1.0  INTRODUCTION

Ministry of Environment and Forest, (MOEF) Government of India issued Notification under Environment (Protection) Act, 1986, on 19th February, 1991 declaring coastal stretches as Coastal Regulation Zone (CRZ) and Regulating activities in the CRZ area. As per this notification, all the coastal Stated of the country to submit Coastal Zone Management Plan (CZMP) maps for approval to the ministry of Environment and Forest, Govt. of India. Accordingly, Department of Forest, Ecology & Environment, Govt. of Karnataka had submitted the CZMP maps to MOEF and presented to the task force members constituted for the said purpose by MOEF. Therein, the maps have been approved, vide letter No./17.011/41/95 dated: April 27th 1996 by the MOEF, Govt. of India subject to certain conditions.

2.0  CLASSIFICATION OF COASTAL REGULATION ZONES

For regulating developmental activities, the coastal stretched within 500 mtrs of high tide line on the landward side are classified into four categories, viz., CRZ – I, CRZ – II, CRZ – III and CRZ – IV category.

2.1 Category I (CRZ – I)

Areas that are ecologically sensitive and important, such as national parks / marine parks, sanctuaries, reserve forests, wildlife habitats, mangroves, corals / coral reefs, areas close to breeding and spawing grounds of fish and other marine life, areas of outstanding natural beauty / historically / heritage areas, areas rich in genetic diversity, areas likely to be inundated due to rise in sea level consequent upon global warming and such other areas as may be declared by the Central Government or the concerned authorities at the State / Union Territory level from time to time. Area between the Low Tide Line (LTL) and the High Tide Line (HTL).

2.2 Category II (CRZ – II)

The areas that have already been development upto or close to the shoreline. For this purpose, “ developed area” is referred to as that area within the municipal limits or in other legally designated urban areas which is already substantially built up and which has been provided with drainage and approach roads and other infrastructure facilities, such as water supply and sewerage mains.

2.3 Category III (CRZ III)

Areas that are relatively undisturbed and those which do not belong to either Category – I or II. These will include coastal zone in the rural areas (developed and undeveloped) and also areas within Municipal limits or in other legally designated urban areas, which are not substantially built up.

3.0  COASTAL ZONE MANAGEMENT PLAN MAPS OF KARNATAKA

The coastal zone of Karnataka which extend over 320 kms., has been studied in respect of its physical features, ecosystems, land use patterns, conceptual activities and other relevant parameters as notified by MOEF. The CRZ maps have been prepared on 1:25,000 scale using satellites data. Information like HTL, LTL, road, area under reserved forest and other topographical features were directly taken from Survey of India topographical maps. The toposheets wise CRZ maps are given in the report with a brief write up.

3.1 Sheet No. 1 (48J/1/NW)

This sheet represents the northern most section of the coastal line. The area between LTL and HTL, mudflats, the islands in the sea are classified as CRZ – I, while the rest of the area is classified as CRZ – III.

3.2 Sheet No. 2 (48J/1/NE)

It covers the area between Hosali in the West to Halga in the East along the Kali nadi estuary..Mud flat areas are classified into CRZ – I, the remaining areas are classified as CRZ – III.

3.3 Sheet No. 3 (48J/1/SW)

The area between Gaongeri and Binga Village are covered under sheet No.3. There are eight islands along the coastal stretch. Out of this, the Anjadip Island has habitation, thus being classified as CRZ _ I. Remaining area falls under CRZ –III.

3.4 Sheet No.4 (48J/1/SE)

The area from Kalinadi in the North to Baithkol in the South covers in this map. The reserved forest, casurina plantations and mud flats have been classified under CRZ – I. The built up area within the Karwar Municipal Limit is classified as CRZ – II. The remaining areas are classified as CRZ – III.

3.5 Sheet No.5 (48J/2/NE)

The area covered in this map is from Kodar in the Eastern part to Amadalli Village in the West. The Uninhabited islands, forest land, sand dunes are classified as CRZ – I. The rest of the areas are classified as CRZ – III.

3.6 Sheet No.6 (48J/6/NW)

The stretch between Harikantravade in the North and Vadibogri village of Ankola taluk is covered in this map. The areas under casuarina plantation, islands, mud flats and mangroves are classified as CRZ – I and the rest of the area marked as CRZ – III.

3.7 Sheet No.7 (48J/6/SW)

This map sheet covers the area from Honnebail village in the North to Kagal village in the South. The area between LTL and HTL, historically important and the area under natural beauty as well as the mud flats and mangrove area along the river banks are demarcated as CRZ – I. The remaining area has been classified as CRZ – III.

3.8 Sheet No.8 (48J/6/SE)

Part of riverine and estuarine areas of Gangavali and Aghanashini are covered under this map. All mangroves, mud flats and marshy areas along the estuary have been demarcated as CRZ – I. Rest of the area is covered under CRZ – III.

3.9 Sheet No.9 & 10 (48J/7/NE and 48J/7/NW)

The mangroves, mud flats and uninhabited islands are classified as CRZ – I. Inhabited islands, rural and agricultural area classified as CRZ – III.

3.10 Sheet No.11 (48J/7/SE)

The area between Holegudda to Kasarkod village is depicted in this map. Uninhabited islands, mud flats and mangroves are classified as CRZ – I. Honnavar town is located on the Sharavathi river bank, hence it has been demarcated as CRZ – II. Rest of the area is classified as CRZ – III.

