CITY COMMISSION REGULAR MEETING MINUTES

MONDAY, JANUARY 29, 2014 6:00 PM

OAKLAND CITY HALL

  1. CALL TO ORDER – Mayor Mansfield called to order the February, 2014, Regular Meeting of the Oakland City Commission. The following Commissioners were present: John Blubaugh, Ron Alsup, and Debbie Caudill. Also present: Kevin Croslin, City Attorney; John Wayne Smith, Candidate for State Representative; Amelia Blubaugh, City Clerk.
  1. READING OF MINUTES:
  1. Monday, January 13, Regular Meeting: Meeting rescheduled; no quorum.
  2. Wednesday, January 29, Regular Meeting: Upon motion by John Blubaugh, seconded by Debbie Caudill, and passed unanimously by roll call: John Blubaugh, yes; Mayor Mansfield, yes; Ron Alsup, yes; Debbie Caudill, yes; the minutes of the January, 2014 Regular Meeting were approved.
  1. TREASURER’S REPORT – 1099s have been distributed. 2013 total unpaid taxes to be added to next report. Upon motion by John Blubaugh, seconded by Ron Alsup, and passed unanimously by roll call: John Blubaugh, yes; Mayor Mansfield, yes; Ron Alsup, yes; Debbie Caudill, yes; the City Commission approved the Treasurer’s Report.
  1. PAVING BID– City Clerk will contact Daily News to publish bid notice; bids will be read at special meeting in March. Date to be announced. City Attorney Kevin Croslin advised that there should be no issues with the City paving a portion of Mayor Mansfield’s land and designating it parking for the City Hall as it will increase available parking for Election Day and Community Center use.
  1. NOVEMBER ELECTIONS – Democratic candidate for Kentucky House of Representatives John Wayne Smith introduced himself and spoke briefly with the commissioners.
  1. REVIEW KLC DOCUMENTS – Commissioner Blubaugh reviewed with the Mayor an email he received; the two determined that no action is required on the part of the City Commission.
  1. ONE TELEPHONE RING – Mayor Mansfield warned commissioners and asked them to spread the word about a recent possible telephone scam; City Attorney Kevin Croslin clarified the particulars, noting that the person who received this “one ring” call may have to actually call the number back in order to be charged for the call.
  1. MISCELLANEOUS – John Blubaugh noted that the old community center furniture could not be repaired and he would dispose of it.
  1. ADJOURNMENT – The meeting adjourned at 6:49 upon motion by John Blubaugh, seconded by Jimmy Hopkins.
