Andhra Pradesh State Kapu Welfare and Development Corporation Ltd (APSKWDCL)invites Expression of Interest (EOI) for empanelment of Corporatepartners to impart Skill Development Trainingto Kapu youth, followed by placements in their own organizations.

These Corporates shall be partnered with, to impart skill development training followed by placements ofinterestedand eligible Kapu Students and Youth from across the state.

Interested and eligible Corporates are requested to submit their EOIs along with the required details. APSKWDCL reserves all rights to accept or reject all or any of the EOIs at any stage without assigning any reason thereof.

The issue of this EOI does not imply that APSKWDCL is bound to empanel an Applicant or to appoint the Selected Applicant, as the case may be, for anyCoaching provision as part of its schemes and APSKWDCL reserves the right to reject all or any of the Applications without assigning any reasons whatsoever.
  1. APSKWDCL shall not be responsible for any costs or expenses incurred by the Applicant in connection with the preparation and delivery of applications, including costs and expenses related to visit for meetings with APSKWDCL.

A.BACKGROUND

  1. The Andhra Pradesh State Kapu Welfare and Development Corporation Limited (APSKWDCL), a Government of Andhra Pradesh undertaking was instituted with a vision to serve the members of Andhra Pradesh State Kapu Community (Kapu, Balija, Telaga and Ontari) for their overall development.
  1. The Kapu Community makeup about one fifth the population of the state of Andhra Pradesh.
  1. APSKWDCL has the mission to work with the Kapu Community across the state by providing assistance to the needy from the community in areas like education, skill development, employment and entrepreneurship; and facilitate the inclusive development of the community.
  1. In lines of the entrusted mission, the APSKWDCLis introducing the “Skill Development Scheme” for the Kapu youth of Andhra Pradesh.
  1. Under the “Skill Development Scheme”, APSKWDCL proposes to partner with
  1. Skill development training institutes across areas of specialization, with focus on GuaranteedPlacement post the skill development training.
  2. Placement agencies with guided placement services
  3. Corporates who shall impart skill development training for the youth and employ them in their own organizations.
  1. This invitation for the Expression of Interest is for empanellingCorporates who shall impart skill development training for the interested and eligible Kapu Students/Youth from across the state, and employ them in their own organizations.

B.OBJECTIVE FOR EMPANELLING INSTITUTES

  1. The objective behind APSKWDCL empanelling Corporates for the above Skill Development Scheme is to financially sponsor interested candidates from the Kapu Community of Andhra Pradesh in getting trained by Corporates in Skills of the Corporates’ requirement followed by placements in the same companies.
  1. The assistance from APSKWDCL shall be in the form of –
  1. A sponsorship fee to the Corporates for training the student, and
  2. A stipend to the students for the boarding and food expenses for undergoing the training programs prior to placement.

C.ELIGIBILITY CONDITIONS

The interested Corporates who satisfy the following eligibility criteria should submit their application in the prescribed format with all necessary supporting documents towards proof of furnished information.

  1. Experience

The applicant should have minimum 3 years of continuous operational experience as a registered Corporate entity.

  1. Infrastructure

The applicant should have established offices and skill development traininginfrastructure available in any part of India.

  1. Financial Size

The annual turnover of the applicant during the last two consecutive financial years preceding the EOI due dateshould be atleast Rs 10 Crore per annum.

  1. Skill Development Trainings Availability

The Corporate should have Skill Development Training modules available (upto a maximum of 6 month duration) or should be ready to develop modules for Skill Development based on their requirements, which should be taken up at their own Skill Development Training Centres.

  1. Openings Availability

The applicant should have availability of at-least 100 openings every yearfor the candidates sponsored by APSKWDCL.

  1. Salaries for the Candidates

The Corporates shall have openings with minimum salaries offered for the trained and placed students being as follows–

Rs 7,500 per month for 12th pass candidates and diploma holders

Rs 10,000 per month for Non Technical Graduates (Bsc, BA, Bcom, MSc, MCom etc)

Rs 15,000 per month for Technical Graduates (MBA, MCA and BTech)

In case of any specific case of appraisal in eligibility criteria or any other issue of concern, the decisions taken by the State Level Committee of the APSKWDCL shall be final.

D.SCOPE AND TERMS OF THE EMPANELMENT

  1. Scheme of Sponsorship from APSKWDCL

The financial support in form of sponsorship for skill development training and placement and for living expenses shall be of the following magnitude and terms-

1 / Skill Development Trainings for the Candidates by the Corporates / A) Full Course fee, up-to a maximum of Rs 50,000* per candidate depending on course content, structure and duration.
B) In case of the Corporates providing lodging and mess facilities during the training period, the following payment shall be made for these facilities-
  1. Rs 5,000 per month for Tier I cities
  2. Rs 4,000 per month for Tier II cities
  3. Rs 3,000 per month for other cities/towns

2 / Living Expenses stipend for the Beneficiaries (students). (In case Hostel and Mess are not provided by the Corporate during the training) /
  1. Rs 8,000 per month for Tier I cities
  2. Rs 6,000 per month for Tier II cities
  3. Rs 4,000 per month for other cities/towns
In case of trainings are of 15 days or lesser duration, 50% of the above amount shall be given to the candidate for that particular month

* Including of the applicable taxes

Terms of Payment to the Corporates-

  1. 1st Installment - 30% of the agreement value, per candidate, shall be made after completion of 1 month of training for the candidate.
  2. 2nd Installment - 40% of the agreement value, per candidate who completes the training, shall be made after completion of the training.
  3. 3rd Installment - 30% of the agreement value, per placed candidate, shall be made after the candidate being placed in the Corporate, joining on duty and tracking of these candidatesby APSKWDCL (through salary slips received from the Corporate) for a 3 month period.

