GENERAL POSITION SUMMARY:
Plan, direct and oversee the operations of the Police Department, including management services, field operations and criminal investigations, with full accountability for results in terms of costs, personnel and methods. Supervise Police Department personnel, through subordinate supervisors, in the performance of their duties. Attend various meetings and training. Ensure open communication with public in matters of public safety and other police-related concern.Serve as a member of the City’s management team.
MAJOR RESPONSIBILITIESThis employee may perform the following, however this list does not include all of the tasks the employee may be expected to perform in this position.
- Establish departmental objectives in line with Council goals. Plan and develop law enforcement policies, procedures, standards and programs based on analysis of City growth, crime patterns, workload, staffing levels, and related economic, legislative and judicial influences to provide appropriate and effective law enforcement services to the community.
- Performs personnel duties such as selection, discipline, evaluation and discharge of employees in consultation with the City Administrator. Imposes economic hardship on Police department personnel including unpaid suspensions, demotions and terminations from employment with the City. Establishes performance standards; counsels employees as appropriate. Develops processes that involve employees in decision-making. Provides career development opportunities for staff. Facilitates goal and objective development with division management personnel.
- Develops, manages and administers the department's annual budget to ensure quality, community-oriented and cost-effective services.
- Establish and maintain effective working relationships with other public safety agencies, City departments, special interest groups and the general public. Maintain communication with media representatives to ensure cooperative effort and accurate reporting of activities.
- Negotiates contract services provided by other agencies including county-wide emergency 9-1-1 police, fire and medical communication services, and law enforcement records management services.
- Assign, supervise and evaluate work of subordinates. Hear grievances and administer disciplinary action. Interview and effectively recommend hiring and termination actions. Ensure provision of adequate training within department.
- Initiate and facilitate internal investigations of public complaints and allegations of departmental employee misconduct in conjunction with the City Administrator. Provide corrective action as needed and/or recommend actions to City Administrator.
- Supervise and assist in major incidents, crimes or accidents. Ensure City Administrator is properly informed of activities.
- Attend City Council and various other meetings, providing input and receiving direction or other information. Prepare reports, resolutions, and ordinances for Council information or action.
- Promotes awareness and public involvement in community policing and crime prevention. Participates in public functions to promote crime prevention and law enforcement.
- Serves as liaison with prosecutors, courts, law enforcement agencies and legislators at city, county, state and federal levels as well as with a wide variety of community organizations, citizen groups, and the public at large.
- Operates and drives a motor vehicle safely and legally.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to resolve situations by making appropriate decisions in highly stressful, rapidly deteriorating, and/or violent situations.
Comprehensive knowledge of police operations, community policing techniques, police administration and knowledge of the rules and regulations of the department.
Excellent supervisory skills. Ability to hold employees and supervisors accountable for personal goals and contributions towards organizational objectives and values. Ability to motivate staff and to delegate, supervise and review the work of others.

Ability to maintain the standards identified in the Law Enforcement Code of Ethics.
High school diploma or GED certificate.A Bachelor’s Degree is desirable.
Oregon Department of Public Safety Standards and Training (DPSST) certification as a police officer with Supervisory Law Enforcement Certificate or higher.
Five (5) years of progressively responsible leadership/management experience in the law enforcement field with a minimum of two (2) years at the rank of Police Sergeant; or any equivalent combination of education and experience which provides the knowledge, skills, and abilities to perform the essential functions and responsibilities of the position.
Candidates must have the ability to obtain a Management Certificate from DPSST within twelve months of hire, and must be able to obtain and maintain an Executive Certificate from DPSST within twenty-four months of hire.
Candidates must possess a valid Oregon driver license and acceptable driving record.
Must establish residency that allows response to the station for critical incidents within 15 minutes within 90 days of accepting employment.

The employee may occasionally be required to engage in physically combative confrontations with resistant and possible violent individuals in order to subdue them.
Manual dexterity and coordination are required for a majority of the work period. This is used while operating equipment such as cameras, calculators, vehicles, computers, laptops, firearms, alternative weapons, defensive tactics, etc.
WORKING CONDITIONS:
Periodically, work is performed in an office environment under usual office working conditions. The noise level in the work area is typical of most office environments, with some telephones, personal interruptions and background noises. In addition, this position involves field work which may be performed in inclement weather and under hazardous, stressful and dangerous conditions. The position requires long hours and overtime. The incumbent may be subjected to contagious disease, chemical exposure or violent situations involving the use of dangerous or deadly weapons.
