Main purpose of the job

  • To lead on digital and data for TVH and provide strong, visionary leadership in the organisation’s digital and ICT strategy.
  • To support the business in the development of services and make our online and self-service experience so good people choose to use it.
  • To lead the ICT teams to use data and digital technology to meet the needs of service users and to become a more effective organisation.
  • To ensure TVH have excellent infrastructure and business systems to support our operations and strategic objectives.
  • To participate and contribute to the corporate leadership of the organisation.

Financial dimensions specifically attached to post:

  • The CIO will be responsible for a department budget of around £4m (including 17FTE staff).
  • The CIO will monitor and analyse the costs, value and risks of ICT and Digital Services to advise the Executive Team and Board and to support the business.

Principal accountabilities expected of the post holder

Corporate Leadership

  • To support the Executive Team and TVH Group boards.
  • Lead on the delivery of the customer facing elements of the Digital Transformation Strategy.
  • Engage and support staff teams across the organisation to deliver on the strategy.
  • Represent the organisation externally.

Strategic and Operational leadership

  • Establish a coherent, unified approach to data across the organisationto enable data-driven decision-making.
  • Lead the recruitment and embedding of a sustainable digital capability across TVH, and a complementary culture to widen all-staff awareness and confidence in using digital tools.
  • Set objectives and strategies for the ICT and Digital teams to support the business.
  • Implement suitable technology to streamline operations and optimise the strategic benefit.
  • Design and customise technological systems and networks to improve user experience.
  • Monitor changes in technology to ensure TVH stay innovative and competitive.
  • Provide guidance to IT professionals, senior managers and all other staff at TVH.
  • Ensure business plans and operational budgets are well prepared and managed.

Digital services for service users and staff

  • Service Design–to support TVH’s service improvement teamsto ensure the right thing gets built as a digital service.
  • Development Road Map - develop and maintain a prioritised roadmap for digital services creation & improvement across all customer-facing areas of the organisation’s operations.
  • Programme Management & Delivery - assemble and maintain resources to deliver the annual programme of work. This includes both payroll staff and a roster of good digital services contractors.
  • Feedback - establish and maintain good working practices such that feedback from users, developers and data insights are fed into the design and delivery processes.

Data & Insights

  • Information Architecture - ensure effective and unified information architecture arrangements are in place, with protocols for sharing data (rather than interfacing data) between applications.
  • Data Standards - ensure relevant data standards are developed, documented and maintained across the organisation.
  • Data Protection - Champion Data Protection across the organisation, ensuring a good level of understanding and engagement from non-technical staff.
  • Data Ownership - ensure clear ownership of each class of data exists and is properly controlled across the organisation.
  • Benchmarking - lead on all benchmarking activity, working with finance colleagues where appropriate, to ensure insights are shared such that they merit the time & cost of participation.

External profile

  • Establish and develop a strong external network to promote the work and reputation of the TVH Group, including relevant commercial subsidiaries.
  • Represent the TVH Group positively to the regulator, local authorities and funders/investors, including speaking at conferences as appropriate.

Leading the Team

  • Deliver the overall objectives for the role through the team: leading in a supportive way, enabling each team member to deliver their best work.
  • Allocate staff resources in order to deliver key objectives, and ensure directorate participation in corporate initiatives.
  • Ensure each team member has clear objectives and performance expectations set out, and receives regular feedback, coaching and support to deliver.
  • Ensure skills development and training needs are identified and delivered, in partnership with the training department.

PERSON SPECIFICATION

Role: Chief Information Officer

Knowledge, Experience & Skills

Experience of developing technology transformation strategies and managing the delivery of associated technical services, solutions whilst balancing tight resource constraints, conflicting priorities and a dynamic programme.

Demonstrable and practical experience at a senior level, in public or private sector of delivering transformational change to business technologies and processes, to deliver cost savings and service improvements to customers.

Digitally literate and capable of effectively engaging with technical staff, suppliers and stakeholder to define the best approach to service design to achieve business/user objectives. Detailed technical expertise is not essential, but the ability to manage developers and ask the right questions is a minimum requirement.

A high degree of market awareness – with a demonstrable experience of innovative approaches to procuring services and managing relationships with suppliers.

Experience of leading a review of an existing IT function and defining and delivering a programme of improvements to its internal process, structure and capability.

Experience of current Agile project management practices, open source, cloud platforms and digital services.

Experience of working with modern network management solutions; utility or commoditised hosting environments; cloud-based procurement.

Awareness and understanding of Data Protection law and regulations.

Awareness and understanding of industry standard security issues and processes.

Ability to work under pressure and respond quickly to changes circumstances and to tight timetables.
