MILTON PARISH COUNCIL
Minutes of the Parish Council Meeting duly convened and held on Monday 8thJanuary 2018 at Milton Methodist Church, Milton at 7.15 pm
Present were: Cllrs Z Hoskins (Chairman),M Smith (Vice Chairman) J Hyde
In attendance: J. Myers (Clerk) There were 4 members of the public present.
- Apologies for Absence: Apologies were received from Cllr Ffye and Cllr Jarvis.
- Declarations of Interest: There were no declarations.
- Public Participation
Milton Heights Development. Milton United Football Club hosted a meeting with Redrow developers who confirmed work on the junction would start imminently, new plans for Redrow house designs not yet received.
No significant archaeological finds and the team have now left the site.
MUFC have arranged for the existing plans for the community and sports building to be costed (400 square meter building) free of charge. Costed plans to be reported at Stakeholders meeting to be arranged in January.
December’s Milton Parish Council Meeting. Some members of the public who attended, reported difficulty in hearing council discuss agenda items. Action Cllr Hoskins
- County and District Councillors Report
Cllr Richard Webber reported a key point from the Governments November Financial Statement. The government have confirmed £200 million over 5 years to Oxfordshire Infrastructure, supporting economic development. No further housing allocation is required as housing supply already accounted for within 2031 Local Plans.
The chances of Didcot Garden Town being delivered have increased considerably.

The minutes were accepted and signed as a true record.
- Cllr Tim McGrath Resignation (Council to Approve Clerk of informing District Council and Cllrs to take on outstanding tasks)
Cllr McGrath has resigned due to family and work commitments, he hopes to be able to return in the future. Milton Parish Council would like to thank Cllr McGrath for hiscommitment and the considerable work he did for the Parish.
It was resolved for Clerk to inform District Council of Casual Vacancy. Action Clerk

It was resolved for Cllr Hoskins to join Milton Park Liaison Group. Action Cllr Hoskins
Clerk to contact OALC to see if Tim McGrath can remain as signatory until replacement appointed. Action Clerk
- Appointment of Vice Chairman
Cllr Hoskins proposed Cllr Smith. Cllr Hyde seconded.
Resolved to appoint Cllr M Smith as Vice Chairman. Action Clerk
8. Update on items from Previous Meeting.
a. St Blaise School Minibus
County Council subsidy will be removed from July 2018. Headmistress to look at
Possible funding. There is a possibility of a community minibus, however it is very
complicated.
Cllr Hoskins reported it was resolved at recent Milton Welfare Trust meeting to
close the charity and donate funds between St Blaise for School minibus and Milton
Matters. This requires permission from the Charity Commission.
b. New Community and Sports Building at Milton Heights
Working group and stakeholder’s meetings to be arranged. Action Clerk
c. Milton Heights Developments
New plans for Redrow house designs still to be submitted. Cllr Hoskins to contact land
Land agent for further information. Action Cllr Hoskins
d. Website
Site editor training can be provided at £150 +VAT for 2-hour online course. However,
support is included in the annual fee and a manual is provided. It was resolved for
clerk to use manual and obtain support from site developer. Action Clerk
e. Litter Bins
Clerk to contact Tim McGrath for hand over. Action Clerk
f. Maintenance/Play Areas
- Lambe Avenue Play Area. Clerk awaiting quotes. Action Clerk
- Moor Ditch. MEPC will clear Moor Ditch. They will also clear the stretch running through Manor Farm at no cost to land owner. Cllr Hoskins to obtain authorisation from land owner. Action Cllr Hoskins
MEPC (Riparian owner) seeking authorisation from the lease holder to flail the hedging along Old Moor and remove temporary gate.
g. MEPC and Power Station meetings
No power station meeting.

h. Financial Regulations
NALC financial Regulations 2016 document reviewed and adopted by council.
Land Deeds – it was resolved for Clerk to contact Oxfordshire Playing Fields
Association to see if they have Squire Barrett deeds on file. Action Clerk
Clerk to check insurance document for item 15.5 to confirm who is included in
Security or fidelity guarantee insurance.
9.Flood Grant – From OCC May 2013
Letter dated 27th July from Milton Flood Group (MFG) advising MFG had received £1,000 Grant from OCC and deposited funds into MPC bank account as MFG did not hold a bank account.
MPC minutes held 7th May 2013 item 13/86 – Report from Flood Action Group.
“The Parish Council have received £1,000 from OCC for flood prevention work.”
It was resolved for Clerk to request further details on Grant from MFG and send copy of signed minutes. Action Clerk
10.Memorial benches
Memorial Bench and free engraved brass plaque ordered. Fixings already received.
11. Training
Oxfordshire Association for Local Councils (OALC) Training Programme for 2018
reviewed. It was resolved for Clerk to attend GDPR (£40+VAT), RFO’s Year (£80+VAT)
and Roles & Responsibilities (£80+ VAT). Action Clerk
Cllrs Smith, Hyde and Jarvis to confirm availability for Roles and Responsibilities.
Cllr Hoskins to pass Planning training paperwork to other councillors.
12. Play Area Safety Inspection Report - RoSPA
Clerk obtaining three quotes for 8 actions. Mr Cannon to arrange for gate at Lambe
Avenue play area to be looked at. Action Clerk
13. Parking in High Street Lay-by and Lamplight House Corner.
It was resolved for Clerk to contact Tim McGrath for clarification on white lines at
Lamplight House corner. Action Clerk
It was resolved to place notices on vehicles parking in lay-by opposite MEPC and High
Street by Lamplight House. Template notices to be drafted for review at next meeting.

14. Planting in Parish
Milton Community Led Plan (CLP). There was a positive response with 71% of residents
wanting to see more floral and planting displays in the Parish. Action Clerk
It was resolved for MPC to investigate possible Grants. Cllr Hoskins to request funding
from MEPC, Clerk to contact CLP Chair for details on Floral Display Working Group.

19.Public Participation
Lily’s Cottage, 87 High Street, Milton. Member of public asked if MPC had any
information on the sale of Lily’s Cottage.
The new owner has requested to remain anonymous until the sale as gone through.
