Bredon, Bredon’s Norton and Westmancote Parish Council

The minutes of Bredon Parish Council meeting held at Bredon Village Hall on Monday 4th April 2016 at 7.15pm.

Present: Cllr’s, Mr Richard Coghlan, Mr Kevin Falvey, Mr Phil Handy (Chairman), Mr Mike Johns, Mr Andrew Rhodes, Mr Ian Rowland-Hill, Mr Declan Shiels and Cllr Rob Sly.

In Attendance Ms J Shields (Clerk).

1.  Apologies For Absence.

Apologies were received and accepted from Cllrs Alison Palmer, Mrs Diane Kemple, Mr Matt Darby, Mr Brod Whiting and Cllr A Hardman (County and District).

2.  Declaration Of Interests.

Cllr’s were reminded to update their Register of Interests with Wychavon.

Cllr Coughlan registered an ODI as his property is next to a small piece of land in Bredons Norton that has been included in the Neighbourhood Plan.

3.  To Consider The Adoption Of The Minutes Of The Meetings Held On The 7th March 2016.

The minutes having been previously circulated were agreed and signed as a true record.

4.  Finances.

a)  To Agree Invoices To Be Paid.

The following cheques were agreed for payment:-

PC - Packwood printers (Booklets) £58.50 and £46.50, Print Giant (Banner) £94.80, CPRE (Membership) £36.00 D Carter (replacement Cheque), Clerks Expenses £35.17, Lengthsman £396.00.

VH C W Hygiene (various materials , window and gutting cleaning) £329.98, Snow (tubes) £15.50, HMCR £27.00, J Lomasney £206.03, D Rosser £60.00.

b)  Financial Report.

Financial report was presented to the council.

The following remittances were received:-

Lengthsman (Dec and Jan) £390.00, AIH 003 £1,676.92, Tennis Club (Water rates) £47.85.

c)  To Consider a Donation to Bredon Norton Street Tea Party to Celebrate the Queens 90th Birthday.

The council agreed a donation of £200.00 to Bredons Norton celebrations and also having become aware of a similar celebration in Bredon.

5.  To Discuss Fields In Trust.

To be moved as an update.

6.  To Discuss The Future Of The Village Hall And Forming A New Working Party.

A working party consisting of Cllrs Johns, Falvey and Roland-Hill was formed to include Cllr Shiels in September. This will be an update on the agenda until such time as any decisions are made.

7.  Correspondence For Information.

The council agreed for the playing fields to be sprayed as in previous years. Cllr Falvey will co –ordinate.

The times of Royal Mail collections has changed in Bredon Parish, article to be placed in the Parish Magazine alerted parishioners to the change as the notice is very small on the box.

A letter received from Mr and Mrs Cook will be discussed by the Neighbourhood Plan Group before a response is circulated to the parish council prior to being sent.

8.  To Consider A Memorials Policy.

The council agreed the proposed circulated policy.

9.  To Discuss The Councils Vision/Plan For The Four Year Term.

A proposal, as a result of the discussion, drafted by Cllrs Rowland Hill and Shiels will be presented to the council at the June meeting.

10.  To Consider New Homes Bonus Applications 2015-2016.

The clerk reminded the council of the protocol for this item.

Twelve proposals had been received far exceeding the £12,971.00 allocation, after long discussions the following decisions were made:-

1.  Outward Bound Association.

The association having already received £1,000.00 from the 2015-2016 allocation, was rejected, however the application will be carried forward to the 2016-2017 allocation, to be decided later in the year.

2.  Rugby Club Bridge.

The bridge being on private land was rejected.

3.  Installation of lights between the car park, bowls club and football and rugby changing rooms plus painting of bollards in the car park – Organised by the rugby club.

The sum of £1,200.00 was agreed.

4.  Playing Field Storage Facility.

Organised by the Rugby club on behalf of themselves and BPCR, £3,700 was allocated.

5.  First Bredon Scout Group.

£1,000.00 was allocated for camping equipment.

6.  Sailing Club.

£1, 000.00 allocated to enable the purchase of a new junior sailing dingy.

7.  Bredons Norton Village Hall Central Heating Boiler.

£1,446.00, half the cost of the boiler was allocated.

8.  Friends of Bredons Handcock – Bell Boat.

The rules set by Wychavon do not allow the council to donate to the school.

9.  Community Care.

£600.00 was allocated for the servicing of three wheelchairs.

10.  Widening of Foot path between Bredon and Kemerton a stretch of 65 metres.

£3,000.00 was allocated for the hedge to be removed and a new hedge planted.

11.  Installation of a Footpath in the Eckington Road between the playing field and the public footpath.

Quote for this work is awaited therefore this application will be included in the 2016-2017 allocation.

12.  Bus Shelter for School Bus by Jubilee Car Park.

Not feasible as it would set a president of all the school ‘pick up’ points.

A combined application called ‘Bredon Community’ for £11, 946.00 will be completed by the clerk and submitted to Wychavon for their approval. Clerk to notify all applicants.

11.  To Consider Renewing The Grazing Equipment Agreement For The Glebe Field.

The council agreed to continue the existing agreement.

The meeting held on Sunday 20th March, had been attended by over 80 parishioners, unfortunately the Question and Answers session was not fully inclusive of all area’s and regretfully the meeting was bought to a premature end due to an altercation.

New sticker for banner to be ordered.

e)  Going to Appeal.

The area at the bottom of the playing field will be cleared up and the stream cleared out, BCPR to fund the first £350.00 the rest to be funded by the parish council.

The Play day that took place on the 4th April had been a success.

Bees near the play equipment will be monitored and specialist bought in if necessary.

Mr Justin Mathew has now left the county council; a fourth person will be taking this over.
