Tenure Promotion and Reappointment (TPR)Review

Principle #1: Tenure, Promotion, andReappointment(TPR) Review, along withannual facultyevaluation,form thebasis for a robustprofessoriate whentheseprocesses focussimultaneouslyon facultydevelopmentandaccountability.

Principle #2: The TPRand the annual facultyevaluationprocessesarealignedwitheach otherrequiringtransparentandreliable communicationamongthe TPR chair (servingasthe representative oftheTPRcommittee) and the Chair ofthefacultyresponsiblefor evaluationand thefacultycandidate withhis/her mentor/s.

Principle #3: Facultydevelopmentand accountabilityrequire the civilandrespectfulparticipation of all tenuretrack facultyin processes of mentoring,monitoring,andfeedbackfor improvingthe Clemsonexperience acrossallprograms inLCH in theareasof teaching/advising,research,andservice.

Principle #4: The facultyunit,Leadership, Counselor Education,HumanOrganizationalDevelopment(LCH),consists ofa number ofapplied fieldsthatrequiregroundingin authentic settings across facultyresponsibilitiesfor research,teaching,andservice. More thanclassicaldisciplines,applied fields demandintegrationofresearch,teaching,andservice withinpractical contexts. The TPRCommitteerespectscandidates’well-argued presentations andassignment oftheirwork acrosstri-partite scholarship in research,teaching,andservice.

Process #1: On ayearlybasis,each facultymember and the Chair ofthefacultyengage in settinggoalsanddeterminingmeasuresof accomplishment in the areas ofteaching/advising,research,andservice perthe contractualallocations ofthefacultymember’sassignment inthose areas.Theseyearlygoals and measures areprovidedto the TPRCommittee per the University’sguidelines.Workload is aprimaryconsideration in the TPRCommittee’sreview of candidate requestsforreappointment,promotionwithtenure,and/or promotion.

Process #2: The Chair ofthefacultyassignseachnon-tenured facultymembera mentor ormentorsasappropriate tothe non-tenuredfacultymember’sarea/s ofexpertise andguidance required per contractualallocations in the areas of teaching/advising,research,and service. Selectedtenuredmembersofthe TPRCommittee serve asadvisors to non-tenuredfacultyon preparation ofthe University-required notebooksin the followinggroupings: (a) firstand second contractyears,(b) thirdthroughfourthcontractyears,and(c) fifthandpenultimatecontractyears.

The Tenure,PromotionandReappointment(TPR) Review Committee for thefacultyofLeadership,Counselor Education,Human,andOrganizational Development (LCH)hasdevelopedproceduresforapplicationsfor tenure-trackfaculty’srequestsforreappointment,tenure and/or promotion facultypeer review.Thisdocumentofferscriteriafor evaluatingapplicationsfor Tenure and/or PromotionandReappointmentReview.Candidate’sadministrativelyassignedpercentage ofworkloadacross the responsibilities of research,teaching/advising,andservice is a fundamentalframeworkfor the TPRCommittee’sreview ofcandidate requestsforreappointment,promotionwithtenure,and/or promotion.

I.The Process ofApplication and Peer Review

A.Steps in the peer review processfollow Universityguidelines.

1.Letter ofIntent.The first step in the applicationprocess is aLetter ofIntent to applyforTenureand/or Promotion or Reappointment.Thisletter is addressed to theChair,TPRCommittee.Based on Universityguidelinesissuedthrough the Provost’soffice annually,deadlinesfor submission oftheLetter of Intent will be announcedanddisseminatedbytheChair ofthe TPRCommittee.[See AppendixA for guidance on thisLetter of Intent].

2.Submission of Notebook. The TPRExecutive SummaryNotebook to be consideredbytheTPRCommittee must be submitted to the Chair prior to the deadline announcedbytheCommittee.

3.Recommendations from SchoolDirector and TPR Committee.The SchoolDirector and theTPRCommittee willconductindependentreviewsofthe applications, usingtheevaluationcriteria listed in sectionII, below. When this review is complete, theSchool Director willmeetwith the applicant,and inform the applicant oftherecommendations.At this time,applicantsfor earlypromotion/tenure willindicate in writingwhether ornot the TPRExecutive SummaryNotebook should be forwarded to the Dean oftheCollege. [In thecaseofreappointmentcandidatesand penultimateyearTenureapplicantsthe TPRExecutive SummaryNotebook isautomaticallyforwarded.]

4.Recommendation from Dean.TheDeanwillreview the TPRExecutive SummaryNotebookandmake arecommendation.The applicantwill be informed oftheDean'srecommendation.At this point, applicantsfor Promotionand/or earlyTenure willindicate inwritingwhether ornot theywish theapplication to goforward to theProvost.[In thecaseofpenultimateyearTenureapplicants, the applicant'sfile is automaticallyforwarded.Inaddition, the Deanwill

forward the completefileon anyrequestfor reappointment for whichthereis atleast onenegative recommendationfrom the SchoolDirector,TPRCommittee or Dean.]

5.Recommendation from ProvostandfinalactionbyPresident.TheProvost willreview thecomplete file andforward a recommendationfor final action to the President.The applicantwill be informed ofthefinal action.

