JOB DESCRIPTION
Job Title: Technical Officer - Kensington Gardens and Brompton Cemetery
(18 month fixed contract)
Location: Kensington Gardens and Brompton Cemetery
Grade & Salary: Grade II (Hort), £25,340 - £30,880
There is an opportunity to take part in an out of hours wildlife officer call out rota for the central Royal Parks, for which there is an additional allowance of 20% of salary.
Reporting to: Assistant Park Manager
Important Functional Relationships:
Royal Parks managers, technical, executive and administrative officers including consultants. The managers and staff of contractors, concessionaries and suppliers including staff from events and filming companies. Members of interest groups, park users and volunteers including officers of the Royal Parks Foundation. Officers of the Metropolitan Police Service, other organisations and external partners involved in the parks.
Main Purpose of the Job:
To undertake and support a range of technical, operational and management functions. To have representation at the First Line Managers group. To act as a key support officer in a number of areas including sustainability and ISO14001 and to provide specific operational input at the Cemetery. To work collaboratively and jointly with the Technical Office at Hyde Park to deliver routine in-house water quality testing and quality monitoring at on-site nurseries.
Job Description:
Operation of the Confirm Asset Management System for Landscape Maintenance including:
o provision of annual inventory updates to the Park Services team detailing new measurements, feature and regime changes, plot changes etc which may occur during the term of contract,
o assisting in the production of the monthly re-charge and reconciliations through raising jobs, works orders and payment certificates,
o issuing of instructions to the Landscape Maintenance Contractor.
· Assist in the preparation and drafting of new landscape maintenance specifications and for writing revisions to existing specifications and assist in reviews of service provision.
· Assist with implementing and managing processes for the monitoring of expenditure against agreed parameters.
· To support contract administration and monitoring of Landscape Maintenance, Works, Gate Locking, Cleansing and Concessionaires through the administration of relevant Key Performance Indicators, undertaking quality checks of work undertaken and providing technical support.
· To assist with the management of arboriculture programmes and the monitoring of treework contractors, including preparing and checking work schedules and treeworks orders, updating planting records and providing updates to the arboriculture team.
· Assist in the design and management of bedding schemes, tree planting, minor landscape works and other park-wide initiatives.
· Support developing campaigns and park-wide initiatives in relation to cycling, dog fouling, bird feeding and others etc, leading in some areas and producing technical reports as required.
· To act as the park lead for designated park projects including attending pre-start and project meetings, monitoring progress against schedules, reporting issues and escalate where necessary.
· To work with Police on park matters as required.
· To assist with undertaking selection and procurement of horticultural and non-horticultural items including furniture, trees, shrubs, bulbs etc.
· To deal with, and respond to enquiries from members of the public, Friends groups, contractors, event organisers through written correspondence including email, telephone, keeping the correspondence log up to date and attending and presenting at meetings.
· To deal with enquiries from members of the public, Friends Groups, contractors, event organisers and others through correspondence, telephone and attending and presenting at meetings. To assist with interpretation of the Park and with public relation initiatives.
· To support the park team in reviewing signage, notice boards, and other interpretive materials including social media and to assist with other public relation initiatives.
· To support and undertake the monitoring of major and minor events, filming and photography and in some areas acting as the park lead.
· To assist with the development and implementation of Biodiversity and Sustainability Initiatives and support other park related programmes e.g. Apprenticeship Scheme and Green Flag.
· To assist with the development of pest control plans with wildlife officers and external contractors in order to implement effective pest control measures across both sites.
· Update Landscape Maintenance and tree maps as required.
· To provide support for education and volunteer initiatives attending meetings and leading and supporting the delivery of certain volunteer initiatives.
· Attend seminars, professional development events and exhibitions and to keep abreast of current developments and best practice.
· From time to time undertake other related duties including deputising for the Park Manager and Assistant Park Manager when required.
