Conditions of Hire

Hiring of Centre

Although the Centre is owned by Blue Mountains City Council (BMCC) the hiring of the Centre is administered by Blackheath Area Neighbourhood Centre (BANC) through the Hall Booking Officer. Contact BANC on 4787 7770.

Hiring Fees

All fees are set by Council and can be found on the BMCC website (http://bit.ly/1JUYwxq) or the BANC website (http://banc.org.au/blackheath-community-centre-hire-information/). Payment must be made in person at BANC or by post to BANC. Fees including the bond are payable at least fifteen (15) working days prior to the booking. Access to the Centre will not be permitted until payment has been made. Please note that a booking is not considered confirmed until full payment or a deposit has been taken. A deposit will apply to a booking where the hire fee is in excess of $100. The amount of the deposit is 50% of the hire fee.

Hirers must keep the receipt and present it when picking up the keys. The Hiring Fee is in accordance with Councils’ Schedule of Hiring Fees operating at the date of booking the function. Should there be a variation in the hiring fees after the booking is accepted but before the function is held, the hirer shall be notified of the variation and will be required to pay any increase prior to the function.

An application form must be completed and signed acknowledging the Condition of Hire and User Guide have been read for a booking to be confirmed. The applicant must be 18 years of age or over.

Cancellation of booking

Twenty-five percent (25%) of the hire fee will be retained by BANC in the event your function is cancelled by you without notice of at least one week.

Keys

Please make arrangements with the Hall Booking Officer to collect and return the keys. A bond refund form is to be submitted when the keys are returned and the facility has been left clean and tidy.

Inspection of the facility

Hirers can inspect the facility prior to use however appointments are necessary and can only occur during business hours Monday to Friday. Please contact BANC to make arrangements.

Conduct of people attending functions

The hirer will be held responsible for the conduct of all persons in attendance and for the cost of any repairs as a result of damage incurred. The bond may be held in such instances and should the cost of the damage or cleaning exceed the value of the bond then the hirer is liable for the total amount of costs incurred.

Liquor permit and licence requirements

When a hirer wishes to serve and/or consume alcohol at an event in a Council building, prior approval must be obtained from the NSW Police Service. This can be done by the hirer applying for a permit to serve/consume alcohol at a 24 hour police station (Katoomba or Springwood) at least thirty (30) days prior to the function. A copy of the approval is to be shown to the Hall Booking Office at BANC. The approval must be retained by the hirer and be available for inspection by the Police or a Council Officer during the period of the hire.

When a hirer wishes to sell alcohol at an event an Application for a Liquor Licence is made direct to the NSW Office of Liquor, Gaming and Racing http://www.olgr.nsw.gov.au . A copy of this application is then forwarded to BANC and the Police Department for approval at least thirty (30) days prior to the function.

Smoking is not permitted in the Blackheath Community Centre

Public Liability Insurance

Hirers are required to complete and sign a Public Liability form, which is part of the Application for Hire form. A current Certificate of Currency must be supplied with your application.

Youth events

BMCC has a policy of maximum encouragement and support for Youth Events with the understanding that successful events are the result of partnership and co-operation. Detail of the BMCC policy can be provided to hirers where required and form part of the conditions of hire.

High Risk events

It is the hirers responsibility to organise security personnel for any event that is deemed to be high risk. Generally, events with a high proportion of people under 25 years of age where alcohol is served is considered high risk.

User Guide - General

Maximum Occupancy

Phillips Hall (large hall): 400 people including staff (standing only) at one time.

Bates Hall (smaller hall): 85 people including staff (standing only) at one time.

After hours security/building maintenance emergency

In the event that the building is not secured or a maintenance emergency occurs after hours, contact 4780 5000 and follow the prompts.

All other non-urgent issues are to be reported to BANC on 4787 7770 during business hours.

Return of Keys

Keys must be returned to BANC by 10:00am the next working day after the function or as otherwise arranged.

Preparation/Decoration

·  Candles or other naked flames are not permitted in the halls.

·  Adhesive tape must not be applied to the floor, walls or ceiling.

·  Decorations may be hung by the use of “blu-tac” and on the hooks where provided by Council. Under no circumstances are nails or tack to be used or any equipment to be fitted in a way that may cause damage to the building, fixtures and fittings. Any decoration or other work which necessitates the use of ladders or other temporary platforms is to be bought to the attention of BANC so that the appropriate Council and Work Cover arrangement can be advised.

Signs in Public Places: permission must be sought from Council. The hirer is obliged to contact Council 4780 5000 regarding regulations.

Smoke machines are not permitted on the premises.

Fire exits must remain unobstructed at all times.

Electrical equipment

Any electrical articles/leads that are bought into the premises must be tagged and tested.

DO NOT use fan heaters in the Centre as they tend to overload the electrical circuits.

Wooden floor - under no circumstances is tape to be stuck to the floor as removal causes considerable damage to the finish of the floor.

Pianos are not to be moved from their permanent positions.

·  In the Bates Hall (the smaller hall) the piano must remain in the kitchen annexe on the right hand side of the hall near the fire place.

·  In the Phillips Hall (the larger hall) when facing the stage one piano is on the right hand side of the stage and the other piano is on the floor in front of the stage on the right hand side.

Equipment provided

In the Bates Hall (smaller hall): 8 foldaway tables, 48 chairs and a piano. Please ensure the chairs are stacked in groups of eight with the seats facing the wall. The tables must be stacked horizontally (but not on an angle) against the side wall (instructions on the wall).

In the Phillips Hall (larger hall): 32 foldaway tables, 287 chairs and 2 pianos. Please ensure the chairs are stacked in groups of eight with the seats facing the wall. The tables must be stacked horizontally (but not on an angle) against the back wall (instructions on the wall).

A sound system is not provided.

Crockery and cutlery is the responsibility of the hirer and is not provided.

Opening and closing the building

The hirer will be responsible for opening and closing the building and reporting any damaged to the booking officer at BANC. It is the responsibility of the hirer to ensure that the lights and heaters have been turned off and that the building has been securely locked after the function has finished. Please remember to close the glass entry doors in the Phillips Hall.

Vacating the premises and noise level

All noise (especially music) must cease at 12 midnight and the premises vacated no later than 1:00am.

Noise level (Places of Public Entertainment)

The LA Noise level emitted from the premises shall not exceed the background noise level by more than 5dB (A) up to midnight and shall not exceed the background level after midnight when measured at the boundary of the worst affected residence.

Clearing up after the event

·  If you are hiring the hall for an event that will generate a lot of rubbish, you must hire garbage bins from Blue Mountains City Council. Contact them on 4780 5000.

·  All rubbish is to be bagged and removed from the premises. Do not leave rubbish on the footpaths

·  Hirers are required to bring their own rubbish bags and broom/dustpan.

·  Do not mop the wooden floors

·  Sweep areas used and wipe down surfaces such as tables and kitchen benches

·  Any cigarette butts left in the area immediately outside of the centre must be taken away

·  Fold down and stack away tables and chairs that have been used. Chairs to be stacked in multiples of 8.

·  Ensure no food or drink is left anywhere within the building.

·  If you have hired the whole complex (Bates and Phillips Halls) please ensure you have returned 8 tables and 48 chairs to the smaller Bates Hall.

Please show courtesy to other hirers by leaving the premises in a clean and tidy condition. Cost of additional cleaning will be withheld from the bond.
