PART-A SPECIFIC CONDITIONS

1. CONSTRUCTION PHASE

1 / Necessary approval of the State Forests Department shall be obtained before commencing construction of the project. / This is not Applicable.
2 / All required sanitary and hygienic measures should be in place before staring construction activates and to be maintained throughout the construction activities and to be maintained throughout the construction phase. / Sanitary and hygienic conditions was maintained at the site of construction and it will be maintained throughout the operation phase.
3 / A first Aid Room will be provided in the project both construction and operation of the project. / First Aid Room is provided at the site during construction and would be provided during operation of the project, Beside this the medicines & medical help to the construction worker was provided by the company. Regular Health Check up of the workers was also done at regular interval of time by the company.
4 / Adequate drinking water and sanitary facilities should be provided for construction workers at the site. The safe disposal of wastewater and solid wastes generated during the construction phase should be ensured. / Adequate drinking water and sanitary facilities are provided to the construction worker at the site. The solid waste generated during the construction phase is first collected & then segregated and are disposed off as per their requirement. For example the excavated earth is used for development of green belt & Landscape within the site .The waste oil/ Lubricant by D.G.Sets are stored in a container marked as “Hazardous Waste” and it is disposed off by selling it to the recyclers only.
5 / All the topsoil excavated during construction activities should be stored for use horticulture/landscape development within the project site. / The topsoil excavated during construction activities was stored at one place and was used for Horticulture and Landscape development within the project site.
6 / Disposal of Muck, including excavated material during construction phase should not create any adverse effects on neighboring communities and should be disposed off necessary precautions for general safety and health aspects. / Muck including other construction waste during construction phase were disposed off such that they have no adverse effects on the neighboring communities and special precautions was taken for general safety and health aspects.
7 / The diesel generator sets to be used during construction phase should be enclosed type and should conform to E(P)A Rules prescribed for air and noise emission standards. / The D.G. sets uses during construction phase were enclosed type & they conform to environmental (Protection) Act & rules prescribed for Air and noise emission standards. They were enclosed type with proper stack height.
8 / Ambient noise levels should conform to residential standards both during day and night. Incremental pollution loads on the ambient air and noise quality should be closely monitored during construction phase. / Ambient Air & noise quality are closely monitored during construction phase .
9 / Construction spoils, including bituminous material and other hazardous materials, must not be allowed to contaminate watercourses and the dump sites for such material must be secured so that they should not leach into the ground water. / Construction spoils, including bituminous materials was stored away from the surface water and were stored on plastic sheeting to prevent leaks and spills and were not allowed to contaminate water courses, also it is secured that they do not leach into ground water.

OPERATION PHASE.

S.No1. / A sewage treatment plant of adequate capacity shall be installed. The installation of the Sewage Treatment Plant (STP) should be certified by an independent expert with respect to adequacy and its efficiency and a report in this regard should be submitted to the Ministry before the project is commissioned for operation. / The sewage treatment plant of adequate capacity is installed in order to treat waste water. Adequacy report of the STP is already sent to you.
2 / The solid waste generated should be properly collected& segregated before disposal to the City Municipal Facility. We garbage should be disposed by the vermiculture composting method. / Solid waste generated shall be collected in 4 different bins before disposal into Municipal Bins.
3 / Any hazardous waste including biomedical waste should be disposed of as per applicable Rules & norms with necessary approvals of the Haryana State Pollution Control Board. / Hazardous waste such as waste oil/lubricant is collected in a separate container marked as “Hazardous Waste” and further it is disposed off by selling it to approved recyclers.
4 / Diesel generator sets proposed as back up power for lifts and common area illumination should be of enclosed type and conform to E(P)A Rules prescribed for air and noise emission standards as per DPCB guidelines. Exhausts should be raised to 4 meters above the rooftop. / All D.G Sets are acoustically enclosed & conform to the rules made under E(P) A 1986 prescribed for air & noise emission standards as per CPCB guidelines & stack height is 4 meters above the roof top.
5 / The green belt design along the periphery of the plot shall achieve attenuation factor conforming to the day and night noise standard prescribed for residential landaus. The open spaces inside the plot should be suitably landscaped and covered with vegetation of indigenous variety. / The green belt is developed within the project site such that it not only reduce the Pollution load but it will also increase the scenic beauty of the project.
6 / Incremental pollution loads on the ambient air quality, noise and water quality should be periodically monitored after commissioning of the project. / Monitoring of A.A.Q(Ambient Air Quality), noise & water quality is done periodically..
7 / Application of solar energy should be incorporated for illumination of common areas lighting in addition to provision for soar water heating. / Solar energy shall be used for lighting common areas & street lights, in addition to provision of solar water heating.
8 / Traffic congestion near the entry and exit points form roads adjoining the proposed project site must be prevented. Parking should be fully internalized and no public space should be utilized. / Proper care shall be taken for traffic congestion near the entry exit points from the roads adjoining the project site. Parking will be fully internalized & no public space shall be utilized.
9 / A report on the energy conservation measures confirming to energy conservation norms finalize by Bureau of Energy Efficiency should be prepared incorporation details about building materials & technology, R & U Factors etc and submit to the Ministry in three months time. / All energy conservation measures are taken care in the project such as use of CFL’s , solar energy. High efficiency moters etc.

