Contract Notice for 12.R&T.RP.292 “Stand Off bio detection (SOBID)”

Contract description

The purpose of the contract is a study on the description of the state of the art of long range detection BIO threat agents (stand off and remotely operated point detection) and should describe different technical approaches with their feasibility with respect to their (expected) performance, specificity, effectivity and efficiency. The study should also include a realistic cost estimation for the needed follow on developments within the military remit (taking into account connected civilian developments) and a roadmap for the implementation of these developments for a possible implementation of these developments in time.

Selection criteria

1.1.1Legal capacity

Requirement

The Candidates are asked to prove that they are authorised to perform the contract under their national law as evidenced by inclusion in a trade or professional register, or a sworn declaration or certificate, membership of a specific organisation, express authorisation or entry in the VAT register.

Evidence required

Each Candidate, including where applicable every consortium member, shall provide a duly filled in and signed Legal Entity Form (see Annex V) accompanied by the documents requested therein.

(*) Where the Candidate intends to subcontract more than 30% of the value of the contract, the EDA reserves the right to ask (in the next stage of the procedure) the above-mentioned evidence in support of the proposed sub-contractors’ legal capacity.

In addition each Candidate, including every consortium member where applicable, shall provide a duly signed declaration on exclusion criteria using the template in Annex II to the standard application form, which is published on the Agency's Internet address indicated at point I.1 above.

1.1.2Economic & Financial capacity

Requirement

The Candidates must be in a stable financial position and have the economic and financial capacity to perform the contract.

Evidence required

Proof of economic and financial capacity shall be furnished by the Candidate, including where applicable every consortium member, as follows:

  • balance sheets or extracts from balance sheets for at least the last two years for which accounts have been closed (where publication of the balance sheet is required under the company law of the country in which the economic operator is established);
  • a statement of overall turnover and turnover concerning services/supplies covered by the contract during the last three financial years.

If, for some exceptional reason which the EDA considers justified, the Candidate is unable to provide the references requested by the contracting authority, he may prove his economic and financial capacity by any other means which the EDA considers appropriate.

1.1.3Technical and Professional capacity

Requirement(s)

The Candidate shall demonstrate the necessary know-how, experience and reliability to perform the contract with particular reference to:

  1. scientific expertise in detection of BIO threat agents
  2. understanding of the concepts of long range BIO detection
  3. knowledge of technologies related to long range BIO detection
  4. knowledge of ongoing research activities in this field both in civilian and military environment

Evidence required

1. Demonstrate the relevance of the candidate's background and previous experience in the field of BIO detection.

2. Demonstrate the candidate's knowledge and understanding of the technologies related to BIO detection and the ongoing research activities both in civilian and military environments.

3. Demonstrate the candidate's knowledge of military tasks and missions;

4. Demonstrate, by means of CVs, the knowledge and experience of the candidate's personnel in the above related fields

5. Demonstrate good level of English and report writing (to be judged through the quality of the inputs provided).

6. Provide a precise and concise statement explaining why the candidate considers his candidature as being the best placed to conduct the study.

7. Candidates shall also provide a list of the principal services (contracts, studies) corresponding in terms of scope and complexity to the services of the present contract notice provided in the past 5 years.

The selection criteria for technical and professional capacity will be assessed in relation to the combined capacities of the consortium members and proposed subcontractors, as a whole, to the extent that the subcontractors put their resources at the disposal of the tenderer for the performance of the contract.
