Job Description

Title of Job: Local Governance and GESIOfficer

Type of Service: Fixed Term Contract

Grade/Step:

Location: CDP- ….,District Office, with frequent field visits to the project districts

Reporting to: District Coordinator

The Governance/GESI Officer will have following specific responsibilities:

  • Work closely with and in the guidance of District Coordinator in planning, developing and implementing of all Governance/GESI related activities at the district level.
  • Timely prepare the quarterly/annual plan with targets, budget and timeframe of the activities under the Local Governance and GESI component.
  • Make involve women, girls, minorities, ethnic groups & socially excluded groups in all activities.
  • Maintain close coordination with local government and other stakeholders & identify their roles in the different activities of CDP in the district.
  • Prepare activity proposals & curriculums for different trainings on Governance and GESI & submit for the approval process through the DC.
  • Support/coordinate with CACs, WCF, VDC, DDC and celebratedifferent social actions.
  • Facilitate to implement the approved activities effectively & efficiently.
  • Ensure the public auditing and prepare completion report of all activities.
  • Plan the activities in line with the 14 steps planning process during the planning and endorsements of project’s plan through CAC, WCF, VDC and DDC councils.
  • Support to prepare VDC periodic plan.
  • Mapping & mobilization of existing CACs in the VDC
  • Form the CACs in needy VDC/settlement and support to run REFLECT classes, providing the training to the locally hired LRPs
  • Mobilize the CAC members to raise their awareness on their rights (citizenship, birth & death registration, community based resources utilization like VDC grants for children, women and facilities from ASC, LSC, health post etc.) & support to link with VDC and other line agencies.
  • Organize different campaigns and days in coordination with different agencies in the areas.
  • Ensure the timely payments of project specific expenditures as per the approved budget limit based on guidelines and procedures.
  • Support DC for preparation of the monthly, quarterly and annual progress reports in close coordination with support staff and thematic officers in the district.
  • Support/work closely with other components and thematic officers
  • Perform tasks, as assigned by the District Coordinator & for certain important tasks, communicate with Regional & Central office in consultation with DC.
  • Any other tasks as deemed necessary during implementation of the project activities at ground level and as directed by the higher authorities and thematic experts.
  • Must gain in-depth knowledge on organization’s vision, mission, objective, policies, principles, norms, rules/regulations, working modalities as well as clear understanding of the project specific concept, process and other requirements of the relevant project within maximum 2 months of the appointment.
