Connect2DOT Client Profile
Connect2DOT clients are any small businesses that have the following characteristics:
· Certification: Currently certified or eligible to become certified as a Disadvantaged Business Enterprise (DBE) or Emerging Small Business (ESB). A database of certified firms can be found at www.coloradodbe.org and www.coloradoesb.org. Other certifications such as SBE, 8(a), M/WBE, and HUBZone are not relevant to CDOT but may be an indicator of eligibility. Eligibility criteria can be found under the Eligibility heading for each of the CDOT small business programs listed here: http://www.connect2dot.org/get-started/small-business-certifications.
· Status: Any stage of business from start-up to maturity, regardless of the length of time in business, but have not been previously debarred or convicted of a bid related crime.
· Target Market: Have the objective to or are actively pursuing transportation-related (highway, transit, aviation) or “horizontal” construction project work with a government entity (e.g., CDOT, RTD, RFTA, DRCOG, City of Colorado Springs, Gunnison County, La Plata County Airport).
· Relevant Industry: Performs work in an “eligible area of work.” This is part of the eligibility criteria for DBE/ESB and can generally be defined as companies that provide products or services used by CDOT on a highway design, construction, or maintenance project. Other Clients
Small businesses that have a primary NAICS code not listed above will generally not be a candidate for the Connect2DOT program. However, general assistance for these businesses is available through the SBDC and can be categorized as Connect2DOT if they are looking to expand into highway work.
In most cases, these types of businesses provide professional services, supplies, and commodities. CDOT contracts with these types of businesses through the Colorado State Purchasing Office (www.bidscolorado.com and www.colorado.gov/vss) and CDOT Vendor Portal (https://supplierselfservice.dot.state.co.us/irj/portal). DBE/ESB certification does not apply.
