Conditions for a Full A.I. Technicians Licence
Note: In these Conditions unless otherwise stated:
“Department” means Department of Agriculture, Food and the Marine
“Minister” means Minister for Agriculture, Food and the Marine
“The Licence” means the Full A.I. Technicians Licence
“The Technician” means a Full A.I. Technician licence holder
“FSL holder” means the holder of an FSL licence
“Engaged” means employed/contracted/have a formal documented relationship with an FSL holder.
- The Technician shall be subject to the overall veterinary and zootechnical control of the Department.
- The Technician shall only carry out A.I. in cattle while he/she is the holder of a valid A.I. Technicians Licence (full or provisional).
- A person may apply for a full A.I. Technicians Licence if:
- he/she is engaged by an FSL holder
and
b. (i) he/she are the holders of a valid provisional AI Technicians
Licence,
(ii) has received the relevant training
(iii) has passed the relevant Department exam
(iv) was the holder of a valid Provisional/Full licence which expired or
was revoked prior to date of re-application.
- The Minister reserves the right to refuse an application for a Licence or renewal of a licence.
- The Technician shall only practice A.I. on behalf of the FSL holder bywhom he/she is engaged and for whom he/she holds a valid Licence.
- The Technician shall always perform his/her duties in a competent and responsible manner.
- The Technician agrees to be bound by all the conditions of employment stipulated by the FSL holder.
- The Technician shall only obtain, possess, or hold semen supplied by the FSL holder with whom he/sheis engaged and shall facilitate inspections by the FSL holder and the Department.
- The Technician shall immediately submit all semen, semen containers and insemination docket books (if not using an electronic AI handheld device) in his/her possession for inspection/examination by the FSL holder, its agent or the Department when requested.
- The Technician agrees that all semen and ancillary equipment received from his /her FSL holder remains under the control of the FSL holder.
- The Technician must issue a paper record of the insemination, with the details below clearly recorded, to the owner of each animal at the time of insemination. This record must contain the following information:
(i)Date of insemination
(ii)A. I. Code
(iii)Full National ID number of the cow
(iv)Technician’s signature
(v)The full name and address of the herd owner
(vi)Herd Number of herd owner
- The Technician shall supply a copy of all paper records of insemination to the FSL holder within 1 month of the insemination. However where a Technician is transferring to another FSL holder he/she shall supply a copy of all inseminations (paper or electronic) to the FSL holder immediately and before commencing duty with another FSL holder.
- The Technician shall make copies of all certificates of inseminations (if not using an electronic AI handheld device) available to an authorised officer of the Department for inspection upon request.
- The Licence must be available at all times for inspection by an authorised officer of the Department. If the Licence is not at hand at the time of inspection it must be presented at the Local District Veterinary Office within seven days.
- The Technician must possess, and be contactable at, a working mobile telephone and make the phone number available to the FSL holder and the Department. If details change e.g. mobile number the change must be notified to the Department and FSL holder immediately.
- The Technician shall immediately notify the Minister and the FSL holder of any material changes to the details on the Licence.
- The Licence is valid for a period of five years from the date of issue or until such time as the Department revokes the Licence or imposes new conditions to the Licence.
- The Licence authorises the Technician to work only for the FSL holder named on the Licence.
- The Technician must comply with the Technician Termination/Transfer procedure set out on Form BAI 1.
- The Licence is non-transferable.
- The Minister may withdraw or amend any of these conditions and may add further conditions where appropriate.
- The Licence may be revoked if the conditions of the Licence and/or relevant legislation are notcomplied with in full and any breaches of legislation may result in prosecution and prejudice future applications for an AI Technicians Licence (full or provisional).
- The Licence must be kept in a secure location.

The details of applications and licences etc. are stored by computer programme for the purpose of administering the A.I. technician licensing system. Under the Data Protection Act 1988, as amended by the Data Protection Act 2003, you are entitled to a copy of any personal information about you kept on computer or on a manual filing system and you have the right to have any errors rectified. Listings giving details of Licences issued/revoked may be circulated to Department officials and your Field Service Licence holder. No other disclosures of this information will be made.

It should be noted that information provided by applicants may be subject to disclosure under the FOI Acts 1997 and 2003. If applicants wish to have any of the records concerned protected under the Confidentiality, Commercially Sensitive, Personal Information or other exemption provisions of that legislation they should mark those records accordingly and state their reasons. The relevant exemptions will then be considered in the event of an FOI request relating to those records.