B.The roleofthe TPRCommittee

1.Applicants mayaddress anyprocedural questions (e.g.,questions regardingformofthe TPRExecutive SummaryNotebook, externalletters, etc.)to the TPRCommittee Chair and/or theChair ofthe Faculty.

2.The TPRCommitteeupholds the principles and processes necessarytoensure arobustprofessorate in theunit.

3.Non-tenuredfacultymembers are encouragedto attendsessionswhenever providedbythechair/director/dean regardingthe development oftheir portfolios.

II.Guidelines for Promotion,Tenure and Reappointment Review

The followingguidelineswill be usedbytheSchool Director and the TPRCommittee inevaluatingapplications for Tenureand/or PromotionandReappointment:

Reappointment: A recordof Competence in eachofthe3 areas ofperformance evaluation.

Promotion to Associate Professorand/or Tenure: (a)A consistentrecordof Achievement in eachofthe3 areas of performanceevaluation(Teaching,Research/Scholarship,Service).

Promotion to FullProfessor:(a) Arecord of Achievement in each ofthe3areasof performanceevaluation(Teaching,Research/Scholarship,Service);(b)a recordof AchievementwithDistinction in atleasttwo ofthe threeareas.

Note that a prospective facultymemberseekingthe rank offullprofessorandtenure uponappointment must meet the criteria for promotionto professor in orderto receive tenure.

PerformanceLevels:

“NoEvidence” refers to candidate’sfailure to list activities,include documentation,and/orprovide anexplanation in anyofthe required sections [tabs]ofthe TPRNotebook.

"Competence"refers to activitiesthroughwhich thefacultymember demonstrateseffortandabilityin a particular areaof performance evaluation.

"Achievement"refers tosubstantive contributions to the field of educationand/or one'sacademic/professional specialtyarea.

"AchievementwithDistinction"refers to significant contributions to one’sdiscipline and/orone’sacademic/professional specialtyarea.Such distinctive contributionsare identifiedthroughrigorous peerreview andapproval.

Indicators ofCompetence, AchievementandAchievementwithDistinctionfor each ofthethreeperformanceareas of Teaching,Research/ScholarshipandService aregivenon the followingpages.It should be notedthat the indicators on each list are examples of activitiesthatmeet thecriteria for inclusion in the category.

The indicator lists are notexhaustive.Candidates maymakethecase that adifferent,unlistedactivitymeets the intentofthe indicator in anygivencategory. For allcategories,research,teachingandservice,candidatespresenttheirwork asevidence alongwithanargument statingthe relevance of that work to thatcategory. TheTPR Committee servesasClemsonUniversity’srepresentative andreviewsallcandidates’TPRNotebooks seekingevidence ofhoweachcandidatecontributes to the University’s mission.

A.Research/Scholarship

Facultyat nationallyrecognizedresearchinstitutionsare expected to makesubstantialcontributions to the researchandscholarship in their fields of specialization.Toreceive tenureandpromotion to associate professor,afacultymembermust be able to provide evidence that hisor her accomplishments in this area arewell-recognized bypeersand havebegun to have hadanationalimpact.Evidence of such contributions includespublication in refereed, nationallydistributed,andabstracted/indexedjournals;publications ofbooks, book chapters,andmonographs(refereedand indexed);andexternalfundingfor scholarship and research.Factorsthat the PTARCommittee considers in evaluating thequalityofa candidate’sresearchandscholarshipinclude the reputation ofthe journalsin which the candidate has published, theacceptance/rejectionrates ofthe journals in whichheorshe haspublished,thefrequencywithwhich the candidate’s works arecited in the literature (e.g.,citation index), the reputation offundingsources, theacceptance/rejectionratesoffundingsources,and theamount of externalfunding.

Accordingto theFacultyManual“the rank ofprofessoris granted on thebasis of distinguishedscholarlyor creative publication.” For promotion to fullprofessor,evidenceof sustainedcontributions in the areaof researchand scholarship ofaqualityand quantitycommensurate withthe standards ofaresearch institutionis required.Inaddition to meetingallthe requirementsfortenure andassociate professor, afacultymemberat this level must be able to provide evidencethat his or her scholarshiphasbeen nationallyrecognizedandhas had asubstantial impact on hisor her fieldof specialization.In addition, a significantnumber offirstauthoredpublications isdesirable.Lists of performance indicatorsaregivenbelow.The lists arenot exhaustive.

B.Teaching Advising

Teachingis thefundamental responsibilityofthefaculty.Teachingencompasses not onlyclassroomteaching, but also suchactivitiesasclinicalsupervision,advising,mentoring,tutoring,andservice ongraduate committees.Advisingis animportantcomponent of scholarship inteachingdueto thespecialized andindividualizednature ofgraduate programs.LCH’sTPRcandidatesincludeadvisingasa significant component of their statementsof teachingphilosophy.

Teachingeffectiveness must be documentedwith student evaluationsand course syllabi.Teachingdocumentation mayalsoinclude evidenceof pedagogical innovations, evidence ofacademic rigor ofcourses,measured improvements in subjectmasterybystudents, specialteachingawardsandrecognition,peerreview, contributions to course development,andprofessional development activities.

Competence

The facultymember will be evaluatedbystudents,peersandsupervisorsasgenerallydemonstrating aconsistent record ofimprovement in teaching.Indicators include:

1.A high level of subjectmatter knowledgeand masteryofcoursecontent.