PART – B GENERAL CONDITIONS

S.No1 / The environmental safeguards contained in the EIA Report should be implemented in letter and spirit. / It is being done.
2 / Provision should be made for the supply of kerosene or cooking gas and pressure cooker to the laborers during construction phase. / It was being done during construction phase.
3 / All the laborers to be engaged for construction works should be screened for health and adequately treated before the issue of work permits. / Regular Health Check up of the laborers during construction phase was done at site & all the expense on medicines and medical Help was provided by the project proponent.
4 / Six monthly monitoring reports should be submitted to the Ministry and it’s Regional Office Chandigarh. / It is being done..
5 / Officials from the Regional Office of MOEF, Chandigarh who would be monitoring the implementation of environmental safeguards should be given full cooperation, facilities and documents / data by the project proponents during their inspection. A complete set of all the documents submitted to MoEF should be forwarded to the CCF,Regional office of MOEF, Chandigarh. / Full cooperation, facility & documents/data will be provided to the official of Regional office, MOEF.
6 / In the case of any change (s) in the scope of the project, the project would require a fresh appraisal by this Ministry. / A fresh application will be submitted to MOEF, if any change in scope of the project.
7 / The Ministry reserves the right to add additional safeguard measures subsequently, if found necessary , and to take action including revoking of environment clearance under provisions of the Environmental (Protection) Act, 1986 to ensure effective implementation of the suggested safeguard measures in a time bound and satisfactory manner. / Project proponent will abide by all the rules/ regulation and it will also ensure its effective implementation.
8 / All other statutory clearances such as the approvals for storage of diesel from Chief Controller of Explosives, Fire Department, Civil Aviation Department, Forest (Conservation) Act, 1980 etc. shall be obtained, as applicable by project proponents from the competent authorities. / This is already being done.
9 / A copy of the environmental clearance letter would be marked to the local NGO(s), if any, from whom suggestion/representation were received at the time of public hearing. / Environmental clearance letter/ consent to operate is made available at the site office.
10 / The project proponent should advertise in at least two local Newspapers widely circulated in the region, one of which shall be in the vernacular language informing that the project has been accorded environmental clearance and copies of clearance letter are available with the Haryana State Pollution Control Board and any also be seen on the website of the Ministry of Environment and Forests at http: //www. envfor.nic.in. The advertisement should be made within 7 days from the clearance letter and copy of the same should be forwarded to the Regional office of this Ministry at Chandigarh. / Advertisement has already been given in the followingNews papers.

11 / These stipulations would be enforced among other under the provisions of Water (Prevention and Control of Pollution) Act, 1974, the Air Prevention and Control of Pollution), act 1981, the Environment (Protection) Act, 1986, the public Liability (Insurance) Act, 1991. / Consent to operate from HaryanaState Pollution Control board has been already taken under air & water Act. Copy of the same is already sent to you.
12 / The project authority will enter in to MOU with buyers of the property, flats/ shops etc. To ensure operation and maintenance of the assets handed over to the society formed by the residents/owners of the buildings. / It is already done.
