REQUEST FOR PROPOSAL

InlandLakesSchool District

TheInlandLakesSchool District is seeking sealed bids for a digital sign to be located in the front of InlandLakesSecondary School located at 4363 South Straits Highway, Indian River, MI. Bid specifications are set forth. Each bidder must complete the attached Bid Submittal Form and Familial Disclosure Form.

Sealed bids will be accepted until 3:00 p.m. local time on Monday, October 3, 2011at which time they will be publicly opened and read aloud at the address below. Bids are to be delivered to:

Envelopes containing bids shall be sealed and clearly marked “Bid – Digital Sign”. The outside of the envelope shall list the name and address of the bidder.

There will be a mandatory pre-bid meeting at 10:00 a.m. on Monday, September 26, 2011. Bidders are to meet in the front of the InlandLakesSecondary School, 4363 South Straits Highway, Indian River, MI 49749by the existing marquee.

Instructions to Bidders

1.It shall be the bidder’s responsibility to read this entire document, review all enclosures and attachments, and comply with all requirements specified within.

2.Bids received after the scheduled opening time will not be accepted and will be returned to the bidder unopened.

3.Telephonic or faxed bids will not be accepted.

4.Unless otherwise specified, no bid may be withdrawn, changed, or modified in any way for a period of ninety (90) calendar days from the date of the bid opening.

5.Negligence on the part of the bidder in preparing the bid confers no rights for the withdrawal of the bid after it has been opened.

6.Bids received prior to the time of bid opening will be securely kept unopened. No responsibility will attach to any officer or employee of the InlandLakesSchool District for the premature opening of a bid not properly addressed or identified.

7.If either a unit price or extended price is obviously in error, and the other is obviously correct, the incorrect price will be disregarded.

8.InlandLakesSchool District is exempt from state and federal taxes.

9.The Inland Lakes Board of Education reserves the right to accept or reject any or all bids, to waive irregularities or defects, and accept other than the low bid when deemed to be in the best interest of the school district.

10.The laws of the State of Michigan shall govern the rights, obligations, and remedies of the Parties under this bid and any agreement reached through this process.

11.All information included in a bid response is subject to the Freedom of Information Act and may be disclosed in its entirety after the formal, public bid opening has been completed.

12.By submission of this proposal, the bidder certifies that the pricing structure offered has been arrived at independently without consultation, communication, or agreement of such prices for the purpose of restricting competition with any other bidder or competitor.

13.The contractor agrees to hold and save the Inland Lakes School District, its officers, agents, and employees harmless from liability of any kind, including costs and expenses, with respect to any claim, action, cost or judgment for patent, copyright or trademark infringement arising out of the purchase or use of equipment or use of equipment, materials, supplies, or services covered by this contract.

14.The successful bidder will be required to procure and maintain for the duration of any work performed, commercial general liability with the InlandLakesSchool District named as an additional insured. The preferred limit for general liability is $1,000,000. Also required is workers’ compensation insurance with the InlandLakesSchool District listed as certificate holder. Prior to the beginning of work, the InlandLakesSchool Districtmust receive and accept the certificate of insurance.

15.A completed Familial Disclosure form must be included with each proposal submitted or the proposal will not be accepted. Please note that this form must be notarized.

BID SPECIFICATIONS

The successful bidder shall provide for demolition of all existing cabinets in the brick structure. Adequate measure must be taken to protect landscaping. Existing brick structure shall be renovated, repaired, and reinforced if necessary.

All electrical circuits required to operate sign components must be provided by the successful bidder. On site installation must be preformed by an electrical journeyman, master electrician or licensed sign specialist in accordance with township and State of Michigan electrical codes. MISSDIG must be contacted prior to installation and electrical hookup. Electrical contractor or sign specialists contractors license shall be presented at time of bid. This includes all necessary permits, breakers, conduit, switching, grounding, etc. All sign circuits are to be controlled by a 7-day programmable timer installed inside the building.

All CheboyganCounty sign regulation and restrictions must be adhered to including but not limited to the following: 17.19.8.1 ELECTRONIC SIGN SURFACE REQUIREMENTS (Rev. 06/20/08, Amendment #76)

Electronic sign surfaces shall comply with all of the following requirements:

A. The electronic sign surface shall only be within a freestanding sign or a wall sign.

B. The area of the electronic sign surface shall not exceed 75% of the total sign surface.

C. The message or image shall be static during its display and shall not move or be animated in any way.

D. The message or image displayed shall remain static for no less than three (3) seconds before changing.

E. Any change of message or image shall be completed simultaneously throughout the entire electronic sign surface so that no portion of the new message or image is visible in the electronic sign surface at the same time as the old message or image.

F. Any light emitting diodes (LED‟s), fiber optics, light bulbs, or other illumination devices used to display the message or image within the electronic sign surface shall automatically dim to a light level no greater than 2000 NITS (candelas per square meter) at or before one-half hour following sunset and until one-half hour before sunrise.

The contractor shall submit six (6) copies of all shop drawings for any manufactured or fabricated item of work. Shop drawings shall clearly and accurately illustrate every aspect of the item of work and include all dimensions, types of materials, fasteners, finishes, space requirements, performance, quality ratings, approvals and all other relevant information.

The successful bidder shall provide 2 cabinets 3 foot 3 inches in Height 10 foot zero inches in Width X 8 inches in Depththat will house red LED digital display, with a 90 degree viewing angle. Display must be capable of four lines of 6” copy and/or one line of 25” copy. Cabinet & Mounts should be Royal Blue.

Displays to have a 32 x 128 pixel matrix, with a 20mm pitch

Displays must be capable of reportingtime, day, date, and temperature (along with temperature probe). Standard illumination shall be provided by red LED. Cost of option to upgrade displays to illuminate with full color (red, green, blue)LEDs shallbe placed on the Bid Submittal Form. Display must be capable of 3D Graphics. All display options must have at least a 100,000 hour rating and be guaranteed for a period of not less than 5 years. All other components, and installation of same, shall be guaranteed for a period of not less than 1 year.

The successful bidder shall supply allhardware, software (additional copies of the software shall be available for an additional cost), and trainingnecessary to provide communication between owner’s computer(s)and the displays. Technology must be installed for wireless or fiber optics connectivity to Inland Lakes Schools existing infrastructure.

All freight expenses are to be included in the bid.
