Application and funding guidelines

The aim of these grants is to support schools and youth based agencies to celebrate our diversity and challenge homophobia and transphobia in our communities.

The theme for IDAHO 2014 is Freedom of Expression.

In 2014 we are changing the structure of our IDAHO grants round. There are now several categories of grant that your school or agency can apply for. Schools or agencies can apply for one or both category of grants.

APPLICATIONS CLOSE 7TH MAY 2014. SUCESSFUL APPLICANTS WILL BE NOTIFIED BY 10TH MAY 2014.

Creative Arts Grant -$500

This is a partnership between GPAC, Headspace and GASP.

These grants are for schools or agencies that wish to develop a work of art to present at a special showcase at GPAC in September 2014, to coincide with Wear it Purple and R U ok day. This grant is two opportunities in one, you get funding to make something creative and fun and then you get to see that work showcased at GPAC with other groups.

The work that your school or agency generates should relate to the themes of IDAHO, Wear it Purple and R U ok day (see below for more info).

It could take any creative art form; develop a play, make a film, paint a mural, draw a zine or cartoon for the newsletter, take photos, do a dance, write a song, make a music clip, organise a flash mob!!! There is so much you could do.

Stand Outs Grant-$500

Stand out groups are groups of students and staff who work together to do exactly that- stand out against homophobia and transphobia in their school community- the form that takes is different for every school- depending on what that group decides they want to do. Whether you already have a Stand Out group at your school or want help to get one started, these grants are for you. The grants are intended to fund the activities of your Stand Out group over the year. You could use it to; Buy GLBT books for your library- have a launch to make everyone aware, go to a conference or forum, hold an event, buy materials, get a poster printed….whatever your group decides to do in the name of GLBTI equality.

What is IDAHO day?

IDAHO day aims to raise awareness of homophobia that exists around the world, and in our communities. It is an international movement and May 17 was chosen because the date is the anniversary of the World Health Organization’s 1990 decision to remove homosexuality from its list of mental disorders. This victory of the lesbian-gay-bisexual and transgender (LGBT) cause was a historic step towards considering freedom of sexual orientation and gender identity as a fundamental basic human right.

One of the key objectives of GASP is to raise awareness of the impact of homophobia and transphobia on young people. Research by La Trobe University conducted in 2010 found that 61% of same sex attracted young people experienced homophobic abuse and that 80% of this abuse happened in schools. This research also found a direct correlation between experiences of homophobic abuse and incidence of self harm and suicide attempts. Clearly days like IDAHO are still necessary.

FUNDING GUIDELINES

GASP embraces the ideals of youth participation- this means that students are supported to brainstorm their own ideas and develop their own projects. Of course we are here to help as well. Your staff could also come up with some ideas too. This year the funds do not have to be acquitted for an event held on IDAHO day- these grants can be used for an event on the day or over the rest of the school year. The focus this year is on raising awareness beyond just one day in May.

After you have completed your grant funded project we will email you an acquittal form to complete. We will need to know; what you did, how you felt it went and how you spend the funds, along with receipts and any other documentation you can provide us with- photos etc. (See 2h in the agreement below)

IDAHO FUNDING PROGRAM

Funding Agreement

Please read, and sign the second page of this agreement.

THIS AGREEMENT MADE BETWEEN GREATER GEELONG CITY COUNCIL

of 30 Gheringhap Street, Geelong (“the Council”) and the Applicant

BACKGROUND

A The Council makes available funds for community programs each year for the benefit of residents of and for activities that take place in the City of Greater Geelong.

B The Council has criteria which must be met by the Applicant before funding is provided as set out in this agreement.

C The Council has agreed to fund the Applicant on the terms and conditions set out in the agreement.

AGREEMENT

1. The Council may provide to the Applicant funds for the Applicant’s activity. Signing this Agreement does not commit Council to provide any funds unless the Applicant’s submission is successful.

2. The Applicant confirms and agrees that:

(a) activities arising from the grant allocation must take place within the City of Greater Geelong and/or benefit City of Greater Geelong residents and workers.

(b) if funds are granted by Council they must be spent on the approved activity. Any significant change to the activity must be approved by the Council.

(c) funds provided under this agreement must be spent by the Applicant within 12 months of the date of this agreement, unless otherwise agreed by the Council.

(d) the Applicant must return any funds not spent on the activity to Council.

(e) the Council is not responsible for any shortfall should the activity run over budget.

(f) the Applicant is required to recognise the Council as a funding source of the project. Contact must be made with the appropriate Council officer to obtain the relevant logo and to ensure that the City sights and approves proofs of all materials prior to production. Unauthorised use of the Council logo on other material will result in the Applicant being ineligible to apply for further grants.

(g) accurate financial records of the recipient organisation be maintained and made available to the staff of Council in the event of any further audit by Council into the use of the Grant. Council officers may request meetings with the Applicant to check on progress during the period of the activity or undertake an independent audit of the books and records of the Applicant.

(h) it will complete an evaluation process for the grant. This evaluation will be completed at the end of the activity. If the evaluation process is incomplete the Applicant will be ineligible for further grants. A statement of the expenditure of the funds will be required within the evaluation process.

3. The Council, its servants, agents and employees shall not be responsible at any time for any liability incurred or entered into by the Applicant as a result of or arising out of the Applicant’s responsibilities under this agreement.

4. The Applicant shall release and indemnify the Council, its servants, agents and employees against any claim, demand, liability, costs, expenses, actions arising out of or in any way connected with the activities of the Applicant, or the Applicant’s agents in consequence of this agreement except where the claim, demand, liability, costs or action are caused by the Council or its servants or agents.

5. Any variation of this agreement shall only be made in writing between the parties.

6. The Applicant has obtained any necessary Council permits or other permits for the event/program to take place. Any event/program/project that is to be held on Council property (this includes council owned buildings, parks and all other open space areas including the Geelong Waterfront) is required to have the approval of the Council Department that has asset management responsibility for the property and Council’s Events and Marketing Department.

9. A “Tax Invoice” is required to be submitted prior to payment of the grant.
