1.0 OPENING COMMENTS/INTRODUCTIONS – OPEN

Call to Order / Quorum Check

The Elastomer Seals Task Group (SEAL) was called to order at 2:00 p.m., 5-JUNE-13.

A quorum was established in both Open and Closed meetings, the following representatives in attendance:

The Antitrust and Nadcap Personal Code of Ethics and Conflict of Interest were reviewed with the Task Group in the OPEN and CLOSED meetings.

1.1 Review and Accept Minutes from February 2013 Nadcap Meeting

The Minutes from the February 2013 Nadcap meeting were reviewed.

Motion made by K. DeFranco and seconded by E. Watson to approve the minutes from the February 2013 Nadcap meeting. Motion passed unanimously.

The minutes from February 2013 were approved as written.

1.2 Review June 2013 Agenda – Open

The agenda for the June 2013 meeting was reviewed. Attendees were given the opportunity to propose additional topics to be addressed during the week of meetings. No additional topics were suggested.

2.0 MEMBERSHIP STATUS – OPEN

The voting membership was reviewed and proxy votes were recorded.

The voting records and meeting attendance for SEAL Task Group Voting Members, Subscriber and Supplier, were reviewed for compliance to the requirements for maintaining membership. NOP-001 paragraph 3.3.2 states “To maintain Voting Member privileges, the following criteria shall be met unless the NMC or Task Group Chair determines that other circumstances warrant retention:

• Voting Member shall not be absent without approved alternate representation (including a full proxy) from three consecutive regular Nadcap NMC/Task Group meetings.

• Voting Member, or approved alternate representation, shall not miss a vote on 2 consecutive letter ballots. A waive shall count as a vote.

All Voting Members met the requirements for meeting attendance and voting on letter ballots.

The June Attendees Guide was reviewed and the SEAL Task Groups Membership was accurate

3.0 STAFF REPORT – OPEN

Staff Engineer, K. Purnell, presented the PRI Staff Report that included Auditor Status, SEAL TG Metrics, Most Common NCR’s, Latest Changes, Future Nadcap Meeting Dates / Locations and Staff Delegation Metrics. (Attached)

The next SEAL Task Group meeting will be in Pittsburgh, Pennsylvania and begins on Monday, October 21, 2013 at 8:00 a.m. and ends at 12:00 Noon on Tuesday, October 22, 2013. A sub-team of the SEAL Task Group will meet from 1:30 p.m. Tuesday, October 22, 2013 to 5:00 p.m. Wednesday, October 23, 2013 and work on combining the AC7115 and AC7128 audit checklists into an AC7115 checklist with slash sheets. All members are welcome to participate on the Sub-Team.

4.0 SSC REPORT – OPEN

Important Updates of the Supplier Support Committee

K. Purnell presented the Supplier Support Committee Update that included an overview of the SSC Leadership Team, how the SSC helps suppliers, current SSC activities and their new supplier initiatives. For additional information please review the SSC minutes posted on the www.pri-network.com website.

5.0 AUDITOR CONFERENCE – OPEN

Auditor Conference Presentation Topics and Material Development

The SEAL Task Group Auditor Conference will tentatively begin on Saturday, October 19, 2013 at 1:00 pm and end on Sunday, October 20, 2013 at 10:00 am. Topics to include:

Supplier Participation (NOP-002)

There was discussion concerning supplier participation in the October 2013 SEAL auditor training. NOP-002 paragraph 7.4.3 states “Task Group Supplier Members may only participate in the auditor training when providing specific training at the invitation of the Task Group Chairperson.” Any Supplier that wishes to present specific SEAL training materials should contact M. Koucouthakis, SEAL Chairperson.

ACTION ITEM: R. McDaniel and S. James to draft invitation letter inviting compounder to the October 2013 Nadcap meeting in Pittsburgh, PA, USA. (Due Date: 1Aug13)

6.0 FEEDBACK FROM AC7128 FABRIC REINFORCED SEALS TEST AUDITS – OPEN

Several companies performed informational self-audits using the draft AC7128 audit checklist. Comments from those self-audits were reviewed and changes were incorporated into draft AC7128 attached.

It was originally believed that most companies that manufacture fabric reinforced seals do not also mold o-rings and molded shapes but this was incorrect. In order to reduce redundant audit questions for those manufacturers that would be audited to AC7128 and AC7115 it was proposed to combine the two checklists and create a base document AC7115 with slash sheets. At the October 2013 Nadcap meeting in Pittsburgh, Pennsylvania, a SEAL Task Group Sub-Team will meet from 1:30 p.m. Tuesday, October 22, until 5:00 p.m. and Wednesday, October 23, 2013 and work on combining the AC7115 and AC7128 audit checklists into an AC7115 checklist with slash sheets. All members are welcome to participate on the Sub-Team. Staff Engineer requested the Subscribers provide him a list of Suppliers that will be required to be audited to the Fabric Reinforced Seals checklist so auditor capacity can be estimated. Additional auditors are needed to replace those that recently retired. It was requested that if anyone knows of someone that has seal manufacturing background that would be interested in becoming an auditor, they should contact .

