Issue

Ben Heaton suggests that more suitable electives for CPC31411 Construction Waterproofing are:

·  CPCPDR2005A Drain worksite

·  CPCPDR2004A Install stormwater and sub-soil drainage systems.

Proponent’s rationale:

There are similar subjects available in the Civil Construction Training Package which are listed in the new carpentry qualification but these are the most suitable considering they better reflect the general construction environment.

The reasoning is: there would have to be water charged ground causing damage to the structure for below ground waterproofing to take place in a remedial fashion. With this in mind the waterproofer would have to look into the type of soil etc. and then on most occasions drain the worksite so that excavation can take place and workers can operate within the excavation safely.

Of course, once the waterproofing membrane application has taken place, it makes perfect sense to place sub-soil drainage in order to carry away excess water and therefore reduce the pressure of water attack on the waterproof membrane, naturally placement of a surface drain to divert water would also be advantageous.

The proponent has contacted the BSA Qld and they have advised in writing that sub-soil drainage fits within a waterproofer’s scope of work. The proponent is also confident that ‘site drainage’ is also within the waterproofer’s scope of work.

As it stands CPC314 candidates have a choice of 5 electives, two of which can come from another training package. The proponent believes that having the two drainage units added to the list of electives will allow applicants to choose them but still have the flexibility to choose 2 other electives from another package should they wish.

The proponent proposes deleting the following two units from the elective list:

·  CPCCCM2009A Carry out basic demolition

·  CPCCCM3001A Operate elevated work platforms.

Initial findings

1. The suggested electives have both been superseded:

·  CPCPDR2005A Drain worksite superseded by CPCPDR2015A Drain worksite

·  CPCPDR2004A Install stormwater and sub-soil drainage systems superseded by CPCPDR2014A Install stormwater and sub-soil drainage systems

The new units both have the same pre-requisite requirement: CPCPCM2023A Carry out OHS requirements.

If the two suggested electives were added to the qualification, the pre-requisite unit could be:

·  added to the elective list, preserving the flexibility of the qualification by allowing a further two electives to be drawn in from other qualifications

·  or selected as one of the drawn-in electives allowed from other qualifications.

2. Addition of electives to the elective list does not require deletion of a comparable number of electives. The following two electives could be retained.

·  CPCCCM2009A Carry out basic demolition

·  CPCCCM3001A Operate elevated work platforms.

3. Several of the units within the qualification make reference to drainage requirements, for example:

CPCCWP3001A Apply waterproofing process to below ground level wet areas

PC 3.7. Provision for drainage is identified and confirmed with supervisor or hydraulic consultant as being appropriate for the installation.

Range Statement

Waterproofing materials include:

·  drainage cells

·  drainage piping

Inspection and identification of the waterproofing system include:

·  the process:

-  testing

-  drainage

-  protection of the membrane system and flashings.

Critical aspects for assessment and evidence required to demonstrate competency in this unit

A person who demonstrates competency in this unit must be able to provide evidence of the ability to:

·  as a minimum waterproof a basement wall excavated in a clay work site, with:

-  drainage and protection of the waterproofing provided.

Consultation with contacts

Ben Heaton is in agreement with adding the OHS pre-requisite for the two drainage units to the elective pool.

Dan Holmes is in agreement with adding the drainage units, in particular sub-soil drainage but referred to Bill Straw for further advice.

Bill Straw is in agreement regarding the addition of:

·  CPCPDR2015A Drain worksite

·  CPCPDR2014A Install stormwater and sub-soil drainage systems

·  the pre-requisite unit CPCPCM2023A Carry out OHS requirements.

Licensing issue

Bill Straw advised that, following consultation with his colleagues, the general consensus was that the drainage installation must be conducted by a licensed plumber.

Research on licensing

The information for these units on Training.gov.au lists : Licensing/Regulatory Information - Not Applicable

This licensing issue may be the reason why the carpentry qualifications (referenced by Ben Heaton) use the unit:

RIIWMG203A - Drain and dewater civil construction site, instead of CPCPDR2014A and CPCPDR2015A.

The content of RIIWMG203A is not available on TGA.

