U.S. Watkiss, City Clerk, stated if there were any persons present to speak to the passing of the following bylaws, they would now be heard:

L.BYLAWS

L.1.a.Bylaw No. 11363 - To Amend the Land Use Bylaw from RF1 (Single Detached Residential) District to CNC (Neighbourhood Convenience Commercial) District; located at 11004 and 11010 - 150 Street, High Park.

PURPOSE

To apply the appropriate district to the existing commercial development.

There were no persons present to speak to the passing of Bylaw No. 11363.

L.1.b.Bylaw No. 11362 - To Amend the Land Use Bylaw from RF1 (Single Detached Residential) District to DC5 (Site Specific Development Control) District; located at 11535 - 66 Street, Highlands.

PURPOSE

To restrict the use of the site to only allow the development of a landscaped parking area for consolidation with, and use by, the northerly abutting commercial property.

G. Luck, President, Highlands Community League, was in attendance to speak in opposition to the passing of Bylaw No. 11362.

Mayor Smith asked whether there was any objection to Bylaw Nos. 11313 and 11314 being dealt with together. No one objected.

L.2.a.Bylaw No. 11313 - To Amend the Land Use Bylaw and Appendix I, Schedule 820H, Statutory Plan Overlay for the Montrose Santa Rosa Area Redevelopment Plan from DC5 (Site Specific Development Control) District,

US (Urban Services) District and IB (Industrial Business) District to DC5 (Site Specific Development Control) District; located north of 119 Avenue and west of 69 Street, Montrose.

PURPOSE

To allow further development of surface parking for Coliseum events with site specific development controls.

L.2.b.Bylaw No. 11314 - To Amend Bylaw No. 6767, as amended, being the Montrose Santa Rosa Area Redevelopment Plan.

PURPOSE

To reflect the addition of lands for surface parking for Coliseum events.

There were no persons present to speak to the passing of Bylaw Nos. 11313 and 11314.

L.1.c.Bylaw No. 11357 - To Close a Portion of Capilano Drive, Roadway Plan 762 1912, located south of 114 Avenue and west of 71 Street; Bellevue.

PURPOSE

Once closed, the area will form a public park.

There were no persons present to speak to the passing of Bylaw No. 11357.

L.1.b.Bylaw No. 11362 - To Amend the Land Use Bylaw from RF1 (Single Detached Residential) District to DC5 (Site Specific Development Control) District; located at 11535 - 66 Street, Highlands.

L.BYLAWS

Councillor B. Maitson stated that he had a pecuniary interest with respect to Bylaw Nos. 11310 and 11311 in that he was a shareholder in 7 Crowns Corporation (the applicant). He would, therefore, not participate in the deliberations or vote on these bylaws. Councillor Maitson left the meeting.

Mayor Smith asked whether there was any objection to Bylaw Nos. 11310 and 11311 being read together. No one objected.

L.1.d.Bylaw No. 11310 - To Amend Bylaw No. 7209, as amended, being the Summerlea Neighbourhood Area Structure Plan, located north of 90 Avenue and west of 175 Street, Summerlea.

PURPOSE

To change the land use concept designation from a Church site to Neighbourhood Convenience Commercial to allow for limited commercial development on the site.

L.1.e.Bylaw No. 11311 - To Amend the Land Use Bylaw from US (Urban Services) District to CNC (Neighbourhood Convenience Commercial) District; located at 9004 - 175 Street, Summerlea.

PURPOSE

To allow low-intensity convenience commercial and personal services uses on the site.

M. Huberman, Reid Crowther (in favour); C. Knight and W. Vibert (in opposition) were in attendance to speak to the passing of Bylaw Nos. 11310 and 11311.

Councillor L. Chahley re-entered the meeting at 2:34 p.m.

R. Fath was in attendance to speak in favour of the passing of Bylaw No. 11364.

Councillor W. Kinsella left the meeting at 2:36 p.m.

L.1.g.Bylaw No. 11309 -To Amend the Land Use Bylaw from as SH (Small Holdings - County of Strathcona) District to RF1 (Single Detached Residential) District; located at 7004 - Meridian (1st) Street, Southeast Annexed Industrial.

PURPOSE

To allow the development of single detached residential dwellings.

T. Prepchuk (in favour); and A. Catinski (in opposition) were in attendance to speak to the passing of Bylaw No. 11309.

Mayor Smith asked whether there was any objection to a postponement of Bylaw No. 11309. No one objected.

L.1.h.Bylaw No. 11360 - To Amend Bylaw No. 9171, as amended, the CN Lands Area Redevelopment Plan; for a site located at 11410 - 104 Avenue, CN Lands.

PURPOSE

To remove the development guideline provisions that requires that 300 or more residential units must be developed on the adjacent residential lands to the east before additional commercial gross floor area can be developed on the commercial site.

L.1.i.Bylaw No. 11359 - To Amend the Land Use Bylaw from DC5 (Site Specific Development Control) District to DC5 (Site Specific Development Control) District for a site located at 11410 - 104 Avenue, CN Lands.

PURPOSE

To amend the development criteria of an existing DC5 District in order to eliminate the provisions for residential units on the site.

D. Hussey, Canada Land Company Limited, was in attendance to speak in favour of the postponement of Bylaw Nos. 11360 and 11359.
