In a follow up to the work that Gender Linkshas done with ALAN, GLinvites a representative from ALAN to aLocal Government Gender Action Plan TOT and materials development workshop from 5 – 9 November 2007. This 5-day training of trainer workshop will bring together a cadre of facilitators from Ministries of gender, local government, local councils and associations from four countries (Lesotho, Mauritius, Namibia and South Africa) where gender strategies or frameworks have been developed for mainstreaming gender in the work of local government.

The trainers will develop locally adapted materials for assisting local councils in formulating gender action plans in 2009 in each country. The workshop includes a one-day planning session for the upcoming Sixteen Days Campaign as a way of starting flagship gender projects. The outputs of the workshop will be local tool kits for developing gender action plans in each country; plans for rolling out these action plans in 2008 as well as immediate plans for the Sixteen Days of Activism from 25 November to 10 December. GENDER ACTION PLAN TOT AND MATERIALS DEVELOPMENT WORKSHOP

Synopsis

This project aims to take forward the pioneering work on mainstreaming gender into local government through the development of national strategies by training facilitators (councillors and officials) to cascade gender action plans to council level. The project, which GL is undertaking with support from DANIDA, is being piloted in the first phase with the four countries that participated in the study “At the Coalface: Gender and Local Government” (Mauritius, South Africa, Lesotho and Namibia). Following gender and local government strategy workshops in all these countries from May-September 2007, the intention is train a cadre of facilitators who will develop locally adapted materials for assisting councils in formulating gender action plans and to develop local materials for doing so. The training of trainer workshop will take place from 5-7 November, to be followed by finalisation of materials and policy roll out in 2008.

Objectives

  • Develop relevant gender action planning training material for use at council level in four countries(Lesotho, Mauritius, Namibia and South Africa);
  • Agree on final translation and illustrations of these materials for use in the roll out of gender action plans at council level in 2008;
  • Train in country facilitators to use adapted training material to develop gender actions plans for local government;
  • Develop work plans for rolling out the action plans at local level in 2008; agree on roles and responsibilities.
  • Agree on a few high profile flagship activities to kick start the process during the Sixteen Days of Activism from 25 November to 10 December.

Background

In 2006/2007 GL undertook a pioneering study, “At the Coalface, Gender and Local Government” on conditions necessary to increase the representation of women in local government in Southern Africa, and to ensure their effective participation.A key finding of the study is that despite the lip service paid to gender and local government very few practical steps have been taken to mainstream gender in this tier of government or to build the capacity of councillors to lead this process.

The first step of the project, which is now complete, was to launch the book in the four countries that participated in the study (South Africa, Namibia, Lesotho and Mauritius) and hold strategy workshops in those countries. This next step will be to bring together facilitators from the four countries to a workshop to develop skills, materials and action plans for mainstreaming gender in local government.

The aim is to adapt tools and methodologies that have been designed by GL for developing strategies and action plans for mainstreaming gender in local government so that these are relevant to each country context. As part of its gender justice programme GL has also undertaken pioneering work in developing action plans at local level for ending gender violence. This workshop, which takes place just before the 2007 Sixteen Day campaign, will share experiences of localising plans to end gender violence and plan for the upcoming Sixteen Days Campaign.

Activities

  • Train in-country facilitators to support the development of gender action plans in each district in the four countries in which the study took place (Lesotho, Mauritius, Namibia and South Africa), making use of relevant country local government policy and planning documentation, including budgets.
  • Develop country and language specific kit and templates for developing gender action plans at local level.
  • Hold a one-day strategy and planning session for the upcoming Sixteen Days Campaign as a way of starting flagship gender projects.
  • Finalise work plans and management arrangements for rolling out the action plans at local level.
