TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultancy –Project Support Officer, Lebanon

Description of Duties and Responsibilities

Under the direct supervision ofHead Donor Relations and Projects Support Officer and in accordance with establishedAgency Policy and Procedures, the incumbent will:

  • Support Donor Relations and Projects Officers (DRPOs) in the formulation of project proposals in coordination with respective field departments, including the drafting of MoUs in coordination with UNRWA’s legal department;
  • Support the formulation of donor reports, liaising with relevant departments to ensure timely submission of financial and narrative reports, develop standard reporting formats as required;
  • Monitor the implementation of projects in coordination with field departments and verify adherence to donor requirements;
  • Support in preparation of clear and concise briefings and presentations for various donor engagement, attending donor and partner meets when requested;
  • Provide support to manage donor records and projects database and keep project files updated;
  • Analyze Lebanon specific development and humanitarian data to enhance donor engagement and provide strategic and timely input to donor briefings and reports;
  • Draft regular updates and factsheets for the donor community and the general public on UNRWA’s programs in Lebanon and the humanitarian response to the Syrian crisis;
  • Assist in logistical and operational support for donor events and field visits to Palestine refugee camps;
  • Support the management of the partnership portfolio (public and private sector partners) as well as in kind donations;
  • Provide other assistance as assigned.

Essential Qualifications and Experience

  • Advanced university degree from an accredited educational institution in Development, Migration, International Relations or related field;
  • At least one year of experience working with development or humanitarian projects and programmes on the UN agenda;
  • Excellent command of written and spoken English.

  • Excellent coordination and organizational skills with strong attention to detail;
  • Proven ability to establish and maintain effective working relations with colleagues and others in a team environment and with people of diverse backgrounds, cultures and nationalities

Desirable Qualifications

  • Demonstrated understanding of the Middle East context and Palestine refugee issues;
  • Knowledge of UNRWA’s work in Lebanon;
  • Knowledge of the operational context in Lebanon at present;
  • UN experience desirable;
  • Direct experience working on refugee issues, desirable;
  • Experience in humanitarian operations within or associated with the system is desirable;
  • Experience in liaising with government agencies, UN funds and programmes, donors and other stakeholders desirable.

CONDITIONS OF SERVICE

  • The consultant will be based in Lebanon;
  • The duration is 4 months;
  • Remuneration for this consultancy will depend on the qualifications and experience of the consultant.
