Mayor Amundson called the meeting to order at 7:00pm. Council members present were Joel Prudhomme,Tyler Kirchnerand Chris Thoennes. Also present was Auditor Millerand several residents.Motion (Thoennes,Kirchner) to approve theAugust7thcouncil minutes, passed unanimously.

Jessie Jahner presented the community policing report for August. He also talked with the council about the county Code Red system. More information will be shared by the City, but residents need to sign up to receive alerts to receive them through the system. The Code red system is used by the county to emergency situations to get immediate notifications to people in specific areas. You can sign up by going to

Jon Lowry from Lowry Engineering was present for the meeting. He noted the items that needed to be completed and that reseeding is planned for the areas that need it. The cracks on Bakers lane and Adams Drive were discussed again. Jon noted that they had not reviewed the cracks in the last two months. He will review the roads with Northern Improvement and discuss the options. More information will be communicated to residents once they are reviewed.

Jim Mack came to discuss the ordinance violation letter received. Motion (Thoeenes, Kirchner) to waive the fine Jim received as all issues have been resolved, passed unanimously.

Duane Lura came to the meeting to discuss his fence ordinance letter. He has secured the fence with pipe, t-posts, U-bolts, and other items. The council had many questions about the constructionand Mr. Lura explained the reason behind his construction method. Duane left the meeting before the conversation concluded. The council recommended that the building inspector have the fence removed within 30 days or rebuilt per manufacturer specification with a new permit obtained.

Member Thoennes noted that new street lights were ordered for the 9th addition. Member Thoennes and Auditor Miller will likely rent a scissor lift and complete the conversion prior to winter. The return on investment should be less than 3 years and the lights carry a 5 year warranty.

Community days was discussed. Thank you to everyone who came out and participated in the events. A special thanks to Wendy Allen, Kristel Amundson, Karla Isley, and Kim Triebwasser, Quality Meats, Lowry Engineering, Cass County Sheriff’s Office, Harwood Fire Dept., FM Ambulance, the Pitmaster Competitors, Preferred Savings Book, Rix Mix, and Reile’s 9th Addition for organizing and donating their time, talent, and funds.

Member Prudhomme is working with S&S Landscaping to get warranty on 6 trees that should be planted next week.

Motion (Thoennes, Kirchner) to approve the final 2019 budget with a levy of $156,662.28 and an estimated mill of 47.51; passed unanimously. The proposed budget would decrease the mil levy by .1 mills and increase the city revenues by roughly 19,000.

Member Thoennes verified the checking and money market accounts. Motion (McCamy, Kirchner) toapprove the July financialsand the following bills unanimously passed: Council and employee wages 5031.25; IRS fund 384.89; Cass County Electric 609.97; City of Fargo 4653; Waste Management 3590.37; Xcel Energy 30; Cass Rural Water 376.94; Chase Card 1105.25; Moen Portable Toilets 205; Forum Comm. 29.52; Fargo Electric Construction 1920; Kotaco Inc 720; Paras Contracting Inc 8998; Agassiz seed 169.32; Key Contracting 19750; Nic Miller 100; Titan Homes 1000; Roadway Services Inc 9969.75; and Lowry Engineering 18,635.

Motion (Thoennes, Kircher)to adjourn the meeting carried. Mayor Amundson adjourned the meeting at 8:45pm.
