City of Colman Council MeetingAugust 10, 2015

The City of Colman Council meeting was called to order by Mayor Gloria Van Duyn at 6:00 pm on August 10, 2015 at Colman City Hall. Council present: Ben Elhoff, Mike Uhing, Brad Schroeder, David Voelker, Roger Broghammer, and Russ May. Also present: Finance Officer Michael Hauglid, Golf Supervisor Mike Solum, Maintenance Supervisor Grant Groos. Present for all or some of the meeting: Dave Burwitz from Clark Engineering, Linda Bruemmer, Alan Bruemmer, Cathy Smallfield, and Bernadette Lex.

The minutes from the July 14th meeting were presented. A motion was made by Uhing and seconded by Voelker to approve the minutes as presented. Motion carried.

Dave Burwitzfrom Clark Engineering was present to discuss the waterline issue on HWY 34. It is a service line that is leaking. The city will need a right of way permit from the DOT and to have the permit within a week in order to dig. Phase II of the Water/Sewer Project was discussed with paving of the streets being done. Possible penalties for not having the streets done by the June 30th deadline were discussed. The new water tower was also discussed.

Linda and Alan Bruemmerwere present to discuss their drainage permit. They want to install a culvert at their residence at 201 NE 4th Street. City engineer Dave Burwitz had a chance to look at the permit and had no issues with it.

Pre-mitigation grant was discussed, specifically the drainage project and items needed to be submitted.

Financial report for July was presented. A motion was made by Schroeder and seconded by Uhing to approve the financials as presented. Motion carried.

Bills were presented. A motion was made by Uhing and seconded by May to approve the bills as presented. Motion carried.

Ordinance #336-15, 2016 Budget Appropriation ordinance, was read for the first time.

Employee Reports. The following was discussed:

  • Street light fixtures
  • Mowing letters
  • Possibly having football players use the pool after the pool closes for the summer. However, pool needs two on duty lifeguards in order for them to use the pool.
  • Golf course flooding from the rain
  • The campground staying first come first serve, or going back to reservations.
  • Mud and rocks being thrown in the pool
  • Skip Day golf tournament on Friday, August 14th
  • 17 shut off notices for the month of July with no shut offs
  • Michael Hauglid attending budget school
  • The SDML Annual conference in October

Committee/Project Reports

  • Runaround dog issues
  • Road repair on NE 4th Street
  • The beanbag tournament at the golf course: 48 beanbag teams, $960 prize money, $300 went back to the golf course for improvements
  • The painting done at the bar and the community center
  • Complaints on the corners of streets not being mowed
  • Telephone costs
  • The pool closing on August 16th
  • Farm lease agreement with Duane Voelker is coming due, will go out for bids. Will be discussed at September meeting.
  • Having a public hearing on the drainage project
  • Looney Days

A motion was made by Schroeder and seconded by Uhing to adjourn at 7:42 pm. Motion carried.
