CITY OF THORNTON – APRIL 9, 2018 – 7:00 PM. – CITY HALL

The Thornton City Council met on the above date and time with Mayor Pro-tem Michael Younge calling the meeting to order. Council members present: Betty Jensen, Randall Bohman and Rob Duff. Absent: Mayor Mike Jensen and Council member Roger Engebretson. Also present: City Attorney Mike Moeller and Tom Janeka.

Duff made a motion to approve the agenda. Bohman seconded, motion carried.

Jensen made a motion to approve the minutes from the March meeting. Duff seconded, motion carried.

Bohman made a motion to approve payment of the bills. Duff seconded, motion carried.

Mayor Protem Younge opened the Public Hearing on the proposed amendment to the start time of City Council meetings. There were no written or oral objections. Duff made a motion to close the Public Hearing. Bohman seconded, roll call vote, Jensen aye, Bohman aye, Duff aye, Younge aye, motion carried. Jensen made a motion to approve the first reading. Bohman seconded, roll call vote, Jensen aye, Bohman aye, Duff aye, Younge aye, motion carried. Duff made a motion to waive the 2nd and final readings. Jensen seconded, roll call vote, Jensen aye, Bohman aye, Duff aye, Younge aye, therefore Ordinance #1048 adopted.

ORDINANCE #1048

AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF THORNTON, IOWA, AN IOWA MUNICIPALITY, BY AMENDING SECTION 2-8-3, PERTAINING TO MEETINGS.

BE IT ENACTED by the City Council of the City of Thornton, Iowa:

SECTION 1. SECTION MODIFIED. Section 2-8-3 (1) REGULAR MEETINGS. The Code of Ordinances of the City of Thornton, Iowa, an Iowa municipality, is hereby amended by changing the start time of the regular City Council meetings. The following shall be amended and replaced in the City of Thornton, Iowa Code of Ordinances.

2-8-3 (1) REGULAR MEETINGS. The regular meetings of the City Council are on the first Monday of each month at six thirty (6:30) p.m. in the City Council Chambers at City Hall. If such days falls on a legal Holiday or for other reason, the meeting is held on such different day or time as determined by the City Council.

SECTION 2. SEVERABILITY CLAUSE. If any section, provision or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional.

SECTION 3. This Ordinance shall take effect upon publication as required by law.

Janeka reported he spoke with a couple of plumbers regarding the lead joint at well #1. Cost estimates for replacing the joint will be presented after the new fiscal year.

The Clerk reported the emergency lighting and UL rated exit signs have been installed by Jensen electric.

Bohman made a motion to table the discussion on water meter replacement. Duff seconded, motion carried.

The Clerk reported the interest rate on the garbage truck loan increased in March due to the 5-year adjustable interest rate. The Council was in agreement to pay off the loan early. A Budget Amendment will be presented at the May meeting.

Jensen reported Mission Thornton has finished painting the kitchen at the Community Center and would like to move on to the back hall and restrooms. The Council was in favor of having the group complete the painting.

The Clerk reported the east stove in the Community Center is not working properly and needs to be replaced. After discussing the condition and age of the other appliances, Duff made a motion to replace both stoves and the refrigerator. Bohman seconded, motion carried.

The condition of the sidewalk outside of the Community Center was discussed. It was agreed to try grinding down the raised areas before trying anything else.

Duff made a motion to approve the beer permit application submitted by K & H, Classic Stop. Jensen seconded, motion carried.

Golf cart use was discussed while the S 1st Street bridge is replaced.

A building permit application was presented from the tenant at 204 S 2nd Street.

Bohman made a motion to adjourn. Jensen seconded, motion carried.
