Commissioning and Community Safety

  1. PURPOSE

1.1This report provides an initial outline of partners’ commissioning activity as it relates to community safety priorities and ideas on how this work could be further developed.

  1. DECISION(S) REQUIRED

2.1That the information collected so far in relation to partners’ community safety commissioning activity and the observations drawn from it, be noted.

2.2That members of the Board discuss and agree next steps in relation to this work (see 5.1).

  1. BACKGROUND/INFORMATION

3.1At their meeting on 26 April 2016, members of the Community Safety & Criminal Justice Board (CSCJB) agreed their forward plan for 2016/17. The plan included an item on partners’ commissioning activity as it relates to community safety priorities for the August meeting.

3.2A request for information on commissioning activity relating to the three main community safety priorities for 2016/17 was sent to partners. So far, responses have been received from:

  • Borough of Poole
  • Bournemouth Borough Council
  • Christchurch and East Dorset Councils
  • Dorset Clinical Commissioning Group
  • Dorset County Council
  • Dorset & Wiltshire Fire & Rescue Service
  • The Office of the Police & Crime Commissioner
  • Public Health Dorset

3.3The responses are appended. The information includes both current and planned future commissioning activity.

  1. FINDINGS

4.1Although the picture of partners’ commissioning activity is not complete, it is possible to use the information received so far to make the following observations:

  • There is a significant amount of commissioning activity undertaken by partners that relates to community safety priorities and outcomes.
  • Some of the commissioned services and interventions are central to the delivery of partners’ agreed priorities and outcomes (e.g. The Shores – Sexual Assault Referral Centre or The Maple Project – Domestic Abuse Advisor (DAA) Service).
  • In some cases, services and interventions are commissioned jointly by more than one partner.
  • Some commissioned services and interventions are pan-Dorset; others operate only within specific localities.
  1. NEXT STEPS

5.1This paper provides only an initial snapshot of activity. Given that, members of the Board are asked to consider how they might wish to further develop this area of work. Ideas include:

  • Following up with partners to compile a more complete picture of commissioning activity against community safety priorities.
  • Gaining a better understanding of the processes used bypartners to determine the services and interventions they commission (e.g. evidence base used, link to organisations’ priorities, plans and outcomes, link to community safety plans).
  • Gaining a better understanding of partners’ approach to evaluating the effectiveness of the services and interventions they commission so we can learn from each other.
  • Extending the scope of the work to include partners’ mainstream activity and how that impacts on community safety priorities.

6.1Partners need to understand how their commissioning and mainstream activity can best impact on community safety priorities and outcomes.

8.1Some of the services and interventions commissioned by partners are vital to the achievement of agreed partnership priorities and outcomes.

9.1Partners should comply with theirown organisation’s equalities guidance and frameworks when commissioning services and interventions.

10.CONCLUSIONS

10.1From the information gathered so far it is clear that a number of services and interventions commissioned by partners relate to and impact on community safety priorities. Some of these are central to partners’ ability to meet their agreed priorities and outcomes.

10.2The extent of partners commissioning activity is not yet fully understood. It may also be helpful to better understand how partners determine their commissioning activity, the way in which they evaluate the effectiveness of the services / interventions they commission and how their mainstream activity impacts on community safety priorities and outcomes.

Variety of support groups in the community for individuals with substance misuse issues. Groups available for all different types of users and different level of users.
Central Needle Exchange for individuals injecting or smoking substances. Clean equipment available to encourage users to cease sharing, discard equipment securely and receive harm reduction advice

Firesetters Scheme
Arson Reduction / Help to make communities safer by working proactively with young people aged between 13 and 18 years of age, especially;
  • Those who have offended or are at risk of offending
  • Those who have been excluded from school or are at risk of being excluded from school
  • Also victims of crime, bullying etc.
Intensive one week programme based at a Fire Station and delivered by specially trained firefighters. The main aim is to prevent young people from becoming persistent offenders or be permanently excluded from school. Delivered across Dorset, Bournemouth and Poole.
Note: No funding was received from any partner agencies to deliver the 4 courses planned for 2016/17.
Referrals come from different sources, such as concerned parents, school staff, and other agencies such as Youth Offending Teams.
The scheme is primarily aimed at young people aged up to 18 years although, on occasions, if it’s the service can be extended to include adults.
Firesetters advisors work with the young person and their family to address the fire play/firesetting behaviour. A variety of resources and techniques are used during each visit to encourage the young person to take ownership of their actions and to consider the consequences for themselves, those with them at the time, their families and also the wider community.The aim is to achieve a ‘fire safe’ person and environment
A range of local initiatives delivered across Bournemouth, Dorset and Poole aimed at preventing arson. These include heathland patrols undertaken by Fire service staff. / Youth Intervention Coordinator (position being recruited to following TUPE transfer to Dorset & Wiltshire Fire and Rescue Service.
