CLASS TITLE:HUMAN SERVICES COUNSELOR II
ALLOCATION FACTOR(S)
This is professional counseling work in one of the following areas: (1) providing adjustment and pre-release techniques for institutionalized mental health patients as they return to communities; (2) providing guidance and counseling to the mentally deficient, emotionally disturbed and indigent; (3) providing counseling in a drug abuse rehabilitation program; or (4) providing counseling to clients with complex needs resulting from behavioral, emotional, and/or developmental problems.
EXAMPLES OF WORK PERFORMED:

- Provides consultative services to community organizations, groups and individuals on mental health programs.
- Counsels families and guardians of residents and patients in adjustment problems and pre-release activities.
- Counsels assigned drug clients and their families under treatment for drug abuse problems.
- Locates and studies day care, foster, and group homes to determine eligibility to be licensed for the care of adults and provides coordination throughout the placement period.
- Develops plans which include necessary services to accomplish habilitation or rehabilitation and provides casework services to assist the clients in attaining social, educational, and vocational goals.
- Completes required initial social, legal, and medical investigative work relating to protective services, dependency, and abuse.
- Interviews parents, guardians, and other persons having knowledge of dependency or abuse situations.
- Develops health related care plans and insures that clients receive all social services required to support medical treatment.
- Screens potential clients for admission to a mental health program.
- Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:

- Knowledge of the theories and practices in counseling or social work.
- Knowledge of professional ethics relating to counseling or social work.
- Knowledge of interviewing techniques.
- Ability to conduct social, legal and medical investigations.
- Ability to complete assessments and develop plans for individual cases.
- Ability to plan, organize and coordinate work assignments.
- Ability to actively listen to others.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
MINIMUM QUALIFICATIONS
- A bachelor's degree from an accredited college or university and one year of professional experience or two years of paraprofessional experience in developmental disabilities, special education, mental health, counseling, guidance, social work, health or rehabilitative programs.
- A master's degree from an accredited college or university can substitute for the required experience.
