2017 Community Development Grant Application due by March 24, 2017.

2016 project Ellis Field Curb and Sidewalk Improvements was not approved. Did not apply in 2015, as were completing extensive sewer projects including 2012 award for Phelps Street Pump Station and 2013 & 2014 awards Kinne Street sidewalks.

Comments:

Mayor Tackman relayed the history of projects funding through Community Development Block Grant program. Recently the funding from Community Development was reduced to $50,000. This means smaller projects and/or larger local contributions. The primary objective of the program is to benefit low income people in the County. Preference is given to projects that meet the criteria for: Low Income benefit (elderly and handicap are considered low income for this program), and Eliminate slums and blighting conditions. A local share of 25% is required (can be actual dollars, in-kind services or other grants.

The last few years the Village has done a lot of sewer work. Looking at diversifying the five year plan to include attention to the Park and Pool as well as focus on issues identified through the Brownfield Opportunities Areas report.

Mayor Tackman commented that the Village is always seeking other grants and funding

Mayor Tackman remarked that the seniors and staff both enjoyed the tent/pavilion that was set up near the Wisniewski Building last year for the Ice Cream Social. Would like to see a more permanent and functional pavilion for year round use. The recreation Commission is exploring the possibility of working with the ESM Construction program.

Trustee Daniel Wagner commented on street lighting improvements for the main street.

Trustee Janet Maddox asked about the Marcy and Horton Street sewer improvements being dropped from the list. With the reduction in awards under this program sewer improvements are better funded under NYS EFC and other alternatives.

Mayor Tackman reported on conversations with Assemblywoman Hunter and her commitment to assist the Village with grant opportunities.

Hearing no further comments, Mayor Tackman adjourned the public hearing at 7:09PM.

BOARD OF TRUSTEES

Village of East Syracuse

March 6, 2017

Following the Pledge of AllegianceMayor Robert T. Tackman called the regularly scheduled meeting of the Village of East Syracuse Board of Trustees for Monday, March 6, 2017 to order at 7:10PM.

Present: Deputy Mayor James E. Carr, Jr., Trustee Janet L. Mattox, Trustee Carol Para, TrusteeDaniel J. Wagner,and Mayor Robert T. Tackman.

Also Present: DPW Superintendent Ron Russell, III, Parks Director Tom Richardson, Village Clerk Patricia J. Derby, Fire Chief DJ Brewster, 1st Assistant Fire Chief Chris Shields, Acting Assistant Fire Chief Tim Marcely, Fire Captain Matt Parker, and Director of Code Enforcement Randy Capriotti.

Four Village residents attended including Planning Board member Liz Landry, Housing Authority Chairperson Sally Seeley, Lucy Anne Forkhammer, and Nancy Churchill.

Review of Correspondence A record of recent correspondence has been distributed to the Board of Trustees and all department heads to assist in monitoring activities.

Motion – by Wagner, seconded by Trustee Mattox - To accept the following vouchers for payment:

From Consolidated Fund Abstract, vouchers numbered 55947 through 56109 with voucher #56015 removed, and Abstract in the revised amount of $262,901.13.

Discussion: Trustee Janet Mattox questioned a couple of items in the abstract including Voucher #56015 for the Fire Department Inc. The terms of the agreement require an Audit. Not comfortable releasing the funds until the terms of the agreement is met.

Mayor Tackmanreports that he is working with the Corporation Vice President Louis Longo to solicit bids for a firm to do the Audit but it could be some time before that is completed.

Trustee Mattox noted that the agreement was from January 1st – plenty of time to something.

Trustee Daniel Wagner noted it shouldn’t be tough to find an auditor. For professional services it does not have to be a competitive bid process.

Deputy Mayor James Carr asked the Fire Chiefs in attendance if the Fire Department was opposed to an audit. Fire Chief Brewster commented that it is the Corporation decision not that of the Chiefs.

Trustee Mattox also questioned voucher #56010 for ice suits. The account buying from is already in the red.

Fire Chief Brewster says there is money elsewhere in the fire department budget.

1st Assistant Fire Chief Chris Shields reported that 3 suits were purchased last year. After time they leak and must be replaced. Suits are worn during swift water rescue and cold water rescue. Very often the Fire Department is called upon to situations at Pond near Saunders Creek, the Erie Canal and swamp areas off of Rt. 690. When East Syracuse responds they do so in teams of two (2) – one to back up the other and with a team of two to back them up as well. Six is the minimum necessary to operate. Other Departments have 8 or 10.

Acting Fire Chief Tim Marcely reported on incident 3 weeks ago responding to an incident with vehicle in the water on Kirkville Road off of Rt. 481.

Deputy Mayor Carr asked the Treasurer make a budget adjustment within the Fire Department budget.

COMMUNITY COMMENTS

Lucy Anne Forkhammer brought forward an issue that others in the community have remarked upon. The Fire Department sent raffle tickets out and said the winners would be announced at the Taste of East Syracuse but they weren’t and no one knows won.

1st Assistant Fire Chief Shields reported that the winners were announced and posted on the Fire Department’s website until this January.

Mayor Tackman will reach out to the Corporation Officers and get a list of the winners. This list will be posted at the Village Office and on the Village’s website. We will also forward this information to the Eagle News.

OLD BUSINESS

Fire Service Awards program

Motion – by Deputy Mayor Carr, seconded by Trustee Wagner - To accept the certification of 49 (out of 54 – 5 did not qualify) qualifying fire fighters for 2016 Village Fire Service Awards program.