8.0 FABRIC REINFORCED SEALS ARP – OPEN

SEAL Task Group reviewed the “Manufacturing and Inspection Process Flow for Molded Fabric Reinforced Sealing Elements”. (Attached) The Flow Chart was provided to the SAE AMS P Panel with the request that a sub team develop a standard for the Fabric Reinforced Seals Manufacturing Process. The flow chart will help assure all manufacturing steps are included in the standard. This document is needed to comply with the NMC checklist vision for the AC7128 audit checklist.

ACTION ITEM: K. Purnell and K. Koucouthakis set up a WebEx meeting for the development of a Fabric Reinforced Seals Process Specification to comply with NMC checklist vision. (Due Date: 15-JUL-13)

9.0 FEEDBACK FROM AMS CE MEETING – OPEN

The AMS P committee is developing ARP 3051 Molded Elastomer Components Manufacturing Processing Requirements. There are one hour conference calls every 2 weeks for developing this document. SEAL Task Group members are encouraged to participate in the development of this document.

10.0 AC7122 MATERIAL LAB AUDIT TIME REQUIREMENTS – OPEN

Non Metallic Materials Testing (NMMT) Task Group and SEAL Task Group signed an MOU for use of the AC7122P /1, /2 & /4 checklists at the February 2013 Nadcap meeting and the MOU is posted in eAuditNet.

The elastomer specific questions in AC7122P /1, /2 and /4 were reviewed and the number of actual job audits to be performed per audit were discussed. One job audit per checklist as specified in the checklists was thought to be adequate.

Auditor Time Required to Complete AC7122P /1, /2 and /4 Questions

After reviewing the lab audit questions it was not known if an additional day would be required to complete the lab audit in conjunction with the AC7115 audit. The number of paper job audits in AC7115 could be reduced to allow additional time for the lab audit.

Several Subscribers and Suppliers volunteered to test the AC7122P /1, /2 checklists and report back on the amount of time required to complete the lab audit at the October 2013 Nadcap meeting.

11.0 NTGOP-001 APPENDIX SEAL 2 YEAR REVIEW – OPEN

Perform 2 year review of NTGOP-001 Appendix SEAL.

The bi-annual review of NTGOP-001 Appendix SEAL was performed and the following changes were required. Delete 5.2, 5.2.3, 5.2.4 and 5.2.5, regarding getting and maintain voting member status, as this criteria has been added to NOP-001 and removed from NTGOP-001. It was agreed that this change is editorial and no balloting is required to align paragraph numbering with NTGOP-001

Motion made by E. Watson and seconded by K. DeFranco to approve the Draft NTGOP-001 Appendix SEAL revision as editorial changes. Motion passed unanimously.

ACTION ITEM: K. Purnell to submit NTGOP-001 Appendix SEAL on ifrm38 as editorial changes to align with NTGOP-001. (DUE DATE: 31JUL13)

12.0 AC7115 REV C – OPEN

FOD Question Review

Staff Engineer added Foreign Object Debris (FOD) questions from the Composites (COMP) core checklist as requested by the SEAL Task Group to Draft AC7115 Revision C. These questions were reviewed and the wording was modified to make them applicable to the Seals Manufacturing Processes. Additional revisions of this checklist will be performed at the October 2013 Nadcap Meeting. Copy of Draft AC7115 Rev C is attached.

13.0 SEAL TG INITIATIVES – OPEN

Review and update SEAL Task Group Priorities

SEAL Task Group created the following list of activities and rated them as High (H), Medium (M) or Low (L) priority and if they are (A) Active, (N) Not Active or (C) Closed. Where multiple activities have the same priority designation, numbers can be used to further clarify the activities level of importance. This list was created so the SEAL TG maintains focus on its high priority tasks.

14.0 NEW BUSINESS – OPEN

COMP Task Group is working on developing AMS2750/1 to address calibration requirements of autoclaves used in composite manufacturing. The SEAL Task Group would like to work with the COMP Task Group to add elastomeric material post cure oven requirements to AMS2750/1. A sub-team was formed consisting of T. Campbell, M. Koucouthakis and K. Purnell to document the post cure oven requirements that will be provided to the COMP Task Group.
