Mayor Washburn called the study session to order at 5:00 p.m.

ADJOURN TO CLOSED-DOOR MEETING – Litigation and Property Acquisition

Mr.Sandstrom moved to adjourn to a closed-door meeting to discuss litigation and property acquisition issues pursuant to Sections 52-4-5(1)(a)(iii) and (iv), of the Utah Code Annotated. Mrs. Thurston seconded the motion. Those voting aye: Mr. Campbell, Mr. Dickerson, Mr. Forsyth, Mrs. McCandless, Mr. Sandstrom, Mrs. Thurston, and Mr. Washburn. The motion passed unanimously.

CLOSED-DOOR SESSION – Litigation and Property Acquisition

A closed-door session was held at 5:05 p.m. to discuss litigation and property acquisition pursuant to Sections5245(1)(a)(iii) and (iv), of the Utah Code Annotated. Those in attendance were: Mayor Jerry Washburn; Councilmembers Les Campbell, Dean Dickerson, Douglas Forsyth, Karen McCandless, Stephen Sandstrom, and Shiree Thurston; staff members Jim Reams, Richard Manning, Paul Johnson, Stanford Sainsbury, Jeff Pedersen, and Gina Peterson.

The meeting adjourned at 5:42 p.m.

REVIEW OF AGENDA ITEMS

The Council and staff reviewed the agenda items. Mayor Washburn reviewed the discussion items on the agenda. In review of the City Council retreat minutes from November he feels confident with the reasoning to let the Neighborhoods in Action try handling town meeting internally with the assistance of Joyce Johnson, Neighborhood Organization Specialist.

Mr. Forsyth then reviewed the other discussion item, the McKay Special Events Center Advisory Board, for which he is the City Council liaison. This board meets quarterly and Mr. Forsyth welcomed any issues from other City Councilmembers needing to be addressed. He also suggested having a liaison from the community or neighborhood groups. The new school president, President Sederberg, is interested in coordination with community and school district leaders. It was noted that UVSC has a Community Relations Committee.

CITY COUNCIL NEW BUSINESS

The City Council had no new business.

The Council adjourned at 6:00 p.m. to the City Council Chambers for the regular meeting.

Mr. Campbell moved to approve the minutes of the November 21, 26, and December 10, 2002, meetings of the Orem City Council with minor corrections as noted. Mr. Sandstrom seconded the motion. Those voting aye: Mr.Campbell, Mr. Dickerson, Mr. Forsyth, Mrs. McCandless, Mr.Sandstrom, Mrs. Thurston, and Mr. Washburn. The motion passed unanimously.

Youth City Council

Mr. Campbell noted the Youth City Council and Don Norton have been invited to visit Logan City in March to do workshop on the oral history project.

PERSONAL APPEARANCES

Time was allotted for the public to express their ideas, concerns, and comments on items not on the agenda.

Local student Chris McIntire, 673 West 350 South, expressed concern with speeds along Bruin Blvd next to Mountain View High School. He has personally almost gotten hit by a speeding vehicle and suggested speed bumps be installed to slow the traffic.

Mrs. McCandless clarified that Mr. McIntire was referring to Bruin Blvd from 800 West south of the High School to the Fitness Center. Mayor Washburn acknowledged the street is heavily traveled and stated staff would address the issue and respond to Mr. McIntire.

ORDINANCE – Amend Section 7-1-5 of the Orem City Code by adopting the National Electrical Code, 2002 Edition as required by State law.

SCHEDULED ITEMS

MOTION – Approve Land Use Scenarios Report - Southwest Area Transportation Study.

As a review, Mr. Sainsbury indicated approximately eight months ago, the City Council was reviewing some of the traffic issues in southwest Orem. In the future the City Council knew various issues would need to be addressed including student housing traffic, I-15, and Geneva Road. The City Council determined to take the entire southwest area of Orem, from State Street west and Center Street south, and complete a study to establish needs for priorities and construction. It is anticipated that completion of this study will probably take about one year.

Mr. Sainsbury reviewed the Land Use Scenarios Report proposed by Horrocks Engineers and Bear West to be used in Southwest Area Transportation Study (SWATS) for Part2, Development of Transportation Scenarios.

