City Council Meeting

Mayor Scott Staggs called the meeting to order. Those present were: Tom Bischof, Donna Deardorff, and Patricia Wilson. Michele Douglas was absent. The meeting was opened with the Pledge of Allegiance.

Public comments: None

Approve minutes: January 24, 2011, January 27, 2011 and November 4, 2010. Ald. Bischof moved to approve all regular and closed session minutes. Ald. Wilson seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Approve bills/deposits: Ald. Deardorff moved to approve the bills and deposits for January. Ald. Bischof seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Merchant License: None

Building Permits: None

Dept. Heads: Library – Linda Myers was present and gave her report as submitted in writing.

Fire: Kenny Johnson was present and gave his report as submitted in writing.

Transit: Penny Shepard was present and gave her report as submitted in writing. Ald. Bischof moved to approve the new procurement policy as submitted for the Bloomfield Transportation Department. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Police: Cheryl Malone was present and gave her report as submitted in writing.

Water/Street: Dennis Pleasant was present and gave his report as submitted in writing. Mr. Pleasant stated the spring MO Rural Water Association conference is in March and that he and Kenny Ewing would be going this year. Ald. Bischof moved to approve the City pay for the room and meals for the Spring conference. Ald. Wilson seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Treasurer: Hazel Williams was absent but submitted her report in writing.

Park: Shannon Heilman was absent, no report submitted.

Tax/Court Turnover: Ald. Deardorff moved to approve the tax and court turnover reports. Ald. Bischof seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Old bus: Mayor Staggs read proposed Ordinance #3237 Bill #3237 – An Ordinance To Amend The Municipal Code Of The City Of Bloomfield, Missouri, By Adding New Sections, Amending Sections, Repealing Chapters And Adding New Chapters.

Ald. Deardorff moved to dispense with the second reading. Ald. Bischof seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Ald. Bischof moved to approve Ordinance #3237 Bill #3237. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Mayor Staggs read a Resolution for the USDA Rural Development grant that the City is applying for. Ald. Bischof moved to approve the Resolution for the acceptance and compliance of the USDA grant. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Ald. Deardorff stated a demolition block grant was now available and all information to apply for this grant needed to be turned in by May 2nd. Ald. Bischof made a motion that the City apply for the State of Missouri Demolition grant. Ald. Wilson seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Ald. Bischof made a motion to put an ad in the local newspapers regarding the demolition and removal of debris of the old feed mill on North Prairie. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Mayor Staggs asked the council about the City paying for the generator hook up at the nutrition center; it was decided to table this issue until the next meeting.

Mayor Staggs stated he would like the council to consider amending Section 120.180 regarding employee vacations to read after five (5) years of service the employees shall receive three (3) weeks of vacation. The Mayor states it now reads ten (10) years of service.

Ald. Bischof made a motion to have City Attorney Robin Northern

draft a new ordinance to make this revision. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Ald. Bischof made a motion to put City Clerk Tonja Haubold on the George Greer Memorial Fund bank account at First Commercial Bank in order to make any transactions that are needed and to have Jason Curtman’s name taken off. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Ald. Deardorff stated the Assembly Church is having their annual 5k run/walk on June 18, 2011; all council members present approved this event.

Mayor Staggs asked if there was anything further to discuss in regular session, if not for a motion to adjourn and go into closed session per Section 610.020 sub-section 3. Ald. Bischof so moved. Ald. Deardorff seconded the motion. Ald. Bischof – aye, Ald. Deardorff – aye, Ald. Wilson – aye.

Back in Regular Session

February 15, 2011

Mayor Staggs stated the council hired Thomas Foster as a part time reserve officer for the police department with a salary of $8.00 per hour.

The council also approved hiring Virginia Hopkins as a part time employee with the Library when her contract with Experience Works runs out. Ms. Hopkins hours will be split with Janet Weaver with a salary of $7.50 per hour.
