CONSENT AGENDA
A motion byCouncil Member Montanye, seconded by Council MemberJohnston, to
approve the minutes of the January 5, 2009 Council meeting and claims warrants
27081-27117 in the amount of $24,323.73, and claims warrants 27118-27138 in the
amount of $126,245.73; and payroll warrants 28627-28707 in the amount
$102,913.05 for payroll dated.

DEPARTMENT REPORTS
Marty Hudson GFDreviewed the fire department activities for the 2008 year.
There were a total of 92 calls responded to by the dept, as well as 12 mutual aid calls
with Rural 7. It was noted that the volunteer dept only has 20 members, a membership
that is at its lowest in years.
It is the feeling of the department that compensation might be one reason. Although it
is a volunteer department, the amount of time for meetings and trainings is considerable and possibly with more compensation there might be more individuals who would join.
Marty thanked Council for there support and the Chief for the efforts and changes made at the department.
Chief Johnson GPDGrant Information on recent applications was reviewed. Chief Johnson noted that workplace training with hospital was being scheduled.
Electronic Monitoring situation, which is offered by Probation, is being looked into as a cost saving measure. The Chief will be meeting with judge, as well as receiving input from other departments to put together a plan to implement the electronic monitoring.

1) KVH Board of Health
A motion by Council Member Montanye, seconded byCouncil Member Hoctor, to approve Pat Scarola for another term as Klickitat County Board of Health member to represent the City of Goldendale.

2)Hotrods Bar and Grill/Top Hat tavern.
Hotrods Bar and Grill and the Top Hat Tavern submitted applications for their 2009 Cabaret License. All application requirements have been met and fees paid as per Ordinance requirements.
A motion by Council Member Johnston, seconded by Council Member Montanye,to approve the Cabaret License Applications for Hotrods Bar and Grill and the Top Hat Tavern for 2009.

REPORT OF COUNCIL AND CITY ADMINISTRATOR
Council Member Abbott - Requested an update of the Airport information and when lot changes might be happening. Mr. Bellamy address the changes created by the Boundary Line Adjustment, noted a recommendation from the Airport Committee to proceed, and gave estimated costs the City will incur to address the lot complaints. Councilmember Abbott asked that the Council be updated once the 2008 numbers are in and further asked if the monies to resolve the issues can come from EDA? Mr. Bellamy stated he would check on it.
Council Member Johnston– Requested an update on Comp Plan status and wanted to get meetings scheduled again now that we are in the new year and haven’t met on this for a couple of months.
Council Member Cuff- Noted that he previously asked for information on the $20 Vehicle Tax, and although the information had been received nothing had moved forward. He wants this taken care and further made a motion to begin the process.
A motion by Council Member Cuff, seconded by Council Member Johnston, to
begin the process necessary to implement the $20 vehicle tax by having a workshop on February 23, 2009 at 6:00 p.m.

City Administrator Larry Bellamy Reminded the Water Committee of the scheduled meeting on Monday, January 26, 2009 at 6:00 meeting.

A motion by Council Member Hoctor, seconded by Council Member Montanye to
convene to executive session to discuss negotiations on a bid project, not to exceed
30 minutes. Motion Carried Unanimously.
8:10:09 PM
Council convened back to regular session with no motions made for final discussion on
Yeadon Fabric Domes.
A motion by Council Member Abbott, seconded byCouncil Member Johnston, to approve the letter sent to Yeadon as prepared by City Attorney, substantially in the form presented, with clarification for sales tax.
