 25 computers for Cosmetology, Skin Care, Nails, and Barbering for a total of 4 carts. This helps the students enhance their computer skills.

Industry Certification: Application for Restricted Barbers costs $250.50 (1,000 hours). Application for Barber exam will require $241.50 (1,200 hours). Application for Cosmetology exam is $53.00 for 1,000 or 1,200 hours. The Pearson Testing Center charges $27.00 for Cosmetology. Facials and Nail Care is $85.00. All students enrolled in the programs are required to take an Aids Education Program for four hours.

To receive a license, the Barbers must complete a practical exam and a written exam with a passing score of 75% on each. Cosmetology has two parts to the test: 1 ½ hours for written theory, 1 ½ hours for written clinical. Each test requires a 75% passing score. Requirements at Sheridan Technical Center: 75% passing score for testing groups 1,2,3,4. Group 5 – 80% or higher passing score. Atlantic Technical Center requires 75% passing score for groups 1,2,3,4. Group 5 – 85% or higher passing score. Department of Business and Professional Regulation allow two chances to take the state test. If a student does not pass, they must return to school and complete a minimum of 40 hours. After a third try, 80 hours is required of class time. They can attend any Cosmetology school for 40 or 80 hours.

Both centers submit an OCP/IO Proficiency Report to receive a school certificate.

1,000 hours – At one point, STC stopped allowing students to take the test at 1,000 hours. Now we are allowing it again. It was recommended by Tony Gold that STC and ATC have the same criteria to complete at 1,000 hours. The consensus by the Advisory Board is that students should sign an agreement regarding the 1,000 hour policy. This will remain in the student file. Mr. Usefof recommends that both schools should meet to discuss the criteria for the 1,000 hours.

Ken Bergmann indicated that the high school passing grade is 60%.

Bill SB996 –Relating to Cosmetology – Governor Crist vetoed the bill June 11, 2008. Evelyn Lockett and Christine Sepielli went to Orlando April 13, 2008 for Facial Curriculum changes. The meeting was delayed because of the bill.

Facial Curriculum – In July, they will address services and curriculum.

Employee Verification Statements– will be mailed to the Advisory members.
