AGENDA
CAEC has offered no-fee workshops on contract administration topics since 2002. Over the years, the range of topics has been truly phenomenal and increasingly sophisticated. In addition, a lot of our regular attendees have moved into more senior positions, which means that are probably a lot of new recruits in the ranks whom you (hopefully) are mentoring. Well here’s your chance to show off your mentoring skills. We’d like to have each agency send/bring/drag at least one new person to our November workshops, along with their mentor. Join Drill Sergeant John Carpita and a supporting cast of Technical Sergeants as they take you through Contracting Boot Camp. Prepare to get down and dirty!

Laura Herman, Industrial Relations Specialist
Dept. of Labor & Industries – Prevailing Wage Program
Laura Herman is an attorney and technical expert on the state’s prevailing wage law at the Department of Labor and Industries. Laura’s decades of experience with prevailing wage issues comes from both public and private sector employment. She understands the perspectives of public contract awarding agencies, contractors, workers and labor unions. Laura is happy to be a resource for your prevailing wage questions.

Chuck Ziegert, Industrial Relations Specialist

Chuck Ziegert is retired military and currently an Industrial Relations Agent with the Department of Labor & Industries. Chuck’s many years of experience with three different business areas of L&I have provided a strong foundation to assist with prevailing wage issues. He understands the perspective of prevailing wage from experiencing internal and external dealings with the program.
Wendy Bowe, Contract Release Specialist
Dept. of Labor & Industries – Detection & Tracking Unit
Wendy Bowe has a master’s degree in public administration. Wendy has been with the agency and the Release program since its inception in 2009. Wendy is the subject matter expert on the industrial insurance release process with the Department of Labor and Industries.
John Carpita, Public Works Consultant
MRSC
John Carpita joined MRSC in January, 1996. He has a B.S. and M.S. degree in Civil Engineering from Montana State University. A registered professional engineer since 1972, he is currently registered in Washington. John has had a widely varied 46-year career as a consultant, county engineer, city engineer and project manager. Prior to MRSC, he was project manager for two large roadway and bridge improvement projects with the City of Issaquah combining TIB funds, FHWA funds and local improvement districts. With MRSC, John is a resource for asset management, engineering design, purchasing and bidding issues, contract document preparation, construction contract issues, local improvement districts, sewer, water, storm drainage and solid waste issues, as well as resource conservation.