Drainer’s License – Qld:

The license requires the provisional drainer qualification plus six competencies from CPC40908 Certificate IV in Plumbing and services operational stream:

CPCPCM4001A—carry out work based risk control process

CPCPCM4002A—estimate and cost work

CPCPDR4001A—plan, size and layout sanitary drainage systems

CPCPDR4002A—plan, size and layout stormwater drainage systems

CPCPDR4003A—plan, size and layout domestic treatment plant disposal systems

BSBSMB401A—establish legal and risk management requirements of small business.

(a) At least one year’s practical draining experience; or

(b) practical experience at least equivalent to the practical experience mentioned in paragraph (a).

Draining License - Vic

The Victorian draining license requirements: Full apprenticeship training required for Drainage.

Drainage is the construction, installation, replacement, repair, alteration, maintenance, testing or commissioning of any part of a below-ground sanitary drainage system or a below-ground stormwater drainage system from the above-ground sewage, stormwater or waste pipes to the connection with the disposal system; and any design work that is incidental to, or associated with, any work described above.

Exclusion: It does not include the construction, installation, replacement, repair, alteration, maintenance, testing or commissioning of: (i) a subsoil drain for the sole purpose of subsoil water collection; or (ii) stormwater pits, channels that are grated or below-ground storage or retention tanks. It also does not include any design work that is incidental to or associated with, the work described above

Question – does the work involved in CPCPDR2015A Drain worksite and CPCPDR2014A Install stormwater and sub-soil drainage systems fall within the exclusion above?

Draining License NSW

Draining work is defined in the Home Building Regulation 2004.

Work of sanitary drainage as defined in AS/NZS 3500.0:2003, Plumbing and drainage, including work on a house drain connected to a septic tank, effluent system and sullage system. Sanitary drainage system is defined as an assembly of pipes, fittings and apparatus, which is used to collect and convey the discharge from the sanitary plumbing system, together with discharges from fixtures directly connected to the drain, to the sewer. Usually located below ground level.

The NSW license requirements - The current qualifications requirements are outlined below.

Tradesperson certificate

To be eligible for a tradesperson certificate, applicants must possess one of the following three qualifications:

1. Certificate III in Plumbing BCP30103/CPC32408, including the draining stream

2. Certificate II in Draining BCP20102/CPC20708

3. Completion of an apprenticeship in Plumbing which includes the Certificate III in Plumbing BCP30103/ CPC32408, including the draining stream.

Endorsed contractor licence or supervisor certificate

To be eligible for an endorsed contractor licence or supervisor certificate, applicants must:

1. Complete one of the qualifications listed above, and in addition possess the following units of competency and at least 2 years combined industry experience in the work covered by the units:

•BCGBC4012A/CPCCBC4012A Read and interpret plans and specifications

•BCPDR4001A/CPCPDR4001A Plan, size and layout sanitary drainage systems

•BCPDR4002A/CPCPDR4002A Plan, size and layout stormwater drainage systems

•BCPDR4003A/CPCPDR4003A Plan, size and layout domestic treatment plant disposal

Advice on Licensing from contacts

This issue was followed up and advice received, that it is a requirement that a person is a licensed plumber/drainer to undertake drainage work. However, the stand alone unit CPCPDR2015A Drain a worksite is not a licensed task; but CPCPDR2014A Install stormwater and sub-soil drainage systems currently would be in some states. Within NSW the OFT is trying to remove the license requirement.

Gary Bath of the PIC advised as follows:

The units CPCPDR2005A Drain worksite and CPCPDR2004A Install stormwater and sub-soil drainage systems would be very useful training outcomes for construction waterproofers. The occupational outcomes are more complex:

·  A license is not required to drain a worksite, for example, with a pump – unless the pump is to be a permanent fixture on the site.

·  A license is not required to install sub-soil drainage on a site.

·  In some states, a license is required to install connections to the stormwater system.

Recommendations

1. Make an addition to the unit CPCPDR2014A Install stormwater and sub-soil drainage systems, under the section: Licensing /Regulatory Information. This field of the unit currently states ‘not applicable’. It is recommended that this statements is replaced with the statement: Different states and territories may have regulatory mechanisms that apply to this unit. Users are advised to check for regulatory limitations.

2. Add the following units to the Certificate III in Waterproofing, general elective pool.

·  CPCPCM2023A Carry out OHS requirements

·  CPCPDR2015A Drain worksite

·  CPCPDR2014A Install stormwater and sub-soil drainage systems.