Over the last six weeks, the consultants for SWATS have had several meetings with City staff to analyze land use scenarios. One of the meetings included UVSC staff to discuss issues associated with the student housing. Mr. Sainsbury reviewed student housing numbers and then reviewed student housing land use priorities as determined by Bear West and the reasoning for these priorities. Some of these properties were selected as ideal areas for student housing because they provide student housing without impacting local streets and neighborhoods as well as taking pressure off University Parkway.

The next step in the study is to evaluate transportation improvement alternatives which can support the land use scenarios. The transportation alternatives will include the traffic growth anticipated for I-15 corridor. The Transportation Improvement Alternatives Report should be ready for a review by the City Council in February.

Without any change in land use the city is facing some very serious transportation problems in the southwest area. With the help of the consultants, staff has devised some models to present to the City Council and public. These models can also be taken to UDOT to let them know the direction the City would like to go. It will also benefit UDOT as they talk about redesigning I-15 in this area.

The remaining steps for Part 2, Development of Transportation Scenarios will involve the following:

·  Public Involvement Meetings and Surveys

·  Modeling of the Transportation Alternatives

·  Cost Estimates

·  Preliminary Environmental Evaluation of Preferred Alternative

·  Public Open House

·  Draft Report

·  Work Session with City Council to review Draft Report (tentative date is May 6, 2003)

Mr. Sandstrom commented that he is uncomfortable having certain areas, specifically the trailer court north of the college on 1200 West, designated as a second priority area for student housing.

Mr.Sainsbury stated staff does not anticipate this area redeveloping because it is a viable nice trailer court. This area was included as an objective response from Bear West that felt the parcel could easily accommodate a student housing development and has access to the back entrances of UVSC. He noted these areas were simply provided in order to run models with the potential amount of student housing is an area. Rather than concentrating on specific properties, the City Council could view it as an option to have a certain amount of student housing along 1200 West, north of the UVSC. Mr. Sainsbury also clarified the City Council is not adopting the student housing land use priority map.

Mr. Campbell asked if the consultants have contacted UTA. Mr. Sainsbury stated they have worked with UTA, MAG, UDOT, and UVSC. Since they are all involved in transportation, it is critical to get their information and these agencies are excited the City is completing this study.

The Council felt there ought to be a push to get solid information from UVSC regarding college students and demographics, including statistics about students living at home. Mr. Reams indicated he would make a request from UVSC to get their most recent numbers regarding student housing.

ORDINANCE – Amend Section 19-3-5 of the Orem City Code – Allow Recreational Vehicle Parking on City Streets.

City Attorney Paul Johnson recommended the City Council, by ordinance, amend Section 19-3-5 of the Orem City Code, allowing recreational vehicles to be parked on city streets up to 72 hours.

Section 19-3-5 of the city code limits the parking of trailers, campers, boats and other recreational vehicle on city streets to 24 hours. At a recent City Council retreat, members of the Council requested staff prepare an ordinance extending the time limit to 72 hours. Extending the parking hours will allow owners of recreational vehicles sufficient time to clean, and prepare the vehicles for storage after each use. The additional time will have negligible impact on neighborhoods.

Mr. Campbell clarified the ordinance would not only address recreational vehicles, but also trailers with debris to take to the dump.

Mrs. Thurston asked if the ordinance change was supported by the Public Safety Department, and it was indicated that Mike Larsen provided input on the draft ordinance.

Mr. Sandstrom moved, by ordinance, to amend Section 19-3-5 of the Orem City Code, allowing recreational vehicles to be parked on city streets up to 72 hours. Mr. Campbell seconded the motion.

Mrs. Thurston stated she would prefer if the ordinance were 48 hours rather than 72 hours. She feels there are safety concerns because obstruction of a site it caused, and people will push the issue if it is extended to three days.

The Mayor called for a vote on the motion. Those voting aye: Mr. Campbell, Mr. Dickerson, Mr.Forsyth, Mrs. McCandless, Mr.Sandstrom, and Mr. Washburn. Those voting nay: Mrs.Thurston. The motion carried with a majority vote of 6:1.
