Role purpose: / ·  To provide an inventive, professional and quality business partnering service and advice and consultancy support across the Citizens Advice service on a range of people-related activity, including change management, complex casework, workforce planning and resourcing.
·  To support managers and management teams across the Citizens Advice service by providing a responsive and flexible service that is business focused and supports the delivery of organisational and service priorities, supporting the development of an inventive, responsible and generous culture.
Key accountabilities / Key elements/tasks / % time
1. Provide advice and consultancy support to managers / Advise, coach and support managers in managing their people by providing expert advice and consultancy in relation to workforce and resource planning, service reviews, performance management and complex case work (including advising upon and giving evidence at employment tribunal cases).
Take the lead in supporting complex change processes, including those that involve TUPE or related transfer schemes, including consultation with the trade union and others.
Assist in managing organisational change by providing advice, guidance and practical support for managers (including job design and evaluation, employee relations and employment law issues).
Develop inventive but responsible solutions to people-related matters, both on an individual case-by-case basis, and where they may have a broader application.
Support managers in the development, interpretation, and application of coherent people strategies affecting their staff, liaising with Strategic people services colleagues as necessary.
Act as conduit between the People service and the broader business, providing intelligence to support people policy and strategy development. / 60
2. Project implementation / Support the delivery of both major corporate and service-based projects, such as changing terms and conditions, implementing new pay and grading structures, and new ways of working.
Support organisational development by advising managers on the local implementation of any actions arising from corporate and strategic people initiatives, such as talent management strategies and implementing staff survey outcomes.
Prepare reports and briefings on a range of people-related matters, gathering, analysing and interpreting data and information for a wide range of purposes. / 10

PERSON SPECIFICATION
Attainments
1. Graduate (or above) level membership of CIPD and / or other relevant HR qualification and/or equivalent level of experience.
2. Significant proven ability to deliver in a professional HR role involving provision of advice and support to managers and staff in a complex organisation.
3. Proven track record of delivering people management support to significant change programmes.
4. Sound and detailed knowledge of employment law, combined with a practical understanding of best practice in people management.
5. A track record of commitment to equality and the positive value of diversity.
Skills
6. Confident and well-developed verbal, written and presentation skills, including excellent influencing and report-writing skills.
7. Well-organised and efficient; able to manage own workload, and to plan projects to ensure that deadlines are met under pressure.
8. A flexible, pragmatic and customer-focused approach; able to deal appropriately with sensitive issues, and tailor solutions to fit circumstances.
9. Ability to be inventive, responsible and generous.
10. Ability to take decisions with confidence, particularly where established procedures may not exist.

TERMS AND CONDITIONS

1. PROFICIENT SALARY: Up to £38,826 plus £3,520 London allowance if applicable.

Appointment may be at an initial salary level (90 or 95% of the proficient salary) or at the proficient salary, depending upon skills and abilities as assessed during the recruitment process.

If you are a designated essential car user, you will receive an Essential Car User Allowance payment in addition to your salary.

2. ANNUAL/TOTAL LEAVE

Annual leave is 26 days pro rata per annum from 1st January to 31st December, plus 4 fixed days (normally over Christmas and New Year). Additionally, there is Long Service Leave of 1-5 days after 3-7 years service.

3. PENSION SCHEME

Citizens Advice provides a Group Stakeholder scheme. Further details of this scheme will be provided to the successful applicant at offer and contract stage.

4. LEARNING AND DEVELOPMENT

6. SALARY SACRIFICE SCHEMES

Citizens Advice offers childcare vouchers and operates a Cycle to Work scheme which provide a tax-efficient method for employees to pay for childcare or purchase a bicycle for commuting to work.

7. REMOVAL AND RELOCATION EXPENSES

Individuals appointed to permanent posts (i.e. excluding fixed term contracts) in Citizens Advice are eligible for reimbursement of up to £500 to cover costs associated with relocation and removal. Please ask for a copy of the full policy to check your eligibility.

11. PROBATIONARY POLICY

New appointments are subject to a six months probationary period. Performance is reviewed after three months and again after six months. At the end of the probationary period the outcome of the assessment may be confirmation of post; notice of dismissal; or at Citizens Advice’s discretion, an extension of the probationary period by a further three months.

15. FLEXIBILITY

Our roles are open to discussion about flexible working, which may include arrangements such as part-time working, formalised flexitime, fixed (non-standard) working hours, working from home and job-sharing.

16. HOURS OF WORK

36.25 hours per week

Normal full time working hours are 9 - 5.15, Monday to Friday, although these hours may vary from week to week to meet the needs of the job. Staff may be able to agree a different working pattern with their manager.
