· APPROVAL OF MINUTES
June 24, 2014 – Simpson made a motion to approve the minutes as written. Deere seconded motion which passed unanimously.

PARKING/ANIMAL CONTROL/ALARM/SMOKING CITATIONS
Case 2014-2189 – BG 118959 – Respondent: Donovan Bailey – Officer: David Grimsley
Citation amount: $25.00
Officer Grimsley was present. The appellant was not present at the time of the hearing.
Officer Grimsley left the meeting. About 15 minutes later, the appellant, Donovan Bailey, came into the hearing and let us know that the front had been locked and he could not get in.*
After hearing this, Thomas made a motion to dismiss the citation and fine. Dearbone seconded motion which passed unanimously.
*Please Note: Due to the front doors of City Hall being locked, this prevented respondents and Officers from getting into the building at the time of their hearings.
Case 2014-2211 – BG 122354 – Respondent: Haley Bass – Officer: Andrew Wilson
Citation amount: $25.00
Officer Wilson was not present at the time of the hearing. The appellant, Haley Bass was present.
Once we knew that Officer Wilson was not there at the scheduled hearing time, David Broderick explained that this case would just be dismissed.
About 15 minutes later, Officer Wilson came into the hearing. He and a previous respondent had both tried to come in the front doors of City Hall, but they were locked.*

Case 2014-1826 – AC 002451 – Respondent: Brian Scott Henderson – Officer: Holly Avery
Citation amount: $50.00
Officer Avery explained that she responded to a call about chickens that were out of their fence & running around the neighbor’s yard. After arriving, no chickens could be located, but Officer Avery spoke to the City’s other Animal Control Officer, Bill Gruszczyk, who said he had been to the location on the same complaints before.
Brian Henderson came to the podium to explain that he fed the chickens at 5:30 AM & when he left for work that day the chickens were locked in. There was no one at his residence that would have let them out & he cannot explain why the gate was open. They searched for the chickens for over 3 hours before they found them all & the chickens had been killed by the time they were found.
Deere made a motion to uphold the citation and waive the fine. Dearbone seconded motion which passed unanimously.

Dearbone made a motion to approve the fees and Simpson seconded the motion which passed unanimously.

After all business had been conducted, Deere made the motion to adjourn at 5:20 PM. Thomas seconded the motion, which passed unanimously. The next scheduled meeting of the CENB will be on Tuesday, September 23, 2014 at 5:00 PM in the Commission Chambers at City Hall 1001 College Street.