Terms of Payment to the Beneficiaries-

APSKWDCL shall pay the stipend amount to the beneficiary each month upon receiving the attendance report from the Corporate partner. The beneficiary needs to maintain 75% attendance to be eligible for the Stipend.

  1. Registration of Beneficiaries (Students)
  2. Interested students shall be required to register themselves and upload their resumes into the database to be maintained by APSKWDCL for availing the proposed scheme. Here they shall be required to give their preferences for the Corporate they are interested in.
  1. The Corporateshall select students based on their qualification requirements, entrance examinations, interview process, etc, wherever required. They may also select students through conducting of Job Fairs in the state. The students are required to participate in these activities.
  1. Role of the Empanelled Corporates
  2. The empanelled Corporates shall be required to select the students for their training programs and subsequent placement through the above mentioned process.
  1. In case of need of entrance examinations, interviews, etc to be conducted for selection of students, this will be the responsibility of the Empanelled Corporates to conduct the same through online or onsite mode, as required.
  1. The empanelled Corporates shall provide the students with a pre-placement intend of offer prior to starting of the training.
  1. The empanelled Corporates shall be required to provide theskill development and training infrastructure as required for the course.
  1. The empanelled Corporates shall design the course structure, prepare study material, allocate faculty and provide the necessary support to the students enrolled for their program though the proposed scheme.
  1. The empanelled Corporates shall compulsorily provide biometric attendance machines to monitor the attendance of the students.
  1. The empanelled Corporates shall provide the students with a joining letter with a minimum salary as put up in the eligibility criteria, upon successful completion of the training, within 1month of completion of the training course.
  1. The empanelled Corporates shall co-ordinate and report to the Managing Director, APSKWDCL, or his authorized representative throughout the period of its empanelment.
  1. Role of APSKWDCL
  2. APSKWDCL shall facilitate the registration of students to the empanelled Corporates through notifications about –“the proposed scheme, registration process, entrance examinations and the list of empanelled Corporates and their offered openings”.
  1. APSKWDCL shall share the registered details of the students/youth to the respective empanelled Corporates, as per requirements.
  1. APSKWDCL shall provide with the software for online monitoring of attendances from biometric devices.
  1. APSKWDCL shall release the sponsorship amounts to the empanelled applicants based on prescribed and agreed payment terms.
  1. APSKWDCL shall release the stipend amounts to the Youth being trained based on prescribed and agreed payment terms.
  1. APSKWDCL shall monitor the operations of the Scheme.
  1. The empanelment will be initially done for a period of Two years with a scope of re-empanelment, subject to assessment, post the Two year period. For this period an agreement will be signed between the corporation and the empanelled Corporates on mutually agreed terms and conditions.
  1. The discretion and decision of the State Level Committee of the APSKWDCL with respect to the scope and terms of empanelment of the Corporates will be final.

E.PREPARATION, SUBMISSION AND EVALUATION OFAPPLICATIONS

The EOI application in prescribed formats, duly completed and signed along with other necessary documents shall be emailed as a single PDF document (with a maximum file size of 15 MB) to with the file named asthe name of the Applicant institution. The application should also be mailed in hard copy format to the Managing Director,APSKWDCL at “D.No. 29-26-55, Jagadam vari Street, Surya Rao peta, Vijayawada -520002
  1. Incomplete application & unsigned application form/s or non-submission of thesame will be summarily rejected.
  1. Applications submitted with any pre-condition oradditional conditions other than the conditions prescribed and supplied by the APSWDCL will also be summarily rejected.
  1. The Applicant shall furnish all the required information as per the format/s and dulysigned on each page of the application.
  1. The applicant may furnish any additional information, which is deemed necessary toestablish their capability for the coaching/skill development training/placement services.
  1. Superfluous information need not be furnished and no information shall beentertained after submission of EOI document unless specifically called for.
  1. Any information furnished by the applicant found to be incorrect either immediatelyor at a later date, would render the applicant liable to be debarred from taking up the Empanelment.
  1. No Applicant or its Associate shall submit more than one Application for the Empanelment process.
  1. Applicants applying in form of a consortium shall not be applicable.
  1. APSKWDCL reserves the right to seek further information /clarifications from anyof the Applicant on the submitted documents and the same shall be sought through a written communication/ email.
  1. It may be noted that this is not a request for proposal / tender. After review andscrutiny of Expression of Interest, the suitable Applicants, will be empanelled forconsideration for rendering the Scope of Services indicated abovefollowing due procedures.

  7. Chattered Accountant Certified Financial Report for the past Two Years to be attached as Annexure –VI
  8. Company registration certificate of the Applicant as Annexure – VII
  9. Brochure of relevant Programand Outline of Training course as Annexure –VIII
  10. Organizational Structure of the Company as Annexure – VIII
  11. A Demand Draft of Rs 25,000 in the name of MD, APSKWDCLpayable at Vijayawada, as the application fee to be attached as Annexure -IX
  1. The discretion and decision of the State Level Committee of the APSKWDCLwith respect to the empanelment of the agencies will be final.