NEW BUSINESS

Community Development

Motion–by Trustee para, seconded by Trustee Mattox - That the 2017 Community Development Grant Application be submitted for project identified as “Park Pavilion at Ellis Field” and further, that the following schedule for anticipated projects and grant submittals be accepted, with “Basket Ball and Tennis Court Improvements” as a second application for 2017.

Village Clerk will prepare and submit the 2017 Community Development Grant Application (due by March 24, 2017), with the Village Engineers assisting with preparing estimates, maps and supporting documentation; and it is further understood that the Village of East Syracuse, as its contribution to the program will assume engineering costs related to the projects.

Mayor Tackman reported that will pursue other funding and grants from other County programs and State sources.

NYCM Annual Meeting

Motion –by Trustee Para, seconded by Trustee Wagner -To approve the attendance at training at NYCOM Annual Meeting Sunday, May 7th thru Tuesday, May 9th in Saratoga Springs, NY for Mayor Tackman, Deputy Mayor Carr and Trustee Mattox. Cost is $855/person [$275 registration and $290/night hotel].

Narcan Training

Motion – by Trustee Wagner, seconded by Trustee Para - That the Village of East Syracuse will host ACR Health Narcan training on Thursday, May 4th at 7PM in the Municipal Building Court Room 204 North Center Street.

Discussion: Trustee Mattox reported this is open to public. Will have representatives from the DeWitt Police and EAVES available to answer any questions. Camillus has offered a similar program twice and found it to be successful. Need to provide education on the opioid problem because that problem is here in East Syracuse.

Street Lighting

Motion –by Trustee Para, seconded by Deputy Mayor Carr -To approve the Village’s participation in a program with the Central New York regional Planning and Development Board and National Grid to convert the Village street lighting to LED to reduce both future operating costs for the Village taxpayers and greenhouse gas emissions. Under the terms of this program the Village must submit a letter of intent to national Grid requesting conversion. This resolution also authorizes the Mayor to execute letter of intent/request and any other documents necessary to complete the task. A Guide to Converting Utility Owned Streetlights to LED is on file with the Village Clerk and a copy has been provided to the Mayor and Trustees.

Discussion: Mayor Tackman reported working with CNYRPDB and National Grid to switch all the streetlights in the Village over to LED. This will save money and provide better quality lighting. The option leaning towards is to have national Grid continue to own the lights but the Village pays for the conversion to LED.

This is the first step in the process – to collect the data so we will know how many lights and what the costs will be.

The Village of Minoa just completed this type of conversion. It makes a big difference. LED is a really bright white light. Light does not “float” as much so should not cause any issue in residential neighborhoods.

Building Maintenance

Motion – by Trustee Para, seconded by Deputy Mayor Carr - To approve the expenditure of $3100 to Otis Elevator for safety upgrade Access Alert.

Discussion: The Access Alert system is second safety feature for elevator inspectors to keep the car from moving during repairs. Trustee Wagner questioned the need for extra safety mechanisms considering the use and number of times a year that the Village elevator is inspected.

Fire Department

Motion – by Trustee Para, seconded by Deputy Mayor Carr - To grant permission to hold annual elections of Officers for the East Syracuse Fire Department, by popular voteon Tuesday, April 4th, at 8PM.

Motion – by Trustee Para, seconded by Trustee Wagner - To approve the attendance at training for John Scheibel at National Fire Academy May 20th & 21st Emmitsburg, Maryland. Cost is $50.

Property Line Adjustment

Motion –by Trustee Wagner, seconded by Deputy Mayor Carr -To accept the adjustment of the property line for 701-705 West Manlius Street (tax map #001-13-06) of 15 feet (from tax map #001-13-06), and authorize the Mayor to sign the map to be recorded with Onondaga County Clerk.

Discussion: The properties on West Manlius Street are being divided and sold separately. One building is currently on the property line. This change shifts the line 15’. Filing this map will assure that the County adjust to map to what is recorded in the deed.

DPW Pick-Up

DPW Superintendent Ron Russell reported that are looking for a low cost maintenance truck. Other 3 are used for plowing. DPW Mechanic looked at one but did not find it suitable for their use. Will continue looking.

DEPARTMENT HEAD REPORTS

Parks Department – Director Tom Richardson

On Tuesday, February 14, 33 Residents attended Luncheon at Bennett Manor. Ham, Baked potatoes and veggies were served. After lunch bingo was played. Next Luncheon date is March 28th.

45seniors attended Turning Stone trip on February 28th. Next Turning Stone Trip is April 25th.

54 seniors will be attending the bus trip to Del Lago Casino on Tuesday, March 21st

Ten seniors attended the ESM High-school Musical Joseph and the Technicolor Dream coat on February 11th. Thanks again to Dr. DeSiato for providing complimentary tickets.

The annual St. Patrick’s Day Party for senior will be held on Thursday, March 16th at Heman Street School. There will be entertainment from ESE Third graders as well as a performance by the ESM High school Chamber Choir.

20 seniors attended pitch party on the 3rd floor of the Village office on Friday February 17th. Next party is on March 17th

On Thursday, March 9th the movie Collateral Beauty will be show shown on the 2nd floor for seniors. Pizza along with popcorn and refreshments will be served. Next movie is scheduled for April 6th
