This meeting is held in compliance with Wisconsin’s Open Meeting Law, WI § Chapter 19, Subchapter V. As such it is open to the public.

Following the open session of the meeting the Common Council will convene into closed session pursuant to sec. 19.85 (1)(g)Wis Stats to confer with legal counsel concerning litigation to which the city may become a party involving possible adverse employment actions by the City with regard to current employees.

  1. Motion to Approve/Correct April 8th and 15th, 2014 Council Meeting Minutes.
  1. Motion to approve the payment of vouchers in total amount of $364,868.64.
  1. Lidice Monument final report – Toni Brendel
  1. Proclamation for Carl Marschke.
  1. Motion to accept the insurance company’s recommendation and disallow the claims by Fromolz and Hershey as recommended by the Committee of the Whole.
  1. Motion to increase the limit for capitalizing of purchases from $1,000 to $5,000 as recommended by the Committee of the Whole.
  1. Motion declaring an emergency due to both RBC’s at the Waste Water Treatment Plant going down at the same time and costing approximately $250,000 which the city does not have in the budget nor the funding to pay for the needed repairs as recommended by the Committee of the Whole.
  1. Motion declaring an emergency due to extremely cold weather causing numerous water main breaks, lateral freeze ups and the water lose from water runs needed to reduce these freeze ups.

  1. Motiondirecting Thalacker to have gravel pads installed at the Chain-O-Lakes Campground as recommended by the Committee of the Whole.

COUNCIL PROCEEDINGS

………of the Common Council of the City of Phillips at a organizational meeting held in the Council Room of Municipal Hall on May 13, 2014.

Oaths were given to newly elected and re-elected members, Linda Johnson, Richard Heitkemper and Jordan Spacek by Clerk Revak.

The meeting was called to order by Mayor Peterson at 5:30 p.m. Those present included:

1st Aldermanic District: Jerry Clark, Richard Heitkemper (ABS)

2nd Aldermanic District: Linda Johnson, John Vlach

3rd Aldermanic District: Dorothy Hanish, Jordan Spacek

Clerk/Treasurer: Barb Revak

  1. Johnson/Clark motioned to Approve/Correct April 8th and 15th, 2014 Council Meeting Minutes. Carried
  1. Heitkemper/Spacek motioned to approve the payment of vouchers in total amount of $364,868.64. Carried
  1. Lidice Monument final report – Toni Brendel

Toni reported to the Council the completion of the restoration to the Lidice Monument and the directional signs. The design and installation will be paid for by the AM VET Auxiliary. There were donations from all over that contributed to the project. The Phillips Area Chamber of Commerce donation man power and put together donation jugs that have been placed in businesses within the area.She gave a special thanks to Bill Ball who printed brochures and spread them out amongst the community, made the signs, posters and tickets for the fund raiser and made photographs at all no charge. The Lidice Monument Repair fund has a current balance in their savings account of $1,934.79. This will remain in the account for future repairs. Toni thanked all those involved with the restoration project and held up a picture of the completed repair. She also stated that the Boy Scouts will raise the flags at Sokol Park in the spring and retire them in the fall.

  1. Mayor Peterson explained that he was going to read a proclamation for Carl Marschke at the Price County Economic Development Association meeting.

  1. 2014 Budget – Looked good all around
  1. Committee Reports.
  2. Ambulance – meeting was on April 30. Rent was increased by new owners but work needs to be done on the building and mowing and shoveling will be done by the land lord.
  3. Library- class visits and summer kickoff party is being planned
  4. Chamber- Tony Blatler is the new director and they have 193 members thanks to Linda Heizler.
