CLASS TITLE:LABOR, EMPLOYMENT AND TRAINING ADMINISTRATOR I - SES

This is work managing a statewide program and/or section with statewide responsibilities to enhance employment opportunities for unemployed, underemployed, and/or socially and economically disadvantaged workers and/or business enterprises; or managing a section with sole responsibility for the statewide monitoring, auditing and evaluation of such a program. The employee(s) in position(s) allocated to this class exercise(s) independent judgment in formulating or assisting in the formulation of policies and procedures which have significant impact in personnel administration and/or preparation and administration of budgets.

EXAMPLES OF WORK PERFORMED:

  • Plans, develops, and coordinates a statewide program in one of the following areas: program evaluation; grants management; monitoring and auditing; special; base; agricultural; or employment and training.
  • Assists with the formulation, interpretation and implementation of policies, operational procedures and standards.
  • Attends meetings and conferences on matters related to the organization.
  • Develops operational procedures for the section.
  • Directs the development of training materials to ensure that all section employees are adequately trained to perform their work.
  • Advises higher level management on problems, policies and program activities.
  • Plans, develops and coordinates a statewide program that will enhance the opportunities of socially and economically disadvantaged business enterprises to remedy the effects of past economic disparity.
  • Plans and directs the work of a staff of technical personnel engaged in conducting statistical and socioeconomic studies related to various aspects of labor market information.
  • Designs and implements plans to establish and maintain a comprehensive labor market information reporting and delivery system to provide local, regional, and statewide information on labor demand and supply to planners for government and private industry, economists and other interested individuals.
  • Performs related work as required.
