The following is additional information regarding Invitation to Bid #TRN-3812 titled Roadway Construction Materials and Debris Disposal released on 10/05/2017. The due date and time has been changed to 11/15/2017 at 3:00 PM (Pacific). This addendum includes both questions from prospective bidders and the City’s answers and revisions to the ITB. This addendum is hereby made part of the ITB and therefore, the information contained herein shall be taken into consideration when preparing and submitting a bid.

Additional Notes: Provides 4 hours working and transport time and is batched with a water-reducing agent to 3.5” Slump
6.5 sack 1-1/2” High-Early Cement (A finer Grind Cement “HOT”). You are asking for extending hours to allow working time. This would require the customer ordering 6 ounces of Retarder. Would it be possible to add a box where the supplier may add an admixture with the option to price it by $/oz and by $/cwt (cementitious weight)? / The Bid Offer Form provides the following:

Seattle City Light Material Standard; this mix is typically used for PSE & SCL primary and secondary feeder lines.
Recommendation: It is contractor’s responsibility to order color – Color is NOT included in this mix or mix pricing and is ordered and billed as a separate line item. 4 LBS of Red per cubic yard is typically required when pouring High Strength Fluidized Backfill. The awarded contracts for roadway construction materials (e.g., mineral aggregates, asphalt products, bituminous materials, and similar products) are for the supply of such materials to the City’s crews at various non-public works project sites. Additionally, the awarded contracts for disposal services are for waste dumping locations that accept and recycle debris (e.g., broken concrete, asphalt, rocks, brush, land clearing debris, rubble, dirt, and stumps) from the City’s crews. The disposal services do not include hauling of such debris because the City has separate contracts for hauling services.
Furthermore, the awarded contracts are not for cementitious materials. See Item #21. Additionally, the awarded contracts are not for services subject to prevailing wage requirements under WAC 296-127-018. Therefore, no successful vendor may (i) deliver roadway construction materials to a public works project site or (ii) remove or otherwise haul roadway construction materials from a public works project site.
For those who have submitted a bid and are impacted by the clarification, you may submit a request to withdraw your bid and either submit a new bid or completely withdraw from the bidding process.
