Position Description

Job Title: Project Lead – Tribal Youth in Forestry (TYF)

Department:Forestry

Reports To:Forest Manager

Status: Full-time/Seasonaldepending on workload/weather/budget

INTRODUCTION:

The primary purpose of this position is the development and implementation of a program to engage tribal youth in understanding natural resource land management activities on the Coeur d’Alene Reservation. The incumbent will be a crew lead, supervising a wide variety of activities and ensuring day to day operations run smoothly. There will also be the need to coordinate various subject matter experts to provide meaningful and timely activities for a designated crew of 3-6 individuals during the summer months.

Tribal Allotment 633, the old Powwow grounds, has been designated as the work site although other reservation areas will be visited to provide a well-rounded experience. This area offers a variety of species, stand types and management opportunities that will challenge and provide meaningful work opportunities for the individuals. The area will be mapped, inventoried and have a management plan developed specific to the area by students under the direction of the Project Lead. The project will stimulate students to understand all aspects of natural resource management including forestry, water, wildlife, culture and recreation and how climate change threatens these resources.   1. MAJOR DUTIES: Project Management and Planning (50%)

Prepares a detailed course outline for the summer/non-school period to engage youth workers.

Provides technical and administrative supervision of a youth crew during the summer/non-school period. Plans and assigns work based on written goals and objectives and the capabilities and qualifications of workers.

Coordinates, trains and provides guidance on multiples aspects of natural resource planning. Provides guidance to crew members and participates in the hiring process.

Determines expertise necessary and recruits existing tribal staff to help provide guidance and understanding of the variety of natural resource activities.

Engages employees to understand the natural resource planning activities and how this fits into the Tribal management structure and direction.

Ensures work quality and standards are maintained. Ensures proper data storage and archival procedures are followed.

Develops and implements forest Inventory protocols including tree measurement, silvicultural prescription development, marking, cruising and tree felling.

Coordinates with the work crew to develop a management plan and harvest plan for the area. Considers ecological, economic, and logistical factors, and incorporates long term management in the development of the plan. Includes a needs analysis for products required for building of small structures

Develops and implements timber harvesting plan including tree felling, skidding, proper log length bucking, decking, and appropriate slash management. This plan will both incorporate best land management practices, and also product production for future manufacturing.

Provides opportunities for natural resource professionals to share management goals, guidelines and considerations with the work crew in a hands on environment.

Provides an understanding of tree felling, lumber manufacture, lumber drying and construction expertise for utilization of manufactured materials to construct small buildings.

Works with crew members to develop reports summarizing activities to be presented to various committees and/or tribal council.

  1. ADDITIONAL DUTIES: Field Implementation (50%)

Ensures safety guidelines are understood and followed.

Implements stand reconnaissance, inventory and mapping utilizing GPS and GIS hardware and software.

Provides a basic understanding of tree dynamics, riparian management, wildlife management and the role that climate change plays in influencing management decisions.

  1. OTHER SIGNIFICANT FACTS:

Ability to perform duties under stressful and adverse operating conditions, including poor working and environmental conditions.

Working knowledge as logger, forester, tree thinner and/or general forest worker.

Knowledge of tree species, age determination and vigor of tree species.

Knowledge of reporting requirements and procedures.

Maintains an organized filing system for computer and documents.

Past supervisory experience understanding of forest management planning particularly in Indian Country.

  1. MINIMUM QUALIFICATIONS:

Must maintain a valid state driver’s license and be tribally insurable.

Must have a High School Diploma/GED

Two years of demonstrated supervisory experience

Five years of specialized work experience demonstrating an understanding of some aspect of Natural Resource Management with a preference for Forest Management operations.

Technical proficiency with the Microsoft Office suite of products, geographic information systems, and global positioning systems.

  1. SUPERVISORY CONTROLS:

Incumbent will be under the direct supervision of the Forest Manager or designee. Incumbent is expected to exercise initiative and independent judgment. Completed work is reviewed for appropriateness and technical soundness. The incumbent will supervise a crew of 3-6 youth/college age students.

  1. GUIDELINES:

Guidelines include Management Plans, Tribalpolicies, guidelines and procedures, and/or adopted protocol and other established standards and guidelines for performing the work. The employee works in strict adherence to the guidelines, referring needed deviations or questions to the supervisor while performing activities.

Assignments involve various duties concerned with operational effects of forestry, fuels and fire treatments in addition to water, wildlife and fisheries management on tribal natural resources.

Uses a variety of hand and power tools and equipment and provides instruction on the safe operation of such. Specific tasks, use of tools and methods and sequence in which tasks are to be done are determined by evaluation of the situation and issue involved. This work requires the employee to recognize which of several techniques and procedures is best suited to the specific situation encountered.

  1. SCOPE AND EFFECT:

The purpose of the work is to provide an educational experience to various youth while providing good work habits and a basic understanding of natural resource management on the reservation.

The work affects the understanding and protection of life, property and forest resources on the Coeur d’Alene Indian Reservation.

  1. PERSONAL AND PURPOSE OF CONTACTS:

Contacts are primarily with Natural Resource professionals, members of the crew, others in the forestry organization, tribal and general public, various committees and Tribal Council. Contacts are made to solicit information about upcoming work needs in which crewmembers are to receive instructions and to clarify how the work is to be done. Periodic reports to the Natural Resource and Culture committees along with Tribal Council is required.

  1. PHYSICAL DEMANDS:

Moderate: Duties involve moderate fieldwork requiring average physical performance, endurance and conditioning. Work requires periodic standing, walking over uneven ground, and occasional bending, reaching, lifting and carrying of items weighing over 50 pounds. Duties include mental demands for developing a summer work schedule and coordination of a wide variety of learning activities over the summer months.

  1. WORK ENVIRONMENT:

The work is primarily performed outdoors in forest environments in moderate terrain where surfaces may be extremely uneven, rocky or covered by vegetation. Temperatures may exceed 100 degrees F and fall below freezing. The hazardous nature of certain jobs requires that protective clothing be worn (hard hat, gloves, leather boots, and other personal protective equipment). Work requires travel by vehicle and/or foot.

  1. PERSONAL PROTECTIVE EQUIPMENT:

The incumbent is required to supply their own work boots and appropriate work clothing. Long work pants and a work shirt are required for all project work. The Tribe will supply work gloves, hard hats, work glasses, and hearing protection.

  1. OTHER:

Must not have been convicted of a felony involving dishonesty within the past five years. The Coeur d’Alene Tribe reserves the right to hire according to its Indian Preference Policy.
