Background:

Support to National Priority Program2 (SNaPP2) is a development project of MAIL funded IFAD with the goal to improve food security and economic status of poor rural households in three provinces; Balkh, Herat and Nangarhar. The project will reach at least 57,000 households consisting of 427,500 people in these provinces.

The project has two specific objectives: (i) institutional development and capacity building of community organizations, public extension services and relevant private sector entities in the provinces; and (ii) sustained increased incomes of small farmers and herders fostered by improvements in productivity and output, infrastructure and market linkages. These objectives will be addressed through supporting institutions and services, fostering increased productivity and production, and where feasible, upgrading profitable agriculture/livestock value chains.

General Directorate of extension is the main stakeholders of the program and will lead the implementation of tow sub components 1. Extension services and 2.Small-holder Institutional development and Capacity Building. G.D of extension will establish program management unit under overall supervision of G.D general director who will be responsible for the implementation of the relate activities in three provinces.

Extension sub components will strengthen the extension directorate by: (i) establishing a women’s extension department in Kabul and a cadre of 12 female extension workers specializing in agriculture and livestock, in line with the Taksheel, across the six pilot districts; (ii) strengthening the male extension worker cadre at district level in agriculture and livestock; (iii) targeting young graduates from local agricultural faculties to be recruited as extension assistants, under the Taksheel, funded by the project in years 1-3 and by MAIL thereafter; and, (iv) adapting the curriculum, in collaboration with relevant MAIL directorates, using updated techniques.

Small-holder Institutional development and Capacity Building will strengthen the female CDCs through an orientation and training program guaranteeing female CDCs’ direct control over financial resources, over some elements of project implementation and over female beneficiary selection.

JOB SUMMARY:

Under the direct supervision of the General Director of Extension and Agriculture Development (GDEAD) the Communication and Coordination Sr. officer will be based in Kabul (MAIL/Extension Directorate). The Sr. officer will also work closely with SNaPP2 KM specialist and respective stakeholders Communication unitsfor coordination program activities. Also he would be responsible to developed guideline for GDEAD and ensure E- extension system services delivered to the communities and farmers properly. Will work closely with media unit of MAIL to prepare, edit video clips to exhibit project activities. He/she will also support the general director of extension and agriculture development in all media related aspects.

Major duties and responsibilities:

  1. Coordinate day to day activities with NPPrelated program, RADPs (South, West and North) and seek their alignment with the extension priority.
  2. Develop communication guideline for GDEAD in order to assist in smooth communication with field and other stakeholders as well as guide field staff in capturing best practices, lesson learned.
  3. Coordinate and collaborate SNAPP 2 Activities at field level in the three provinces with FAO, CEDEP, and NHLP to avoid duplication and bring synergy in all the related programs/Projects.
  4. Communicate with Stakeholders particularly SNAPP-2 KM specialist and field office at the region on reporting and technology dissemination.
  5. Establish the Extension Communication system and ensure E-Extension System services properly delivered to the communities and farmers.
  6. Assist Practical Demonstration Unit on Video clipsedition and preparation and in order to exhibit program implementation process under SNAPP 2
  7. Assist post-graduate diploma with HR and MANAG in order to coordinate and communicate the related issues and process the education documents and student interviews for the PGD Programs
  8. Assist the extension Directorate on Establishing the Farmer Call Center, Digital Library,MAIL/Extension Knowledge Management Bank.
  9. Enrich andstrengthen communication’s system of directorate General of Extension with the Districts centers and provinces.
  10. Conduct regular visit to the field to supervise and monitor communication channel and organize coordination event to present project performance to the respective stakeholders
  11. Ensure timely preparation and submission of required technical and other reports and success stories as outlined in the program
  12. Lead and Represent GDEAD in any relevant event like Agfair, Annual workshops. etc.
  13. Any other activities assigned by supervisor.

Qualifications:

-Minimum bachelor (B.Sc.) Degree in Management, Agriculture, Journalism or any other related filed.

-At least5 years of relevant work experience.

-Working knowledge of the sector and experience in Coordination and Communication.

-Must be fluent in Pashto, Dari and English.

-Strong team orientation and staff development skills;

-Performance management and improvement skills;

-Good written and oral communication skills, as well as strong interpersonal skills.

-Proficiency in the use of computer, office software packages Graphic designing will be an asset.

Skills:

• Self-motivated, excellent organizational skills, proven ability to perform multiple tasks, and ability to work with both internal and external constituencies.

• Excellent interpersonal skills, with a willingness to work in a team environment.

• Foreign language skills, PowerPoint skills, and overseas work experience, are preferred.

•Internet management skills, and experience with video media, are preferred.
