The Board of Education for the OgdenCity School District will be accepting proposals from Construction Managers / General Contractor (CM/GC), for the proposed remodel and renovation to the Ogden High School Pool Building. The proposals will be received at the office of the owner, attention Ken Crawford, Ogden City School District, located at 1950 MonroeBlvd. Room #210, Ogden, Utah, 84401, up until 2:00 p.m. on January22nd, 2014 and must be labeled RFQ#4-009 Construction Manager/General Contractor Services on the outside envelope.

The District may select the CM/GC from the proposals or elect to short list a qualified group of finalists to interview for further evaluation. Candidates are asked not to contact individual members of the Board of Education but to direct all inquiries as noted above.

A. DESCRIPTION OF PROPOSED WORK: Remodel and renovation of the existing facility approximately12,300 s.f. pool building and an approximate 2800 s.f. addition.

The current schematic design includes a new eight-lane competition pool, upgraded mechanical system, upgraded electrical & lighting systems, renovated locker rooms, new spectator seating, new roofing, seismic upgrades and the addition of a pool equipment room and enclosed patio area.

Construction Anticipated Project Schedule:

  1. Schematic design, January 2014. Architect/Owner)
  1. Design development, construction feasibility, preliminary costing, Mid-January 2014 -February 2014. (AE/Owner/CMGC)
  1. Construction documents, cost modeling and agency reviews, March 2014. (AE/Owner/CMGC)
  1. Construction bidding and work start, April 2014. (AE/CMGC)
  1. Construction Activity Phase, April 2014–September 2014 (CMGC)

Note: If the CM/GC would like to propose a different construction duration, please state and reflect in your General Conditions proposal.

  1. PROPOSED WORK AND ACTIVITY OF THE CM/GC: Responsibilities of the CM/GC will include but not be limited to the following work:
  1. Preconstruction Services: Provide pre-construction evaluation and costing analysis. At a minimum, work will include attendance at weekly project evaluation sessions during design, formal value engineering activity, construction scheduling, phasing proposals and cost modeling at schematic, design development and construction document phases. (Activities may occur at either the School District Office or the architect’s office, at the owner’s discretion)
  1. Oversee and be responsible for the bidding, award and contract of all necessary sub construction activity, and bonding for the total project.
  1. Overall Construction management of the remodel and addition work. All phasing and necessary scheduling controls related to the actual construction.
  1. INFORMATION REQUIRED IN PROPOSAL AND STATEMENT OF QUALIFICATIONS.
  1. Firm name, location, principal place of business.
  1. General history during the last 10 years, key employees and their qualifications.
  1. Work history during the last 10 years, key projects, related experience, and all education related work completed during the last 10 years. Present detailed information on 3-5 projects specifically related to the proposed work at hand.
  1. Specific experience as it relates to CM/GC activity, experience in providing pre-construction related services and in value engineering work for projects of this magnitude.
  1. Client reference list related to work being proposed.
  1. Specific experience, qualifications and availability of 1-2 job superintendents that could be assigned to this work and1-2 project managers that could manage a project of this scope and complexity.
  1. Provide evidence of bonding capability (minimum $4,500,000 for this project), what your performance and material bond rate is, and what the limit of your bonding capacity is. Also, submit information defining your insurance coverage and limits of liability.
  1. Unique interest in this project, special abilities, creative insights or new ideas.
  1. Please limit size of proposal to approximately 30 pages and submit two (2) copies.

D.CM/GC FEE:

1.The Ogden City School District is proposing to pay a fixed fee of 3.5% of the total construction cost. This fee will be the basis of compensation applied to all aspects of the work by the CM/GC, including the base contract amount, change orders, and reimbursable costs & fees.

E.GENERAL CONDITIONS & TEMPORARY FACILITIES:

1. Provide a detailed cost breakdown of your anticipated general conditions & temporary facilities costs for the project. It is the intent to evaluate the proposed GC costs and negotiate a Not-to-Exceed amount with the successful CM/GC. General Conditions shall be based on a 6-month construction duration.
