Citizens for Community Values of Indiana celebrated 11 years of profamily service to the community on Wednesday, November 15th at 6:30 p.m. at the Palais Royale Ballroom. Founded on September 11, 1995 by four businessmen, Dr Joseph P Sergio, Ph.D., Michael Edwards, Dennis Staffelbach, Mike Hamman, the citizens organization is now entering its 12th year.

Five community awards were presented as well:

  • 2006 CCV Citizen Of the Year Award – David Wemhoff
  • 2006 CCV Volunteer of the Year Award – Tom Uebbing
  • 2006 CCV Business Leader of the Year Award – Larry Gates
  • 2006 CCV Faith Leader of the Year Award – Bishop John M. D’Arcy
  • 2006 CCV Public Servant of the Year Award – Rev. Timothy Rouse

CCV also published a scorecard of successes in confronting the harms of the porn/sex industry in Michiana The group’s printed invitation to the Dinner celebrated the recent demolition of the notorious Kitty Kat club. CCV President Dr Sergio’s presentation also celebrated the demolition of the Teasers strip bar, the GloWorm and the former Ace-Hi strip bar. According to Sergio, “Soon, even the dilapidated old buildings that housed the lewd businesses will be gone.” CCV Executive Director Patrick Mangan who also served as Chairman of the South Gateway Association’s Redevelopment & Acquisitions Committee added, “Those ever present reminders of the sleazy sex operations that once

dotted South Bend’s South side will only be a bad memory , as the way is cleared for redevelopment.

Sergio also announced the change in the scope of the impact of the citizens organization with the name change from “Citizens for Community Values of Michiana” to “Citizens for Community Values of Indiana.” Mangan said that one of the new initiatives for 2007 is to pass a state wide Sexually Oriented Business Ordinance modeled after the Mishawaka ordinance that has become a model for the nation, being upheld by the 7th Circuit Court of Appeals. According to Mangan, “It is time to protect all Hoosier families from the harms of the porn /sex industry! – The unrestrained strip bar era is over in South Bendand it is time to enforce the law on illegally operated strip bars and porn businesses across the State.”

Sergio also introduced the expanded mission statement recently adopted by the Board of Directors.

The new mission statement is modeled in part after the original CCV’s mission statement in Cincinnatti and adds the language “by promoting the values of the Judeo/Christian ethic which is the foundation of our nation.” Mangan said that an organization founded on September 11th should remind everyone what the foundation of our society really is.

Mangan also added that adding phrases like protecting men women and children ‘from the misinformation of sexual activists and from the harms of sexual promiscuity, sexual addictions, sexual predators and broadcast indecency’ made the mission and vision statement applicable to the corollary causes of the current sexual crisis in America demonstrated in the rising number of predators and their victims. Mangan also said, “It is critical that we define once and for all that marriage is between one man and one woman. On this bedrock principle there is no room for compromise.”

Sergio added that, “We need the traditional family to continue to be the norm that we build society on, while embracing those who have experienced, or are living in, a broken home.”

Mangan also added that it is time that local officials enforce the Adult Business Ordinance unanimously passed in 2000 that is virtually the same as the Mishawaka Ordinance upheld by the 7th Circuit Court of Appeals. “Although we have won many battles making our community a safer place for children and families, we must not become complacent or the porn sex industry will rebound with devastating consequences.”

CCV Citizen of the Year Award
The CCV Citizen of the Year Award is presented to the citizen
who most embodies the spirit of full participation in the work of bettering the community through courageous leadership, relentless determination and genuine community service.
David A. Wemhoff is well known for his litigation skills as an attorney. His able skill as an attorney was put to the test when CCV called on him to represent our case against several strip bars at the local Alcohol & Tobacco Commission.

In spite of battles with local politicians and the local ATC Board President, Bob Urbanski, Dave Wemhoff faithfully served as CCV’s legal champion. Dave worked closely with CCV leaders to finally get our evidence heard all the way to Indianapolis and brought home key victories for the families of our community.

We are grateful for his sacrificial efforts and are pleased to recognize him with the CCV Citizen of the Year Award.

CCV Volunteer of the Year Award
The CCV Volunteer of the Year Award is presented to the volunteer who most embodies the spirit of generosity and servant leadership.

Tom Uebbing is best known for his insightful articles published in Today’s Catholic and for his determined efforts to help create a culture of life.

Tom is being recognized by CCV for his devotion and faithfulness as a member of the CCV Intercessory Prayer Team. His tireless Op/Ed writing on behalf of both CCV and NoSpecialRights.Net has made him one of the key voices of our movement. In addition to caring for his wife Marian and their 6 children, Tom graciously gives quality time to CCV leaders almost every week. We are pleased to recognize him with the CCV Volunteer of the Year Award.

CCV Business Leader of the Year Award
The CCV Business Leader of the Year Award is presented to the business leader who most embodies the spirit of integrity and generosity by reinvesting in the community that has supported their business success.

Larry Gates is admired for his ethics and generosity. The Gates name stands for integrity and community service here in Michiana. Larry has faithfully served the CCV Board of Directors with thoughtfulness and generosity. His genuine commitment to CCV’s highest ideals hascontributed greatly to the esteem that CCV is held in among theregion’s leading businesses.

The financial generosity of the Gates Family and their businesses have helped to make CCV what it is today. Larry’s counsel continues to shape CCV efforts as we grow and respond to the challenges facing our community.

For his outstanding leadership and faithful friendship, we are please to recognize Larry Gates with the CCV Business Leader of the Year Award.

Faith Leader of the Year Award

Bishop John D’Arcy is well known for his moral courage as Bishop of the Fort Wayne/South Bend Dioceses of the Catholic Church.

Bishop D’Arcy has long been a friend and supporter of CCV’s efforts to protect men, women and children from the devastating effects of pornography and sexual addictions.

He also publicly opposed the vulgarity of the Vagina Monologues and Queer Film Festival at Notre Dame.

When homosexual activists from Indianapolis, Chicago, St. Mary’s, Notre Dame, Indiana University and the Kinsey Institute tried to push through a special rights for homosexuals ordinance in South Bend earlier this year, Bishop D’Arcy was one of the first faith leaders and civil rights leaders to lovingly and publicly oppose it’s passage.

In spite of Mayor Luecke’s unusually strong lobbying on behalf of the homosexual measure, citizens prevailed in a 5 to 4 victory at the South Bend Common Council in July.

For his courageous and uncompromising leadership on behalf of sexual purity in the community and on the campuses we gratefully acknowledge Bishop John D’Arcy with the CCV Faith Leader of the Year Award.

CCV Public Servant of the Year Award
Rev. Timothy Rouse, the president of the South Bend Common Council is well known for his plain speaking, principled leadership.
As both a Pastor and as a Democratic Councilman, Tim is a unique public servant.

While he keeps his roles separate, he never leaves his values and principles at the Council Chamber door. Inspired by his faith and governed by his principles, Rev. Rouse led the loving opposition to the special rights to homosexuals ordinance on the Council. He did not back down when the Mayor weighed in or when other Council Members attempted to insult his character.

Instead, this ex-Marine skillfully held his ground and refused to allow homosexual activists to hijack the civil rights movement, even when every one in opposition to the special rights ordinance were called bigots.

For steady leadership under fire, we are pleased to recognize
Rev. Tim Rouse with the CCV Public Servant of the Year Award.

  • Faithfully supporting the traditional family based on the premise that marriage equals one man and one woman.
  • Offering assistance to people suffering from the results of sexual addiction, sexual confusion, sexual promiscuity, and sexual abuse.