3.11 Sheet No.12 (48J/2/NE)

The stretch between Kasarkod of Honavar taluk and Bailur of Bhatkal taluk covers in this map. Area near Kasarkod along the beach has thick casuarina plantation, small patches of mud flats along the Sharavathi river have been classified as CRZ – I. Rest of the area is marked as CRZ –III.

3.12 Sheet No.13 (48J/8/SE)

The area from Bailur to Hirehittal is covered in this sheet. Heritage area and the cliffs are classified as CRZ – I and the rest of the area as CRZ – III.

3.13 Sheet No.14 (48J/12/NW)

The course of Sharavathi river flowing from east to west is covered in this map. In the CRZ Area the width of river is more than 350 mtrs here, so the setback is taken as 150 mtrs, as the mangroves & mud flat seen on rather side of the river back are classified as CRZ – III is mainly under agricultural activities.

3.14 Sheet No.15 (48J/12/NE)

A portion of Sharavathi River under this influence of tidal action is shown in this map. The reserved forest area and mud flat areas are classified as CRZ – I. and rest of the area is demarcated as CRZ – III.

3.15 Sheet No.16 (48J/12/SE)

The area between Malikod and Hirekere is covered in this map. The rural areas are classified as CRZ – III. The mangroves and mud flats are classified as CRZ – I.

3.16 Sheet No.17 (48K/9/NW)

Area between Heble of Uttara Kannada and Paduvari of Dakshina Kannada districts are covered in this map. The area between LTL and HTL, mud flat seen along the river bank is classified as CRZ – I. The built-up area within the Bhatkal TMC is demarcated as CRZ – II and rest of the area comes under CRZ – III.

3.17 Sheet No.18 (48K/9/SE)

Segment of coastal areas between Paduvari and Madikal are depicted in this map. Mud flat along the river bank, islands and reserved forest areas are classified as CRZ – I and rest of the area covered under CRZ – III.

3.18 Sheet No.19 (48K/9/SE)

Baindur to Navunda area is depicted in this map. Baindur hole and Yedamavina hole area along the coast and on either side of Yedamavina hole is classified as CRZ – III. The area between LTL and HTL, mangrove habitation are demarcated as CRZ – I. The portion of the area along the Baindur hole is under TMC, hence demarcated as CRZ – III.

3.19 Sheet No.20 (48K/10/NE)

Coastal area between Navunda and Coondapur town as well as river Kollur, Chakra and Haladi are depicted in this map. The mangrove habitation, mud flats, the area between LTL and HTL and the outstanding beauty area along the Maravanthe beach are classified as CRZ – I. Rest of the area is mostly rural, hence demarcated as CRZ – III.

3.20 Sheet No.21 (48K/10/SE)

Coondapur to Paranalli area is depicted in this map. The mangrove habitation, the mud flats, the area between LTL and HTL are classified as CRZ – I. Urban area of Coondapur town municipality is demarcated as CRZ - II. Rest of the area is mostly rural, hence demarcated as CRZ – III.

3.21 Sheet No.22 (48K/11/NE)

Coondapur to Badanidiyur area is depicted in this map. The mangrove habitation, the mud flats, the area between LTL and HTL are classified as CRZ – I. Urban area is demarcated as CRZ – II. Rest of the area is mostly rural, hence demarcated as CRZ – III.

3.22 Sheet No.23 (48K/11/SE)

The Shore stretching from Tenkanidiyoor to Mattu are covered in this map. The mangrove habitation, the mud flats, the area between LTL and HTL, and offshore islands are classified as CRZ – I. Rest of the area is mostly rural, failing under as CRZ – III.

3.23 Sheet No.24 (48K/12/NE)

The area between Uliyaraguli to Badagrama of Udupi taluk covers in this map. Basically the area is under agriculture and hence classified as CRZ – III. The area between LTL and HTL is categorized as CRZ – I.

3.24 Sheet No.25 (48K/16/NW)

The area between Yeramal and Nadisal of Udupi taluk covers in this map. This stretch comes under rural category with major activities being agriculture. Considering this, the area is being classified as CRZ – III. The area between LTL and HTL is categorised as CRZ – I.

3.25 Sheet No.26 (48K/16/SE)

Hejamadi to Surathkal area is covered in this map. Mulki and Pavanje are the two estuaries seen in this area. The mangroves, mud flats, area between LTL and HTL are categorised as CRZ – I. The urban area from Surathkal to Chitrapur has been classified under CRZ – II. Rest of the area is covered under CRZ – III.

3.26 Sheet No.27 (48L/13/NW)

Mangalore City to Surathkal area is depicted in this plan. Coastal stretch falling in South of New Mangalore Port (where casurina plantation, mud flat area, area between LTL and HTL demarcated as CRZ – I. While the area coming under Mangalore urban development authority has been classified as CRZ – II. Rest of the area is covered under CRZ –III.

3.27 Sheet No.28 (48L/13/SW)

Area between Mangalore City and Talapadi (upto Karnataka State Boundary) is covered in this map. This is the southern most part of Karnataka coast. Coastal stretch between Someshwara upto Talapadi, is covered under CRZ – III. The area between HTL to LTL, Mud flat, Mangrove areas are classified as CRZ – I. Mangalore urban area has been categorised as CRZ – II.

3.28 Sheet No.29 (48L/13/SE)

Netravathi river flows from East to West in the northern part of this map. Mud flats, mangroves and forest areas are classified as CRZ – I and rest of the area as CRZ – III.
