1. Call to Order - D. Moody called meeting to order at 8:37 a.m. Members present were Gail Gilman, David Moody, Sherrie Miller, Pete Scalco, and Jacki Youngstrand. TDC staff included Sam Martin and Virginia Dekle. Guests are Chuck Robinson, Hugh Taylorand Katie Taff.

  3. Hugh Taylor - Hugh Taylor requested to videotape the meeting (with a copy given to the Council). Requested to make remarks to put on the record regarding the TDC taking action to support the Wakulla Wetland Alliance petition. He noted that he is not a member of the Wetland Alliance.   4. Recreational Trails Program Grant - Katie Taff (Wakulla County) reported about a $200,000 Woolley Park grant with a 20% match (cash or in-kind) to renovate the existing trail with parking and bring up to handicap accessibility standards. Submission deadline is 03/31/14. She will email a letter of support for TDC to use. Motion to approve, 2nd, unanimously.

a)Magazines - Birdwatchers Digest, Forgotten Coast Magazine, Undiscovered Florida and Florida Life & Travel have been contracted for $30,000 so far.

b)Print Advertising Plan (balance of budget)- Motion to have Lindsay Carpenter (Media Design) to find individual buys, given TDC’s $40,000 approximate balance remaining for advertising buys.

c)WFSU Audubon Minute Buy - Pete will forward to Jacki package from WFSU Audubon minute.

  1. Mills Marketing Campaign – Mills will be at the Warner Robbins AFB Military Travel Show the same time we will be there. Sam will review their booth and evaluate their operation before we make the motion to do an annual buy or Ala Carte buys of individual shows at the April TDC meeting.
  2. Florida Tourism Day Observations - At Florida Tourism Day’s activitiesin Tallahassee recently,Ralph and Sam observed that there was no information about fishing, hunting, hiking, camping, biking, horseback riding, birdwatching, and some other categories of outdoor activities. The TDC should evaluate and perhaps provide information in the future.

a)Visitors Guide - S. Miller–Portions of the Table of Contents have been written, need pictures of the communities. Deadline for copy to Media Design has been extended to 4/1/14.

  1. RFP 2013-07 - Digital Media Advertising Services (Simpleview) – Time line has been determined and they will start feeding the copy from the visitors guide for content of the website. A balance of $47,335 is still in the budget for digital buys. A question was asked about doing the digital buys now and implementing them later. After the third BP Quarterly Report is submitted, Sam will submit the question to BP.
  2. RFP 2013-23 - Destination Management System (NXC)

a)Project Kickoff Mtg – NXC presented and the TDC Committee reviewed the draft Project Specification Requirements (SRS) document.

b)TDC DMS Project Meeting #02 03-13-2014 – NXC presented the revised SRS document, draft site map and draft wire frame drawing of website home page. The TDC Committee asked questions and proposed possible changes.

c)DMS Content Coordination/Development Proposal - S. Miller – Proposal was presented to coordinate content management for the Destination Management System at $40 per hour (content count will be 80 to 100 pieces). Motion to approve, 2nd, unanimously approved.

  3. Travel Shows Budget Revision - J. Youngstrand– Current BP budget balance is $900, not enough to cover upcoming Military Travel Shows campaign ($1,200 +).Balance will be taken from the TDC budget (currently $3000).
  4. Military Travel Shows Spring Campaign - S. Martin – Will be 3/19 – 3/21/2014.Brochures have been collected, display unit has been checked out, and travel requests have been submitted.
  5. BP Grant Action Plan Update - S. Martin – One item will be changed from the Birding FAMTour to Family-oriented Weekend Trips FAM Tour.

  2. Welcome Center Web Cam- S. Miller – Installation and operation of a web-cam at the Panacea Welcome Center is technically feasible. Proposal for a web cam will be requested.

  4. Guidelines Development - Discussed writing a procedure to follow the county guidelines. Next meeting they will discuss guidelines as to what should be posted to Facebook.
  5. Computer Purchase - Motion to purchase a new computer for Virginia Dekle because her current one has quit. Computer will be same as what the county uses (Dell) for $1,875 (see attached quote), 2nd unanimously approved.
  6. Computer Back Up – A question of appropriate regular computer back-up for TDC computer hard drives was asked. Inspired Technologies will evaluate and present options for the TDC.

  10. St. Marks Lighthouse Change of Command & Lighthouse Transfer Ceremony 03-28-2014, 2 PM – Department of the Interior to make renovation to the lighthouse, beginning after official transfer from U.S. Coast Guard to the U.S. Fish & Wildlife Service.

  12. FADMO Florida Visitor's Day - 03/11-12/2014–successful with over 400 attending. Ralph and Sam represented the TDC and set up a table adjacent to the Gulf Specimen Marine Laboratory Sea Mobile.
  13. Rural Tourism & Economic Development Summit - 04-04-2014 - Motion for Sam to attend, 2nd unanimously approved.
  14. 2014 Green Living Expo - 04-26-2014 – Motion to attend would not pass.
