REGULAR SESSION

AUDIENCE: 12 Individuals

The Putnam County Board of Commissioners met in regular session on January 7, 2013 at 9:00 a.m. at the Putnam County Courthouse Nancy Fogle opened the meeting and the pledge to the flag was given.

BOARD OF FINANCE

Sharon Owens, Putnam County Treasurer presented to the Commissioners, Putnam County Investing Resolution 2012-2013, a State approved list of depositories and Putnam County Investment Policy.

Donald Walton made a motion to approve Resolution 2012-2013 and David Berry seconded the motion. The motion carried.

COMMISSIONER APPOINTMENTS

Dave Berry was appointed to the EMA Board, Redevelopment Commission, and the E-911 Boards, Nancy Fogle was reappointed to the Solid Waste, Health Department Board, and Greencastle Putnam County Redevelopment Commission, Donald Walton was appointed to the Planning Commission, Operation Life Board and West Central Economic Development.

COMMISSIONER APPOINTMENTS TO HOSPITAL BOARD

The two members whose appointments expired December 31, 2012 were Janice Fry and Matthew Headley; both members were reappointed to a 4 year term.

FLOYD TOWNSHIP FIRE DISTRICT APPOINTMENT

Steve Greeson was reappointed to a 4 year term.

CUSTODIANS PAY

Brian Smith, Head Courthouse Custodian requested a salary adjustment for Michael Phillips due to his skills and work habits. Commissioners instructed Brian he must go before the council to approve the funds, Donald Walton made a motion to approve with the approval of County Council and David Berry seconded.

Brian also request funds from the vending machine funds to frame a photograph of the Courthouse dedication, to be hung in the rotunda. An estimate of $200.00 was given to the Commissioners and Donald Walton made the motion to approve the funds up to $200.00 to frame and hang the photo, and David Berry seconded the motion. The motion carried.

JUVENILE PROBATION

Renee Marsteller presented the Commissioners with a contract with Cedarbridge Youth Center for up to 400 beds for Juvenile detention at a rate of $99.00 per day. David Berry made a motion to approve and sign contract and Donald Walton seconded the motion. The motion carried.

PLANNING AND ZONING

Sandy Amers presented Putnam County zoning ordinance #2013-1-7 to the Commissioners. Donald Walton made a motion to approve and David Berry seconded the motion. The motion carried.

HIGHWAY DEPARTMENT

Jim Smith informed the commissioners of upcoming meetings and of the County Bridge Conference in Lafayette to be held on January 30, 2013.

He also updated the commissioners on the cost on the highway department due to the recent snowfall; $15,000.00 was spent in overtime and $45,000.00 on materials.

A discussion was held on the responsibility of clearing some roads in Cloverdale, and was asked if the county highway could clear roads owned by the town of Cloverdale if they were on the way to county roads.

County Attorney James Ensley advised that if the county clears those roads it could lead to a liability issue.

MINUTES 12-17-2012

Nancy Fogle was the only commissioner present at the 12-17-2012 meeting and she approved the minutes.

PAYROLL 12-21-2012 &12-28-2012

Nancy Fogle was the only commissioner at the time of the payroll and she approved them.

Charles Aaron Brousard, Deceased Tort Claim.

2. Department of the Army U.S. Army Engineer District re: Joint Public

Notice.

3. IDEM re: Bainbridge compressor station approval.

4. Indiana Office Of Community & Rural Affairs re: Walnut Creek fire truck grant.

CLAIMS

Claims that were approved at the meeting on 12-28-2013 need the signatures of Kristina Alexander and Gene Beck.

ADJOURN

Donald Walton made a motion to adjourn the meeting. David Berry seconded the motion. The motion carried.
